This request for quote from the National Oceanic and Atmospheric Administration seeks a new 46-50 foot aluminum hull workboat for use in research, resource protection, and education operations off the coast of Washington state. The vessel must be homeported in Port Angeles, WA and support extended summer operations out of La Push Harbor. The NOAA requests the vessel be equipped with twin marine diesel engines, interior lab space of at least 80 square feet, accommodations for 18 people including crew, and various safety and mission equipment. Bidders must also price optional items including working deck equipment, electronics upgrades, HVAC upgrades, and a removable universal sonar mount. Dock and sea trials will be conducted after vessel completion to test all systems and ensure operational requirements are met prior to acceptance.

Amendment 0002 to Request for Quotes (RFQ) 1305M20QNCND0033
The following questions have been received and responses have been provided. The RFQ has been updated where indicated and follows the responses.
1. Discussions and with Sea-Bird Scientific indicates that the specified Thermosalinagraph
(TSG) with external digital ocean temperature and Fluorometer do not require the addition of a seawater pump, please confirm that this is correct. From SeaBird Technical -- The request for a pump will require some additional information from the end customer, as a flow-thru system typically utilizes existing water flow provided by standard vessel systems. Sea-Bird only manufactures pumps suitable for individual submerged sensors. Can you request more details about the proposed measurement system to determine whether a dedicated pump is necessary?
NOAA has used small 3 gallon per minute, continuous duty, 12VDC electric pump to accomplish a similar water flow requirement for science equipment on other research vessels, reference Surflo Aqua King II. This arrangement allows for independent on/off control and isolation of seawater from other system.
2. Section E, Technical Quote Submission Instructions indicate that fonts must be “Times New
Roman size 13-font or equivalent”. We request the Government to confirm that “Times New
Roman with 12 point size (typical)” will be considered equivalent and acceptable recognizing the unusual font size specified in the solicitation.
This suggestion has been accepted and is reflected in the appropriate section.
3. The Government has included Delivery Cost Considerations stated in Section D-Attachment
1, Clause VIII recognizing the geographical benefits for facilities near to the delivery location over shipyards from other coasts in the US. Therefore, we interpret that the
Government will evaluate this RFQ based on delivery at the yard which not only provide a best value but also encourages participation from small businesses like us located in the Gulf
Coast. Can you confirm that our interpretation is correct?
The Government will be considering the delivery cost as part of the total cost for the contract award. The place of final acceptance for the vessel, when ownership transfers over to the
Government, is located in CAR 1352.246-70 PLACE OF ACCEPTANCE (APR 2010).
4. Based on previous vessels, it appears that FoilCAT is not necessarily required. Is this correct?
This is correct
5. Section D, Part I (Background) specifies vessel of “46-50 foot length overall (LOA).”
Section D, Part II.100 (Principal Characteristics) specifies vessel of “minimum 46 feet, not to exceed 52 feet length overall.” Please confirm if the maximum LOA is 50’ or 52’.
The vessel is 52’ length overall including all appendages.
PAGE 3 OF 69 1305M320QNCND00330002
6. Section D, Part II.100 (Principal Characteristics) describes the Interior Lab Space with an 80 square foot minimum. Can NOAA please clarify if the lab is to be isolated from the rest of the cabin layout with a bulkhead?
Ideally, lab spaces would be partially isolated by a half-height bulkhead, but this is not an absolute requirement.
7. Section D, Part II.100 (Principal Characteristics) describes the Pilothouse. Can NOAA please clarify if the wet lab is interior or exterior? If interior, is the wet lab to be separate from the galley or will the counter and sink satisfy both requirements?
NOAA’s preference is for an exterior covered wet lab space, but it is not an absolute requirement. Regardless of where located, wet lab fittings such as sink and counter should be separate from galley.
8. Section D, Part II.100 (Principal Characteristics) specifies “overhead weather protection” at the Upper Helm Station. What is the preferred material for overhead weather protection – aluminum, or a marine grade fabric over an aluminum frame?
