Q1. Does the Government contemplate single or multiple contract awards? If multiple, how many?

A1. Per CAR 1352.215‐74(b) the Government intends to award multiple contracts in response to the solicitation. The exact number will be determined based on the number and quality of proposals.

Q2. Who is the incumbent? What is the contract number and contract value?

A2. Leading Solutions, Contract number AB133F15CQ0031, $13,500,000 Single award IDIQ

Q3. Will you extend the page limit or allow single spacing? Does the page limit include graphics, resumes, tables, etc.?

A3. No, the Government will not be extending the page limit or allowing single spacing. Per CAR 1352‐

215‐70(b)(ii)(C) in the solicitation, the technical proposal cannot not exceed 40 pages (including charts, tables, figures, and resumes), and must be double spaced.

Q4. Do past performance questionnaires count against the 40 page limit for the technical proposal?

A4. The 40 page limit applies to the Technical Volume, which is submitted by the Offeror. The PPQs which are submitted by third parties (client project managers, CORs, COs, or other knowledgeable project staff) on the offeror's behalf WILL NOT count as part of that 40 page limit.

Q5. Can we include past performance for subcontractors, provided that the total number of PPQs submitted doesn't exceed 5?

A5. Yes, PPQs may be for the prime or subcontractor/team members.

Q6. Will you extend the proposal due date?

A6. No, the Government will not be extending the deadline ‐ proposals are due at 2pm on April 15th.

Q7. Should proposals be submitted in electronic or hard copy?

A7. Please submit only electronic copies.

Q8. There are different periods of performance listed in the solicitation. Please clarify.

A8. Per FAR 52.216‐18 and CAR 1352.270‐70, the ordering period for the base IDIQ will be 01 June 2020 through 31 May 2025.

As identified in the “Period of Performance” section of each task order PWS, the period of performance for each of the initial task orders is 01 October 2020 to 30 September 2025.

Orders for other task orders not set forth in this solicitation may be placed at any time during the base

IDIQ ordering period, in accordance with the FAR 16.505 Fair Opportunity process.

Q9. How many years past performance are requested? Some places request 5 years, others request 4 years.

A9. For past performance, please provide past performance for projects that were performed within the past 5 years.

Q10. Is the maximum value listed to be for each ID/IQ awarded (i.e. per awardee) or for the contract vehicle as a whole?

A10. For the contract vehicle as a whole. The ceiling is $25M for all orders under all contracts awarded as a result of this solicitation

Q11. Please provide editable versions of the Past Performance Questionnaire and Pricing Schedule(s).

A11. Editable versions of the pricing schedules (for the base IDIQ and each task order) and PPQs are attached.

Q12. Will any of the personnel performing on this contract require security clearances?

A12. There is no classified work anticipated under this IDIQ, so security clearances are not required.

However, contractors will require background checks in accordance with CAR 1352.237‐71 “Security processing requirements—low risk contracts.” Additionally, contractors are required to comply with CAR 1352.239‐72 “Security requirements for information technology resources”

Q13. Section (b)(1)(i) the Business Volume describes inclusion of an Executive Summary, and section

(b)(2)(ii)(C) mentions a Summary of Program Proposal. Are these the same summaries to be included in both volumes? Is it the offeror’s discretion on what to include in this summary?

A13. These are not the same summaries. Offerors must provide the information required by the solicitation, in the format required by the solicitation. The solicitation does not require information to be repeated in multiple places. When addressing the solicitation’s requirements, offerors may use their discretion in deciding what information best responds to each requirement.

Q14. Please clarify if it is the government’s intent for contractors to provide hardware and software, and if so, under which labor categories and/or circumstances.

A14. Hardware/software requirements will be specified on a task order‐by‐task order basis. Generally, when contractor personnel are primarily off‐site, the contractor will be responsible for providing hardware/software. When contractor personnel are primarily working at NOAA facilities, NOAA may provide hardware/infrastructure/etc.

