About this file

This amendment to a solicitation provides responses to questions about technical requirements for a new vessel for the Olympic Coast National Marine Sanctuary. The National Oceanic and Atmospheric Administration requires a new 46-50 foot aluminum hull workboat powered by twin diesel engines for use in research, resource protection, and education operations off the coast of Washington state. The amendment addresses concerns about undersizing the proposed 5,000 pound safe working load rating of the A-frame and winches given the higher breaking strengths of the lines. It clarifies that the A-frame is not expected to be loaded beyond its design capacity, and fusable links or hydraulic winches may prevent overloading. Off-center towing is implied but both winches are unlikely to be used simultaneously under load, so a stability analysis is unnecessary.

The purpose of this amendment is to provide responses to the following questions:

1. The RFQ (in Optional Item A) requests that A-frame be rated at 5,000 pounds SWL with a

3:1 factor of safety. This would result in an ultimate load of 15,000 pounds. The RFQ also requests two points of attachments for sheaves, we assume one for the hauling winch and one for the conducting wire winch, although it is not clear if both cables will be used simultaneously? Also, the RFQ does not state if off-center axis towing is required, or if a stability analysis for underway towing is required?

We also note that the Hauling Winch and foundation is required to be rated at 5,000 pounds

SWL and the Conducting Wire Winch at 1,000 pounds SWL.

We looked up the breaking strengths for the 3/8" HPME line and for the .322 conducting wire. Breaking strengths vary by manufacturer, however we found 3/8" HPME with a breaking strength of 19,600 pounds and breaking strength of 10,000 pounds minimum for the

.322 EM UNOLS standard wire.

If we design and install the winches in accordance with the RFQ using the stated 3:1 factor of safety, and there is a problem such as wire snagging on the ocean bottom during operation, the winches may rip off the vessel, prior to parting the line. In our experience, a winch and winch foundation should be able to break the maximum strength line, without catastrophic failure. Our usual design procedure (which follows ABS rules) on scientific winches is to confirm the foundation design using: 1) a normal rigging factor of safety of 5:1, and 2) an ultimate failure analysis based on being able to break the wire using 80% of the foundation's ultimate strength.

Similarly, the A-frame and its sheaves may also be undersized. If the A-frame is installed with an ultimate strength of 15,000 pounds and a device snags on the bottom, the A-frame will likely collapse, or the sheaves tear off, prior to a wire parting.

Government Response:

NOAA is aware of the breaking strength issue of the proposed rigging vs the proposed A-

Frame design. The designed SWL for the A-Frame is 5,000 pounds, and the unit is never expected to be loaded beyond that point. NOAA may choose to employ fusable links for heavy lifting operations (approaching the designed SWL). Further, hydraulically driven winches typically pay out shortly after reaching rated load, eliminating the chance to overload the rest of the lifting system components.

Off-center towing is implied by the two eyes on the A-frame, however both winches are not likely to be run simultaneously under load. A stability analysis for towing is not necessary.
