Statement of Need Summary

This is a Statement of Need issued by the National Weather Service for temporary restroom rental services at the Brownsville Weather Forecast Office located at 20 S Vermillion Ave, Brownsville, TX 78521. The agency requires a two-unit restroom trailer with hand wash stations and integrated HVAC climate control to replace failed cast-iron drain pipes beneath the building that have collapsed in at least two locations, causing persistent sewage backups. Permanent repairs are estimated to take several months, necessitating temporary sanitary facilities to maintain operational continuity and provide a safe environment for staff.

The required configuration specifies a professional, climate-controlled trailer unit equipped with onboard water tank (with water available via garden hose), integrated HVAC system essential for South Texas heat and humidity, and on-site power availability. Weekly professional servicing including cleaning, pumping, and restocking is required every Wednesday. The base contract period runs from May 19, 2026 through November 18, 2026, with one optional renewal period extending from November 19, 2026 through May 18, 2027. Service hours are 7:00 AM to 5:00 PM Monday through Friday, excluding all federal holidays. The contractor must comply with all applicable local, state, and federal environmental, health, safety, and building code requirements, obtain all necessary licenses and permits, and coordinate the cleaning schedule with the local point of contact.
