About this file

This is a Questions and Answers (Q&A) document for federal contract solicitation 1305M226Q0248, addressing clarifications on roofing work requirements at an observatory facility.

The solicitation involves re-roofing work on three structures: Buildings F5 and F6 (low-slope and steep-slope TPO roofing systems, respectively) and an adjacent Equipment Shed (shingle roof). For Buildings F5 and F6, contractors must install a Versico TPO roofing system or equivalent with mechanically attached HD polyisocyanurate cover board and insulation, completing all work in accordance with manufacturer requirements and applicable building codes. The Equipment Shed requires complete re-shingling with high-wind-resistant shingles and repair/replacement of known damaged 7/16-inch OSB sheathing along the bottom row (approximately 24 feet × 340 square feet total). The completed roofing work must include a minimum 15-year warranty against weather intrusion and a minimum one-year contractor labor/workmanship warranty. Contractors must replace new flashing assemblies, perimeter metal, pipe flashings, and drip edge; however, existing gutters remain in place and do not require replacement. The existing lightning protection system shall remain in place and be protected during roofing operations. Work is scheduled Monday through Friday, 7:00 a.m. to 4:00 p.m., with government site representation; sensitive scientific equipment in Building F6 shall not be directly disturbed. Facility access requires travel on a moderately inclined dirt road, with no known load-bearing restrictions on standard roofing equipment. Quote packages must be electronically completed and submitted via email to Chelsea.vera@noaa.gov by the specified due date/time.

Q&A 1305M226Q0248

1. The bid documents specify a fully adhered Versico TPO roofing system. Would Carlisle TPO roofing be acceptable as an equivalent? The contractor is an authorized Carlisle installer, but not an authorized Versico installer. Versico is a wholly owned subsidiary of Carlisle.

a. Per the SOW, it requires “Versico TPO roofing system (or equivalent).”

2. Equipment Shed Roofing Specifications: SOW Sections 2 and 3 state that the contractor must perform roof repairs on the adjacent Equipment Shed, but the specific roofing material and extent of repairs will be coordinated with and approved by the government post-award. Since this is a Firm-Fixed-Price (FFP) contract, could the Government provide the current roof type, dimensions, and preferred replacement materials for the Equipment Shed so all offerors can price this requirement accurately and on an equal basis?

a. The Equipment Shed has an existing shingle roof measuring approximately 24.25 feet × 14 feet (approximately 340 square feet). The Government requires complete re-shingling of the Equipment Shed roof and repair/replacement of the known damaged wood roof sheathing. The known damaged sheathing is 7/16-inch OSB located along the bottom row across approximately the 24-foot length of the shed. High-wind-resistant shingles shall be used for the replacement roof.

3. Damaged Roof Decking Unit Pricing: SOW Section 2 requires the contractor to replace or repair damaged roof decking discovered during tear-off "as authorized by the Government." Because the actual quantity of damaged decking is unknown prior to performance, will the Government establish a dedicated line item (such as a reimbursable allowance) or allow offerors to provide a per-square-foot unit rate for decking repairs to avoid unbalanced pricing?

a. The revised SOW addresses the known repair requirements. If additional concealed damage is discovered during performance that is outside the current scope, the contractor shall notify the Government before proceeding. Any additional work will be addressed through the appropriate contracting process.

4. Insulation Thickness and Slope Requirements: SOW Section 3 specifies mechanically attached HD polyisocyanurate cover board and insulation for Buildings F5 and F6. Could the Government clarify the minimum R-value, thickness, and any tapered/slope requirements for this insulation system?

a. Roofing materials and associated components shall be appropriate for the roofing system and installed in accordance with manufacturer requirements.

5. Operations and Vibration Constraints: SOW Section 5 indicates that work must be scheduled to minimize disruption to ongoing scientific operations at the observatory (absolute gravity measurements). Could the Government provide specific operational restrictions, such as allowable work hours or limits on vibration/noise during critical geodetic measurement windows?

a. Normal site access is Monday through Friday, 7:00 a.m. to 4:00 p.m., when a Government site representative can be present. Work outside these hours may be coordinated with the Government in advance. There are no special restrictions on normal construction vibration; however, sensitive scientific equipment is operating in F6 and shall not be directly disturbed.

6. Site Access and Heavy Equipment: Could the Government confirm if there are any physical access or load-bearing limits on the facility grounds that would restrict the use of heavy roofing equipment, such as cranes, forklifts, or dumpsters?

a. The Government is not aware of any load-bearing limitations restricting the use of standard roofing equipment. Offerors should note that access to the facility requires travel on a moderately inclined dirt road.

7. Proposal Submission Method: The RFQ instructions indicate that quotations must be submitted electronically via email to the Contract Specialist. Can you confirm if this remains the sole required method of submission, or if any portal submissions (such as PIEE or FedConnect) are required for proposal receipt?

a. Yes, the instructions are provided in the solicitation and remain the same.

Electronically completed (not hand-written nor scanned) quote packages per all instructions in the solicitation package should be submitted via email directly to Chelsea.vera@noaa.gov by the due date/time.

