Amendment 0002
Amendment 0002 is issued to provide answers to the questions received in response to this RFQ, and to provide a Microsoft word copy of the Attachment B (Past Performance Questionnaire), as requested.
Section Question Answer
SOW
1. Can NMFS please clarify what firm conducted the study in the fall of 2020 through the end of 2021; name and contract number?
The study was conducted internally by the NMFS Human
Capital Management Office. This was not contracted out to a contractor; therefore, a contractor and contract number was not issued.
2. Can NMFS please clarify if the firm that conducted the study is eligible to propose on the solicitation?
See the answer to question 1.
3. Can NMFS please clarify if there is an incumbent, and if yes, who is the company and contract number?
See the answer to question 1.
4. Can NMFS please clarify why an IO
Psychologist is being requested rather than an Organization Development Consultant?
Organization Development consultants have education and experience to apply knowledge from the behavioral sciences – psychology, sociology, culture anthropology and related disciplines.
The request is based on the NMFS
Human Capital Management
Office’s work with IO
Psychologists.
If the proposed Organizational
Development Consultant meets the same education and experience requirements in the
Statement of Work, then the quoter can propose an
Organizational Development
Consultant instead of an Industrial
Organizational Psychologist.
5. Would NMFS consider an OD Consultant as Key Personnel rather than an IO
Psychologist?
See the answer to question 4.
SOW
6. Can NMFS please clarify what is meant by
“conduct any necessary studies…”? Are we to work within the 2080 hours noted on the
Price Sheet, or will additional hours be available, if needed?
This is Firm-Fixed-Price and the
Government proposes 2,080 hours; however, the quoter can propose a different level of effort.
SOW
7. Can NMFS please clarify if they are anticipating emergency operations, and if yes, what might that emergency involve?
The Government does not anticipate emergency operations.
Attachment B
8. Can NMFS please share Attachment B as a WORD document?
See Amendment 0001 for the word version of Attachment B.
52.209.5 and
52.209-11
9. Can NMFS please clarify if it is sufficient to declare that our Reps and Certs are up to date in SAM, or do we need to complete the entire Reps and Certs form?
The vendor shall complete all representations and certifications included herein as well as all other fill-in clauses. This information shall be included in Volume 2.
52.212-1
Instructions
10. Can NMFS please modify the proposal due date to allow sufficient time to receive and complete Attachment B and allow clients ample time to complete the questionnaires and return them to NOAA?
Amendment 0001 has extended the solicitation closing date to
January 13, 2023 at 1:00 PM MT.
Content
Requirements
11. Can NMFS please clarify if a Letter of
Commitment is required only for subcontractors, or also for the Contractor’s employees as well?

B. Past
Performance
12. Can NMFS please modify the requirement from all three submitted Past
Performances to be for 1 year of completed performance, to at a minimum one of the three in order to allow for sufficient sharing of relevant and successful performance?
For recency, the Government requires each past performance reference to have at least one (1) year of completed performance as indicated in FAR 52.212-1.
C. Volume 2:
Price
13. Can NMFS please clarify if the total hours to be priced should be held to the 2080 hours noted on the pricing summary, Attachment C?
This is Firm-Fixed-Price and the

52.212-1
Instructions
16. Does the Government want the Past
Performance CPARS included in the proposal?
If yes, where would the Government like the
CPARS documents included?
Will the CPARS documents be included in the page count?
If CPARS has been completed within three (3) years then the quoter does not need to include the CPARS in the quote submission. The Government has access to CPARS and can locate the CPARS.
52.212-1
Instructions
17. If the Government does not want CPARS in the proposal would the Government like us to provide the relevant contract information as a reference to pull from the
CPARS system?
Yes, the quoter should provide all necessary information as instructed in FAR 52.212-1 on
Page 20.
Attachment C
18. Attachment C lists $6,000.00 a year for
ODC travel CLIN X002. Please confirm this is a Government provided value for the
CLIN that should not be edited.
This amount shall not be modified and is included as a Not to Exceed
(NTE) amount.
SOW
19. One deliverable reads as follows: “The contractor will conduct any necessary studies to understand how NOAA Fisheries culture influences equity across the organization including understanding how functions within the organization impact retention.”
Will the government provide a list of what it considers to be the relevant “functions” that may be impacting retention, or is discovering those functions part of the “necessary study”?
Discovering functions may be part of the “necessary study”
SOW
20. One deliverable states that “Progress on deliverables will be reported out on a monthly basis with quarterly reports submitted to leadership.”
Is the contractor responsible for monthly reports, quarterly reports, or both? Will the government specify periodic report format requirements or is format at contractor discretion?
Both. Monthly reports will be shorter and may be more informal
(e.g. bulleted accomplishments or highlights of success). Quarterly reports will be more comprehensive and in a formal, narrative, written document/report.
21. Is there an incumbent for this effort? If so, could you please identify the incumbent and its corresponding contract?
This is a new requirement.
22. What is the Government budget for this effort?
The Government will not disclose the Independent Government
Estimate developed.
23. The NOAA Fisheries website indicates that the organization employs about 4,200 staff including scientists, policy managers, and enforcement officers, located across the country at regional offices, science centers and labs, and national headquarters in Silver
Spring, Maryland.
Is it the Governments intent for this to be an enterprise effort across all sites and staff? Or, focused on one entity like the headquarters or a region?
Yes, this requirement is for all sites and staff.
24. Does the Government prefer how the program is rolled out across the entire organization, simultaneously or by region or by function?
The Government does not have a preference and will look to the approach proposed by the contractor.
25. Will the Government make available the
2020-21 DEIA Workforce Performance
Study that drove the need for this requirement prior to proposal submittal? Or, after award?
The 2020-21 DEIA Workforce
Performance Study will be made available after award.
26. What other Government Furnished
Materials (GFM) will be provided?