Q15. For RFP #1 and RFP #2, if someone is out for sick leave or vacation, does the Offeror have to provide a temporary replacement?

A15. Contractors are responsible for providing services/staffing during the operational hours identified task orders. The Government understands that employees get sick and unforeseen circumstances arise, so the number of hours expected as an FTE in task orders may allow for annual/sick leave; short term and planned absences may be approved in coordination with the Contracting Officer’s Representative

(COR).

However, a contractor is responsible for providing continuity of services in the case of extended outages, and offerors’ ability to provide continuity during staff turnover will be evaluated as part of the staffing and management plans.

Q16. Some labor categories are included in the pricing schedule but not the labor category list, and vice versa. Please clarify.

A16. The following have been added to the labor category list: Archives Technician, Consultants (levels I, II, and III), Data Validator, Facilitators (levels I, II, and III), Information Technicians (levels I, II, and III), and

Q17. No WD is listed for Oregon. Can the Government provide the WD Numbers for the appropriate schedules?

A17. The applicable wage determination for Oregon is WD No. 2015‐5563

Q18. Please clarify the names/titles of each task order RFPs, and which portions contractors are required to respond to.

A18. There are a total of 5 requirements, across 2 task order RFPS. Offerors are required to provide a proposal for each requirement in both of the RFPs. In the attachment 5 description, PWS#2 was erroneously listed as Operations, Management & Information (OMI) division, but it should've been

Oregon/Washington Coastal Office (OWCO) division.

Q19. The ID/IQ SOW states that work is to be performed in Alaska, Hawaii, Washington, Oregon, California, and Idaho. At the moment, no requirements appear to include Alaska and Hawaii. Can the

Government confirm that no work is currently required for these locations?

A19. Under this IDIQ, work may be required in all locations identified in Attachment 1 ‐ Base IDIQ

Statement of Work. The two task order RFPs contained in the solicitation are for work to be performed in Oregon, Washington, and Idaho. Additional requirements may be needed upon award (through the

FAR 16.505(b) fair opportunity process). Vendors should be prepared to propose on forthcoming RFPs at any location listed in the base IDIQ SOW immediately upon award.

Q20. Could the Government provide additional insight into how the Task Order awards will be determined?

A20. Task order proposals will be evaluated as part of the staffing and management plan as identified in

CAR 1352.215‐75 Evaluation Criteria. Future task orders will be awarded using the Fair Opportunity procedures in FAR 16.505(b).

Q21 For Task Order RFP #1, please confirm that the total FTE to propose for this task are 2 FTE per year.

A21. Correct.

Q22. For Task Order RFP #2, the total FTE to propose are .58 FTE (CLIN 0001), 1 FTE (CLIN 0002), and

.68 FTE (CLIN 0003) with Option Years CLIN xxx1 moved to a 1 FTE, is that correct?

A22. Requirement 1 (CLINs X001) is 1120 hours per year (.58 FTE) for the first year, then 1920 hours per year (1 FTE) for years 2 through 5.

Requirement 2 (CLINs X002) is 1920 hours per year (1 FTE) for all years of performance.

Requirement 3 (CLINs X003) is 1300 hours per year (.68 FTE) for all years of performance. An updated pricing schedule is attached. This information can also be found in the “Operational Hours” section of each PWS.

Q23. The solicitation states that “The Government reserves the right to consider geographic coverage when selecting awardees to ensure an adequate level of coverage for all locations, while taking into account the need for competition of future task orders among IDIQ holders.” Please clarify how the

Government will consider geographic coverage when selecting awardees?

A23. The geographic coverage provided by a proposal is one of many criteria the government will consider when evaluating the proposal’s staffing and management plans, and when making awards. As the solicitation states, the government must ensure an adequate level of coverage at all the government’s operating locations.

Q24. The task order RFPs do not include proposal instructions or evaluation criteria. Could the government please include these so offerors can develop successful and compliant responses to the task orders?

