About this file
This document contains questions and answers regarding Solicitation 1305M321QNWWP0049 to replace uninterrupted power supply (UPS) systems at seven National Weather Service weather forecast offices. The solicitation requires removing existing UPS units, battery cabinets, and batteries past their useful life, and supplying and installing new 93PM Eaton UPS systems rated at 60kVA with lithium-ion batteries at each location. Additional site photos and facility drawings are provided in attachments. Training must be a single eight-hour class and can be conducted virtually. Existing conduit and cable can be reused where possible. The period of performance allows contractors to complete two location installations per week, except for Miami which must be completed in one week, all by close of business on Fridays.

SOLICITATION 1305M321QNWWP0049
QUESTIONS AND ANSWERS
1. Q: The one-line drawings (all sites) do not show step-down 480v/208-120 volt transformers feeding existing (208volt) Mitsubishi UPS equipment. Please advise if the site has any updated drawings showing transformers. The drawing provides are from 1993.
A: Updated drawings are not available
2. Q: Little Rock – Can you provide drawings and electrical one-lines?
A: Additional supporting information provided as Attachment 8.
3. Q: Lubbock, TX- The drawings do not provide adequate information, can you provide pictures of the room layout?
A: Additional supporting information provided as Attachment 6.
4. Q: Memphis, TN- No drawings were provided. Can you provide pictures of the room layout?
A: Additional supporting information provided as Attachment 9.
5. Q: Are all UPS systems supposed to be installed and set at 60KW for this RFQ for all 7 sites?
A: Yes
6. Q: Can you provide better pictures of the room layout for all 7 sites?
A: Additional pictures provided as Attachments 4 – 10.
7. Q: Are the new UPS systems sized per Section D- Scope: Eaton UPS 93PM, Online,208VAC, 3 phase, 60HZ UPS rated at 15% above working KVA?
8. Q: All sites are assumed to have existing input transformers 480/120/208 to feed the new UPS system?
9. Q: Is it possible that more site photos can be provided? Site photos from Shreveport, Lake Charles, & Memphis are missing. We’d also like as many site photos as possible, so if more can be obtained for the feeder panel & load panel for each UPS, it would be appreciated.
A: Additional pictures provided
10. Q: Which locations are on a 2nd+ floor? Which locations do you anticipate will require rigging to remove old equipment & install new equipment? Are there any known obstacles that would prevent “roll up” equipment installation?
A: There are no locations on the second floor. Contractor will determine installation specifics for each location.
11. Q: Regarding the RMD-Do you really need the RMD? There is no functionality other than read only on general status. We generally recommend not placing the RMDs & instead using Predict Pulse,(SNMP) especially for Li-Ion monitoring. Connection to network would be by others.
A: Refer to PWS.
12. Q: The RFQ calls for placing an RMD where the current annunciation panel is (if annunciation panel is in same vicinity of UPS, you can view the HMI screen of the UPS) A: No
13. Q: Can you provide a path on the existing layout/floor plan if there is one, & point out where each RMD is, and provide additional information in terms of footage of cat5 to be ran? (The assumption is conduit would also be run as well) A: Existing conduit can be reused. Assume 100 ft of Cat5 plenum rated per site will be required.
14. Q: Will training be at one location, or all locations? Do you need 8 hours of training at all locations? The assumption would be (1) class of 8 hours for the Eaton 93PM & battery cabinet, along with either RMD or predict pulse. Some training can also be remote/virtual.
A: One class 8 hours and can be virtual.
15. Q: Is the assumption that we will re-use existing feeds & that cable will fit new breakers for new UPS equipment, where possible? Can we re-use conduit & cable where possible?
A: Yes, to both.
16. Q: Can you provide contacts at each location to discuss specific site details with further?
A: Points of contact for each location will be provided at contract award.
17. Q: Are you allowing site walks of each location, or can virtual tours be provided?
A: Site walks and virtual tours will not be provided. Pictures and drawings for each site have been provided.
18. Q: Will any loadbank/capacity testing be required on the UPS and battery systems?
19. Q: Will any 3rd Party NETA testing be required for system commissioning? (sometimes required for insurance purposes)
20. Q: Do you have any more specifics about test acceptance?
21. Q: Factory testing- is there any factory test requirements OTHER than standard factory test reports, such as burn in, etc?
A: Only standard factory testing.
22. Q: Is it the intent of the award to provide Lithium Ion over VRLA? The specification calls for Lithium Ion but VRLA is listed still as an option, so I wanted to clarify as to what option the customer is most interested in & will likely select. Also, is there a preference in Lithium Ion battery?
A: Lithium Ion is the preference. Manufacture of battery no preference.
23. Q: It is interpreted that you wish us to provide all 20kVAs, based on lowest power module rating of 93PM (15kVA can be derated from 20kVA, but not deemed necessary) & the current load at each location- please confirm.
A: Yes, this is covered in the PWS.
24. Q: What does “POP” mean as it related to the installation of the UPS’s? Does it mean
Maintenance window?
A: POP refers to the period of performance in which the service is required to be completed.
25. Q: Can we coordinate (2) locations per week (with exception of Miami- which is 1 week for
3 systems)?
A: 2 locations per week is acceptable but must be completed prior to COB Friday and a site cannot be started on a Friday. Miami in one week is acceptable; however, all the systems must be completed by COB Friday. A system replacement cannot start on a Friday. Multiple locations at once are acceptable provided shutdown of office power is not required.