Ideally, it would be water-proof fabric over stainless steel frame, collapsed and covered when not deployed; however, the Government will consider all designs.
9. Section D, Part II.100 (Principal Characteristics) specifies a “U-shaped settee which can be lowered to create berth space.” The following line specifies “2 bunks. Do the 2 bunks include the settee, or does NOAA require 2 dedicated bunks, with the settee providing additional berth space?
Ideally, there would be two bunks independent of the settee, but the Government will consider all designs.
10. Section D, Part II.400 (Lube Oil) specifies a FLOCS for the main engines and generator, but not the main engine gear boxes. Please confirm that a FLOCS is not required for the main engine gear boxes.
The FLOCS should service the main engine transmission as well.
11. Section 900 Optional Items, A-Frame on aft deck requires 12 feet clearance above “working depth” to bottom of optional sheave. Please define “working depth” and “optional sheave” specification and manufacture.
This has been defined in the updated specifications attached to this amendment.
12. Section D Controls states - ”Engine and transmission control must be provided by a three-station electronic system with USCG approved back-up controls.” Normally backup controls are not required by coastguard if it is multiple screw and there is emergency actuation for the
PAGE 4 OF 69 1305M320QNCND00330002
engine and the gear. If needed, the ZF backup controls can be used but the backup has to be mounted very close to primary processors, max 20 ft. In addition, Troll will not be available during backup mode. For example, ZF Mathers has a single button to do station transfer/to take over control. It is momentary button that when pressed and released, the station in control will relinquish its control. LED on the control head will be indicating whether in control or not. It complies with the intention of the requirement but is different, semantically speaking. There is no soft lock and hard lock per say. Please further define the level of backup controls.
This has been defined in the updated specifications attached to this amendment.
13. Section 200, Mooring Fittings and Fendering contains a conflict for the number of cleats desired. Can you clarify?
This has been clarified in the updated specifications attached to this amendment.
14. Section D – Paint and Markings: Are both exterior and interior decks meant to be abraded or will the interior decks require flooring?
This has been defined in the updated specifications attached to this amendment.
15. Section 200, Hatches – the specification indicates that the hatches must be “flush to the deck”. Freeman Marine, standard flush mount hatches will be proud of the deck approx.
3/16” when welded, is this acceptable?
This has been clarified in the updated specifications attached to this amendment.
16. Section D - Navigation Electronics, Please further define the base bid electronics including radar. Defining a base models or Equal would assist in meeting the expectations of the electronics required. Does the Government desire two standalone radars or is one integrated radar into a single multifunction display?
Further details have been provided in the updated specifications attached to this amendment.
17. Is there a required number of past performance questionnaires that must be received?
There is no minimum required number.
18. When is the anticipated award date?
The Government is targeting an award by the end of June;however, that is subject to change.

The Contractor shall prepare and submit an invoice to the COR for approval [with a copy to the contracting officer for information]. All invoices shall be submitted by the 10th day of the subsequent month.
To constitute a proper invoice, the contractor’s invoice shall be prepared in accordance with, and contain all elements specified in, the paragraph titled, “Contractor’s Invoice,” of the applicable prompt payment provision of the contract (e.g., FAR 52.232-25, Prompt Payment; FAR 52.232-26, Prompt Payment for
Fixed-Price Architect Engineer Contracts; or FAR 52.232-27, Prompt Payment for Construction
Contracts). For contracts and orders for commercial items and services, paragraph (g) of FAR 52.212-4, titled, “Invoices,” applies.
If the invoice does not comply with the applicable prompt payment provision of the contract, the COR will return it to the contractor within seven days after the date the designated office received the invoice along with a statement as to the reasons why it is not a proper invoice.
NAM 1330-52.243-70 REQUESTS FOR EQUITABLE ADJUSTMENT (OCT 2017)
(a) The amount of any request for equitable adjustment to contract terms shall accurately reflect the contract adjustment for which the Contractor believes the Government is liable. The request shall include only costs for performing the change. All indirect costs included in the request shall be properly allocable to the change in accordance with applicable acquisition regulations.
