STATEMENT OF NEED FOR A MAIN SWITCHBOARD FOR R/V GLADYS REESE
1. PURPOSE
To provide, deliver, and support the installation of a custom-engineered Main Switchboard (SWBD) on the NOAA research vessel R/V Gladys Reese. This upgrade is required to support the ship’s electrical distribution system for safe and efficient operations in support of scientific research.
2. MISSION
The SEFSC conducts marine research in support of the NOAA Fisheries mission to ensure the sustainable use of the nation's living marine resources. Upgrading the shipboard electrical infrastructure with a modern Main Switchboard is essential for ensuring operational readiness during fisheries and protected species research missions.
3. BACKGROUND
The R/V Gladys Reese is a 134-foot steel-hull research vessel recently acquired and repurposed by SEFSC for NOAA missions in the Gulf of America, South Atlantic, and Caribbean Sea. Originally designed for offshore oilfield work, the vessel is undergoing multiple interior and exterior modifications, including the modernization of the electrical system. A new Main Switchboard is necessary to support power distribution, generator and shore power integration, and operational safety.
4. SCOPE OF WORK
The contractor shall:
• Supply one (1) low-voltage marine-rated Main Switchboard assembly, in accordance with ABS and USCG standards.
• Provide all necessary protective devices, molded case breakers, control wiring, meters, relays, indicators, and enclosures
• Ensure system components are UL-listed and meet ANSI C37.20 and NEMA SG requirements.
• Deliver CAD drawings and design documents for review and approval.
• Provide start-up and commissioning services including 5 days on-site.
• Provide ABS submittals and coordinate inspection.
• Provide capability for manual switching between parallel and series operation.
To facilitate design of the system, the following are provided:
• One-line drawing of the vessels existing electrical system (ATTACHMENT No. 3)
• Electrical Power Load Analysis (EPLA) for all planned vessel systems utilized during seasonal missions (ATTACHMENT No. 4)
• Engine performance curve and specifications for size and type of genset to be installed
(ATTACHMENT No. 5)
5. PLACE OF PERFORMANCE AND ACCEPTANCE
The Main Switchboard will be installed and commissioned aboard NOAA research vessel R/V Gladys Reese at the designated shipyard facility within 50 miles of Pascagoula, Mississippi.
Final shipyard location will be confirmed upon award of the associated shipyard service contract.
Acceptance of the system will occur on-site following successful on-vessel installation, start-up, and commissioning in accordance with contract requirements.
6. TECHNICAL SPECIFICATIONS SUMMARY:

• Generator, Shore Power, and Bus Tie circuit breakers (ABB XT Series)
• Molded case branch circuit breakers
• Voltmeters, ammeters, frequency meters, synchroscope, and control switches
