About this file

This document is a contract amendment for a Request for Quotation (RFQ) issued by the National Oceanic and Atmospheric Administration (NOAA) for diving, vessel, and coral reef restoration support services in the U.S. Caribbean and Southeast U.S. The amendment extends the deadline for submitting quotes from July 8, 2024 to July 12, 2024. It updates instructions to offerors, including allowing for additional labor categories and equipment, and provides updated pricing schedules. The RFQ is a total small business set-aside with an anticipated ceiling value of $6,500,000. The incumbent contractor is Sea Ventures, Inc. The amendment also provides answers to questions received regarding the pricing structure and Total Evaluated Price, clarifying that the Total Evaluated Price will not govern actual performance.

Previous edition unusable

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

The purpose of amendment 0002 is to:

A. Update provision 52.212-1 Instructions to Offerors, second paragraph. Verbiage is updated as follows:

Addendum to FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (SEP 2023)

This Request for Quotation (RFQ) is a solicitation for diving, vessel and coral reef restoration support services in the U.S. Caribbean and Southeast U.S., issued under the authority of Federal Acquisition Regulations (FAR), Part 12 Acquisition of Commercial Products and Commercial Services in conjunction with FAR Part 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services. This RFQ is a Total Small Business Set- Aside in accordance with FAR 19.502-2. The Government intends to award a time and materials (T&M) type purchase order resulting from this solicitation with an anticipated ceiling value of $6,500,000. The evaluation factors for award are detailed in FAR 52.212-2.

This RFQ is issued subject to the availability of funds. Funds are not presently available for this requirement. NOAA anticipates funds will be available prior to award RFQ closing and will update this language accordingly in a subsequent amendment.

B. Provide updated instructions around additional labor categories not included in the pricing schedule. Contractors may provide additional labor categories and equipment as part of their technical solution. If a contractor chooses to provide additional labor categories, a description and associated education or experience qualifications shall be provided. Additionally, an hourly rate for additional labor categories and daily rates for equipment shall be provided in Attachment 2 - Pricing Schedule-v2. Additional labor categories will not be included in an offeror’s Total Evaluated Price.

Contractors offering additional labor categories and associated hourly rates, as specified above, cannot take away from the existing labor categories. Additional labor categories and rates will not count towards the Total Evaluated Price; however, each contractor’s additional labor rates for the contract will be evaluated for price fairness and reasonableness.

C. Provide an updated Attachment 2 - Pricing Schedule-v2. This pricing schedule supersedes the previous version posted with the initial solicitation. Contractors are required to use the updated Attachment 2 – Pricing Schedule-v2 when submitting their quote for it to be considered compliant.

D. Provide answers to the following questions received in response to the solicitation:

i. Question: I have encountered a challenge with the average formula in the vessel section of Attachment 2 Pricing Schedule. It appears to overestimate the value of the vessel per day for one location, which results in a higher overall quotation. This has raised concerns as it significantly impacts the total evaluated price. To clarify, my concern is not about determining what price to bid, but rather about understanding the methodology used in your calculations. Specifically, it seems that a yearly average across 11 locations is being used to calculate the total evaluated price for 1 day. Could you please provide guidance on how to accurately approach the vessel category pricing structure under these circumstances? Is the requirement to know the daily average rate for vessels for work at 11 locations to then calculate the daily rate for 1 vessel at one location? Additionally, I would like to confirm whether the total evaluated price must remain under $6.5 million after completing the pricing schedule attachment for the Total Evaluated Price tab?

Answer: The Total Evaluated Price (TEP) does not govern performance in any way and will not be incorporated into the awarded pricing schedule. The TEP is being used solely for evaluation purposes to prioritize consideration of the items based on anticipated need. For the vessels, for example, for the 15'-25' Skiff, NOAA estimates a total quantity of 22 across all sites and all years for each item (e.g., 22 half days total across all sites and entire period of performance (PoP)). Because NOAA doesn't yet know what specific sites those 22 units would come from and when, the TEP formula averages all sites and all years of performance to extend the unit prices out to the TEP total for that specific item. Any minor discrepancies between the TEP and the input unit pricing are due to rounding, and are not expected to meaningfully impact competition, since all offerors TEPs will be rounded IAW the same TEP formulas. Offerors should input the quoted unit prices for each item that they propose to charge the Government post-award, as only the unit pricing will govern performance. Contractors do not need to know the average daily rates for vessels, as those formulas auto calculate based on the input unit pricing. The TEP does NOT need to remain under $6.5M, as the TEP will not govern performance and is being used strictly for evaluation purposes.

ii. Question: Is there an incumbent contractor or is this a new requirement?

Answer: The incumbent contractor is Sea Ventures, Inc. Award information can be found at the following website: https://sam.gov/opp/b3ed9635a95c47a8b5bc040bff745319/view https://sam.gov/opp/b3ed9635a95c47a8b5bc040bff745319/view