A24. Task order proposal submission and evaluation are covered as part of Vol II.B Staffing and

Management Plan.

Q25. The task order RFPs do not include personnel requirements. Could the government please confirm if personnel CVs are required for the task order responses?

A25. The Government is interested in seeing offeror's approach for staffing those individual requirements. If candidates are identified, offerors may provide resumes for those positions, but resumes are not required.

Q26. Section B. Pricing Schedule specifies that offerors can add or remove labor categories in order to align with their technical approach. However, this would reduce NOAA’s ability to fairly evaluate prices across offerors. Can NOAA please remove this specification?

A26. The government has listed labor categories that are consistent with the general type of work described in the SOW. However, other labor categories may occasionally be utilized on individual task orders on a case‐by‐case basis. Therefore, the listed labor categories are a sample listing of anticipated needs, and are not restrictive. If an offeror wishes to propose an innovative approach to performing the work described in the SOW, using different labor categories, the offer may do so. However, the offeror must ensure the novel labor categories meet the solicitation’s requirements in areas such as background, experience and education.

Q27. On Page 128, section ii. the Government states to include overtime rates within our offer. Does the Government want these rates included in the table within the Pricing Schedule as separate columns? Or should this be a separate table with the overtime rates?

A27. That statement was erroneously included in the solicitation. Significant amounts of overtime are not anticipated to be required under this contract. If needed, overtime (and pricing the overtime) will be addressed at the task‐order level.

Q28. Page 128, with regard to pricing for the sample Task Orders, should an offer use the rates established in the Pricing Schedule, or can they be discounted at the Task Order Level within the

Offeror’s response?

A28. Pricing schedule rates are ceiling rates for the overall contract. Providing discounts is highly encouraged.

Q29. For the Price Proposal, do Offerors need to include any build up support for their final proposed rates? Or just the fixed ceiling rates?

A29. Fixed ceiling rates are adequate.

Q30. Do the equivalent GS levels and corresponding rates in the table apply to the geographic locations in the place of performances?

A30. The GS‐equivalents/pay rates in FAR 52.222‐42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL

HIRES are provided for information only. The base hourly rate does not include any locality adjustments or fringe benefits. Contractors should provide pricing based on their own costs and business practices, in compliance with the Service Contract Act.

Q31. There is a chart listed on page 4 for pricing of all labor categories. Does the Offeror need to do a pricing schedule for each location?

A31. If the offeror elects to provide different ceiling rates for each location, you may submit multiple pricing schedules.

Q32. Can the Government confirm that the only resume required is that of the Key Personnel identified in CAR 1352.237‐75 Page 40, the Project Lead/Program Manager?

A32. Correct.

Q33. Does the government have a preference on the geographic location of the bidder’s Project

Manager who is proposed to oversee the contract? If the Program Manager is not required to be onsite, does the Government have a preference for the PM’s proximity to any particular office location listed in the SOW?

A33. As part of the evaluation of staffing and management plans, the government will evaluate the contractor’s management structure, which includes “on‐site management.” A west coast presence may be advantageous to providing responsive oversight, however, because performance locations may be numerous and are geographically disparate, it is not necessary to have an on‐site manager for all locations.

Q34. Does the government want the overall contract project manager (as listed in Key Personnel) to be separately priced included in the pricing schedule?

A34. The price for overall program management is not included in any of the task order requirements/labor costs. Program management is an IDIQ level requirement.

Q35. Please clarify which SCA labor categories are currently being used on the contract. Please confirm which non‐professional positions will be classified as SCA under this IDIQ.

A35. Labor categories expected to be utilized under this IDIQ are provided as attachment 2 to the solicitation (an updated version is attached with this amendment) and Wage Determinations for the areas of performance have been identified. All positions under the IDIQ subject to the SCA, and contractors are responsible for complying with the SCA requirements.

Q36. For RFPs 1 and 2, with respect to the CLIN Travel and Reimbursement rates, please confirm no additional amounts should be proposed by the bidder.

A36. Correct.
