Questions and Answers

1. Form 1449 does not have the Small Business checked. It does specify a size standard and the RFP mentions small business in other locations. Please confirm if this is a Small Business solicitation.

This requirement is 100% set aside 8(a) small business. It is updated in Amendment 0001.

2. The RFP refers to Task Order 0001 in several places, including Section D, Attachment

#2 on page 61. Please clarify if that is the entire scope of work or an example initial task order that may be issued under the contract.

Please note that this is an IDIQ requirement. The Performance Work Statement outlines the general requirements and examples of tasks (firm fixed price and labor hour) that may be requested under the base IDIQ. The RFP is asking each proposer to propose on the general scope requirements. In addition, Task Order 0001 is the first initial task and must also be addressed in the proposals. This task is estimated to be 60% of the work and will be awarded immediately after the base IDIQ award.

3. The RFP contains an overtime provision (pages 49 and 65) and specifies a not to exceed budget for overtime. Please confirm if the overtime hourly rate is subject to Title 5 of the United States Code. Will hours by senior contracting staff in access of 8 hours to complete a task be allowed at regular rate?

Overtime is not currently scheduled, but may be approved in advance by the CO, therefore overtime rates shall be included in the offer. The NTE will be used for award purposes.

The successful awardee will be responsible for ensuring compliance with all applicable labor laws, including the Fair Labor Standards Act

4. The price schedule in Section B specifies a Web Designer/Developer 5 and Database Administrator 5 position that are not listed in Section C, VI Labor Categories, which includes a Data Technician 3 and 5 not included in the price schedule. Please confirm the requested labor categories.

Database Administrator 5:

Reviews, evaluates, designs, implements and maintains company database[s]. Identifies data sources, constructs data decomposition diagrams, provides data flow diagrams and documents the process. Writes codes for database access, modifications, and constructions including stored procedures. Develops and formulates standards, procedures, and conventions for database use.

Works with technical/programming staff to ensure database security. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. A wide degree of creativity and latitude is expected. Very likely directs and leads others. Works under general supervision. Typically reports to a manager or head of a unit/department.

Web Designer/Developer 5:

Controls all technical aspects of website, including performance issues, such as speed of access, and approving site content. May also have responsibilities for site design and creation. Plans, develops, tests, edits, maintains, documents and controls content, look, and flow of websites.

Applies knowledge of programming techniques and computer internet systems. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. A wide degree of creativity and latitude is expected. Very likely directs and leads others. Works under general supervision. Typically reports to a manager or head of a unit/department.

5. Attachment #2 specifies a base period with 2 option periods. CAR 1352.270-70(b) specifies that there are no option periods associated with this requirement. Please clarify.

The base IDIQ does not include option periods and has a three year ordering period. The option periods will be included at the task order level.

6. Section E (2)(i)(B) on page 67 refers to a “Program Approach Proposal” that is not mentioned elsewhere in the RFP. Please clarify.

Reference to Program Approach Proposal is an admin error. Please replace that with Technical Proposal. This is reflected in the Amendment 0001.

7. Section E (2)(i)(C) on page 67 specifies both 20 and 25 pages as the page limit. Please confirm the page limit.

It shall not exceed 25 pages.

8. Page 68 refers to “optional tasks set forth in PWS Section IV: Optional Project Specific Tasks. Please clarify what area this is referring to in PWS Section IV as there is no section with this title.

Section IV of the PWS starts on page 46. Optional Project Specific Tasks, please reference this to the Sample Firm Fixed Priced Tasks and Sample Labor Hour Tasks in the PWS.

9. In the Pre-solicitation Q&A the average number of hours was estimated at 31,000. The breakdown in the RFP adds up to 18,416 per year. Is the gap of hours based on the 40% anticipated fixed?

Yes.

10. June 9th is a Sunday. Are proposals still due Sunday? Given the Memorial Day Holiday, we would like to request a due date sometime the week of June 10th – 14th. 2)

Correct, proposals are due on Sunday, 11:59 PM, given the Memorial Day holiday. No extension for the RFP due date will be considered.

11. Is the page limit for the Technical Proposal 20 or 25 pages, and is that limit exclusive of key staff resumes and teaming agreements? Thanks for clarifying both these questions.

There is a 25 page limit. Under Section E, Technical proposal: the page limit is exclusive of resumes, teaming arrangements or subcontractors, and related corporate experience documentation.