PAGE 15 OF 69 1305M320QNCND00330002
(b) Any request for equitable adjustment to contract terms that exceeds the simplified acquisition threshold shall bear, at the time of submission, the following certificate executed by an individual authorized to certify the request on behalf of the Contractor:
I certify that the request is made in good faith, and that the supporting data are accurate and complete to the best of my knowledge and belief.
(Official’s Name)
(Title)
(c) The certification in paragraph (b) of this clause requires full disclosure of all relevant facts, including:
(1) Certified cost or pricing data, if required, in accordance with subsection 15.403-4 of the Federal
Acquisition Regulation (FAR); and
(2) Data other than certified cost or pricing data, in accordance with subsection 15.403-3 of the FAR, including actual cost data and data to support any estimated costs, even if certified cost or pricing data are not required.
(d) The certification requirement in paragraph (b) of this clause does not apply to:
(1) Requests for routine contract payments; for example, requests for payment for accepted supplies and services, routine vouchers under a cost-reimbursement type contract, or progress payment invoices; or
(3) Final adjustments under an incentive provision of the contract.

NAM 1330-52.270-304 NOAA ACQUISITION AND GRANTS OFFICE OMBUDSMAN (OCT
2016)
(a) The NOAA Acquisition and Grants Office (AGO) Ombudsman is available to organizations to promote responsible and meaningful exchanges of information. Generally, the purpose of these exchanges will be to:
1) Allow contractors to better prepare for and propose on business opportunities.
2) Advise as to technologies and solutions within the marketplace that the Government may not be aware of, or is not fully benefiting.
3) Identify constraints in transparency.
PAGE 16 OF 69 1305M320QNCND00330002
(b) The AGO Ombudsman will objectively, reasonably, and responsibly collaborate with parties and recommend fair, impartial, and constructive solutions to the matters presented to him/her. Further, the
AGO Ombudsman will maintain the reasonable and responsible confidentiality of the source of a concern, when such a request has been formally made by an authorized officer of an organization seeking to do business with, or already doing business with NOAA.
(c) Before consulting with the AGO Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations with the respective contracting officer for resolution.
However, direct access to the AGO Ombudsman may be sought when an interested party questions the objectivity or equity of a contracting officer’s decision, or when there is a bona fide reason to believe that reasonable, responsible, and objective consideration will not be received from an assigned contracting officer.
(d)There are several constraints to the scope of the AGO Ombudsman’s authority, for instance:
Consulting with the AGO Ombudsman does not alter or postpone the timelines of any formal process
(e.g., protests, claims, debriefings, employee employer actions, activities involving A76 competition performance decisions, judicial or congressional hearings, or proposal, amendment, modification or deliverable due dates).
The AGO Ombudsman cannot participate in the evaluation of proposals, source selection processes, or the adjudication of protests or formal contract disputes.
The AGO Ombudsman is not authorized to generate or alter laws, judicial decisions, rules, policies, or formal guidance.
The AGO Ombudsman is not authorized to develop or alter opportunity announcements, solicitations, contracts, or their terms or conditions.
The AGO Ombudsman cannot overrule the authorized decisions or determinations of the contracting officer.
The AGO Ombudsman has no authority to render a decision that binds AGO, NOAA, the Department of
Commerce, or the S. Government.
The AGO Ombudsman is not NOAA’s agent relative to the service of magistrate or judicial process and cannot be used to extend service of process to another party (whether federal, public, or a private entity).
(e) After review and analysis of a filed concern or recommendation, the AGO Ombudsman may refer the interested party to another more suitable federal official for consideration.
Moreover, concerns, disagreements, and/or recommendations that cannot be resolved by the AGO
Ombudsman will need to be pursued through more formal venues.
(f) The AGO Ombudsman is not to be contacted to request copies of forms and/or documents under the purview of a contracting officer. Such documents include Requests for Information, solicitations, amendments, contracts, modifications, or conference materials.

(g) Questions regarding items (a) through (f) within this language shall be directed to Rafael Roman, NOAA AGO Ombudsman, at Rafael.Roman@noaa.gov.