8. 15 year membrane warranty with lifetime contractor workmanship warranty-this is dependent upon how you define lifetime and could result in wildly varying offerings and costs. Recommend standardizing on a 15 yr manufacturer's edge to edge no dollar limit warranty with wind speed and hail requirements matching local code and industry standards with a 1 year contractor warranty. Manufacturer edge to edge NDL warranties usually require a certified contractor to install to qualify for the warranty and cover labor, material, and equipment necessary to repair a roof to a dry condition for the stated life of the warranty. This would make the lifetime contractor workmanship warranty redundant and an unnecessary cost.

a. The completed roofing work for Buildings F5 and F6 shall include a minimum fifteen (15) year warranty against weather intrusion and a minimum one (1) year contractor labor/workmanship warranty.

9. The SOW includes the equipment shed roof as part of the requirements, but the CLIN

0001 description only includes buildings F5 and F6, recommend updating the CLIN 0001 description to match the SOW requirement.

a. Please see the updated SOW.

mailto:Chelsea.vera@noaa.gov

10. The SOW specifies a 15-year membrane warranty and lifetime contractor workmanship warranty for Buildings F5 and F6. Please confirm whether the lifetime contractor workmanship warranty is required, or whether a contractor workmanship warranty matching the duration of the manufacturer’s 15-year membrane warranty would be acceptable.

a. A lifetime contractor workmanship warranty is not required. The revised SOW requires a minimum fifteen (15) year warranty against weather intrusion and a minimum one (1) year contractor labor/workmanship warranty.

11. The SOW requires new flashing assemblies, perimeter metal, pipe flashings, drip edge, and associated roofing components; however, it does not specifically address replacement of the existing fascia metal and gutters. Please confirm whether fascia metal and gutters are to be replaced as part of the required roof repair work or are to remain in place.

a. Existing gutters are to remain in place and do not require replacement. Complete gutter replacement is not included in the scope.

Steep Slope TPO Re-Roof:

12. What are the limits of demolition for the existing roof assembly? Specifically, should roofing material be removed down to lightweight concrete or all the way down to the metal deck?

a. For Building F6, the existing roofing layers shall be removed as necessary to complete the required roof repair/replacement. The Government is not specifying demolition to either the lightweight concrete or metal deck beyond what is necessary to complete the roofing work and meet the requirements of the SOW.

13. The lightning protection system does not appear operational, should it be removed and disposed of or is it required to be repaired and recertified as part of the bid?

a. The existing lightning protection/mitigation system shall remain and shall not be disposed of. The system shall be protected during roofing operations and coordinated as necessary to complete the roofing work.

14. "Perform all work in accordance with manufacturer recommendations and applicable building codes." This project is on federal property, is it subject to state and local code requirements? For instance, local code requires a minimum R-30 insulation, should this be included in the proposed price? Are local permits required?

a. The SOW requires the contractor to perform the work in accordance with manufacturer requirements and all codes and requirements applicable to the work. The Government is not specifying an R-30 insulation requirement. The contractor is responsible for determining and complying with applicable requirements necessary to complete the specified roofing work.

15. Are shingles on rake edges of roof to be removed and replaced or should a metal trim piece be installed due to shingle portion being below roof height following required insulation addition.

a. The revised SOW does not prescribe a specific treatment for the rake edges. The contractor shall provide the components necessary to complete the roofing system in accordance with manufacturer requirements.

16. Are shingle shed roof portions to be removed and replaced with like and kind?

a. Yes. The Equipment Shed shingle roof is included in the requirement. The existing shingles shall be removed and the entire shed roof re-shingled. High-wind-resistant shingles shall be used for the replacement roof.

17. Facia metal around perimeter is noted to be damaged or missing in multiple areas, should this be included in scope?

a. Repair or replacement of fascia/perimeter metal shall be limited to areas necessary to complete the required roofing work and provide a complete, watertight roofing system. Complete replacement of existing fascia metal is not required unless necessary to complete the specified work.

Low Slope TPO Re-Roof

18. Existing Roof material is a mechanically attached form rolled roofing with a coating. It is unknown what/if any other layers are below this (it could not be uncovered during the site visit without compromising the roof). Can the Government provide information regarding the existing assembly or at least define a common basis of bid for Contractors to estimate demolition?

a. The Government can confirm that F5, the office building, has a low-slope roof.

The Government does not currently have verified information identifying the complete concealed existing roof assembly.

19. Many times this type of roofing does not contain the needed sub decking to install a new roof over, recommend including a price per square foot for deck replacement/install in the price proposal with a common total SF to evaluate bids against.

a. For the Equipment Shed, the known damaged roof decking consists of 7/16-inch OSB sheathing along the bottom row across approximately the 24-foot length of the shed. Replacement of this known damaged area shall be included in the Equipment Shed base scope.

20. Is the shed roof over the entrance included in the roof replacement?

a. No. Re-roofing of the small entrance roof areas is not included in this requirement.
