1. The instructions on Standard Form 1449 state “Offeror to complete blocks 12,17,23,24, & 30”. Blocks 23 & 24 relate to unit price and amount under the schedule of Supplies/Services. As the amounts proposed in response to this solicitation are for evaluation purposes only and do not represent a task order, will the Government confirm, what information, if any, should be provided in these blocks?
a. No information is required to actually be entered in blocks 23 and 24 of the SF-1449. The solicitation attachment 1 - price schedule serves as a continuation of the SF-1449 blocks 23 and 24; as such, completion of the attachment fulfills the requirements for completion of blocks 23 and 24 of the SF-1449.
2. We ask that you please provide the information on how to obtain the visitor’s pass and any other guidance on coordinating the hand delivery of our proposal.
a. Information on visiting NOAA can be found here: https://www.esrl.noaa.gov/about/visiting.html.
b. Please reference section E.2.7(a)(3)(B) of the solicitation. The guard on duty should be informed to call
Molly Jackson at (303) 497-6369 with NOAA, AGO to come receive the proposal package.
3. Can you provide further clarification on the Fixed Indirect Cost Percentage requirement in Attachment 1 - Price schedule R1? Are we correct in our understanding is that it's a possible markup to the fully burdened labor rates we are providing?
a. The indirect costs, and subsequently the fixed indirect cost percentage, referenced in section C.2 of the solicitation could apply towards any incidental materials furnished under task orders, if applicable. The fixed indirect cost percentage would not be applicable to the labor rates.
