SCIENCE CENTER (SEFSC)

STATEMENT OF NEED

TELESCOPING BOOM CRANE

1. PURPOSE

To outline the technical and commercial requirements for the procurement, fabrication, factory acceptance, and delivery of one Hydraulic Pedestal Crane with UV-Resistant Hose Sleeve Coverings. This equipment will be installed on R/V Gladys Reese as part of a retrofit to enhance offshore research operations.

2. MISSION

The SEFSC conducts marine research in support of the NOAA Fisheries mission to ensure the sustainable use of the nation's living marine resources. A telescoping boom crane is essential for ensuring operational readiness during fisheries and protected species research missions.

3. BACKGROUND

The R/V Gladys Reese is a 134-foot steel-hull research vessel recently acquired and repurposed by SEFSC for NOAA missions in the Gulf of America, South Atlantic, and Caribbean Sea. Originally designed for offshore oilfield work, the vessel is undergoing multiple interior and exterior modifications to support the NOAA Fisheries mission. A new telescoping crane is necessary to ensure vessel readiness for hydrographic, fisheries-independent, and protected species surveys.

4. SCOPE OF WORK

The government is requesting bids to provide a design for the following:

The contractor shall provide one (1) fully assembled hydraulic pedestal crane, including all standard components, documentation, and accessories. The crane shall also include UV-Resistant Hose Sleeve Coverings to all hydraulic hoses on both the crane and the Hydraulic Power Unit (HPU).

The contractor is responsible for:

• Engineering, fabrication, and assembly of the crane

• Application of marine-grade protective coatings

• Factory Acceptance Testing (FAT)

• Provision of complete manuals and documentation

• Packaging and delivery of crane to the designated location (EX Works terms)

• Compliance with API 2C and ABS certification requirements

Technical Requirements

Crane Specifications

• Design: Telescoping Boom, Cylinder Luffing, Offshore Marine-Rated Crane

• Boom Length: 24 feet (retracted) to 40 feet (extended)

• Maximum Capacity: ~10,000 lbs at short radii with at least 40 ft of telescoping reach and offboard load (6 ft wave height) with a two part line fall, fully retracted with a 10ft reach and 65 degree boom angle. The crane should be operational in wind speeds up to 20 knots.

• Rotation: 360° continuous via electric slip ring

• Power Source: 30 HP remote electric Hydraulic Power Unit with 60-gallon reservoir

• Control Station: Operator seat with walkaround controls and stainless steel splash guard

• Load Safety Systems: Wireless load sensors, anti-two block, angle/radius/load chart indicators

• Load Moment Indicator System

• Main Hoist: Emergency Lowering Device

• Materials: Stainless steel pins, fittings, hydraulic pipework on exposed surfaces

• Finish: PPG 3-coat marine paint system or Carboline with three part system. Zinc, Epoxy and

Polyurethane finish (black).

• Personnel Lifting: ABS-compliant with secondary hoist brake

• Documentation: Two printed and one digital operator manual included

• UV-Resistant Hose Sleeve Coverings o Includes sleeve coverings for all hydraulic hoses on both the crane and HPU o Designed to prevent premature cracking and deterioration from UV exposure

• Option: Crane Boom Rest/Stowed Cradle

• Pedestal: Standard length pedestal/height 34 inches, O.D. 36 inches, wall thickness 1/2 inch. (for weld down). New pedestal required. None exists.

5. CERTIFICATION & COMPLIANCE

• Crane shall be API 2C Monogrammed and manufactured under API Q1 quality control

• ABS certification shall be included, covering structural and personnel lifting compliance

• Compliance with U.S. Coast Guard, and OSHA

6. SCHEDULE OF DELIVERABLES:

The following is a schedule of all deliverables, including administrative deliverables, required during the period of performance of this contract:
