Questions received for 1305M319QNWWW0035

1. What is the Wage Determination labor category most fit for this requirement?

For wage determination purposes, category 23370, General Maintenance Worker, would be the most appropriate.

2. Where can an employee get their Climbing Certification?

Climbing certification obtained at any commercial business that is able to award this qualification. The certification must comply with the National Weather Service Occupational Safety and Health Manual (NWSM 50-1115). There are local companies available in Hawaii, but the Government does not have a recommendation.

3. Can they obtain their climbing certification within 3 months of performance on the contract or is it required prior to performance?

Current climbing certification is required immediately In accordance with (IAW) the PWS at 5.2.

4. Does the GOV have any potential candidate/referral in mind for this contract?

There is currently an incumbent employee performing the previous requirement, and IAW FAR 52.222-17(b), “The Contractor and its subcontractors shall, except as otherwise provided herein, in good faith offer those service employees employed under the predecessor contract whose employment will be terminated as a result of award of this contract or the expiration of the contract under which the service employees were hired, a right of first refusal of employment under this contract in positions for which the service employees are qualified.”

5. Does the contract employee have to be a Journeyman certified in Masonry, Plumbing, Painting and Carpentry? It seems the GOV is seeking all of these skill sets in 1 individual. Normally, that is not possible. Individuals are certified in usually just 1 area and perform only that skill set.

Although experience and skill in these multiple areas is required by and described in the PWS section 4.0, actual Journeyman Certification is not part of the requirement. Sufficient documentation must be included for a candidate to determine their eligibility (see 7).

6. Is there currently an incumbent contractor? If yes, who is it and what is the contract number?

Yes, this requirement is currently being performed under contract number GS-07F-0445T RA-133W-16-NC-0621, Dunhill Personnel of Hawaii, Inc.

7. Do you require resumes of proposed candidate in the proposal?

The offer must include IAW FAR 52.212-1(b)(4), “A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.” This would not necessarily include a resume, but would have to include sufficient information about the proposed employee which could be used “to evaluate compliance with the requirements.” Since one of the evaluations is “the experience, education, and qualifications of the facilities maintenance technician proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties,” sufficient information would be required in order to be able to evaluate.

8. Are you satisfied with incumbent performance?

The current personnel performance meets the requirements of this solicitation.

9. Can you please provide the total number of hours performed for each individual labor category?

This solicitation is for firm-fixed price 1920 hours per one-year period of performance.

10. Are these travel CLINS a cost to be included in the pricing before contract award? Or are they reserved CLINS for a cost-reimbursement rate after each travel session during contract performance?

The travel CLINS are reserved for a cost-reimbursement amount, do not need to be priced, and will not be a part of the evaluation.

11. For all travel, who provides the transport? Will the contractor employee use a GOV vehicle or their own vehicle? If they use their own vehicle, will the GOV pay for mileage expenses?

Travel will be coordinated with the COR and all costs authorized under this contract shall be reimbursed at cost and in accordance with the Federal Travel Regulation (www.gsa.gov/ftr).
