STATEMENT OF WORK SUMMARY

This Statement of Work (SOW) describes roof repair services required at the Juliana Blackwell Geophysical Observatory (JBGO) located in Longmont, Colorado, operated by NOAA's National Geodetic Survey (NGS). The contract number is 1305M226Q0248. The work addresses significant roof deterioration and persistent water intrusion on Buildings F5 and F6, as well as the Equipment Shed, which have created slip and fall hazards, mold growth risks, and threaten mission-critical geophysical operations and scientific equipment. The contractor shall furnish all labor, materials, equipment, transportation, supervision, permits, disposal services, and incidentals necessary to complete the repairs, including removal and replacement of deteriorated roofing materials, repair or replacement of roof decking, installation of flashing and accessories, site protection, and cleanup. All work must comply with manufacturer installation requirements and applicable codes.

Building F5 requires a fully adhered, white, minimum 60-mil TPO roofing system (Versico or equivalent), while Building F6 requires removal of existing roofing layers and installation of a system with a minimum 15-year warranty against weather intrusion. The Equipment Shed requires materials appropriate for the existing structure to restore it to sound and watertight condition. All roofing materials must be new, and completed work for Buildings F5 and F6 must include a minimum 15-year materials warranty and one-year labor/workmanship warranty. This is a firm-fixed-price (FFP) requirement with all costs, including permits, removal, disposal, installation, cleanup, and warranties, included in the quoted price. The contractor shall complete all work within 90 calendar days after receipt of award, coordinating the schedule to minimize disruption to ongoing scientific operations and maintain appropriate weather protection. Work shall be performed at 8600 N 39th Street, Longmont, Colorado 80503, with Derek Van Westrum as the designated point of contact. No security requirements apply to this action.

STATEMENT OF WORK

Roof Repair Services – Buildings F5, F6 and Equipment Shed

Juliana Blackwell Geophysical Observatory, Longmont, CO NOAA/NOS/National Geodetic Survey

1305M226Q0248

1. Introduction/Background: The National Geodetic Survey (NGS) maintains the National Spatial Reference System and conducts high-precision geophysical observations that support climate monitoring and geodetic infrastructure. NOAA's Juliana Blackwell Geophysical Observatory (JBGO) located near Longmont, Colorado, serves as the agency’s primary facility for absolute gravity measurements and long-term geophysical monitoring.

The existing roofs on Buildings F5 and F6 have experienced significant deterioration resulting in persistent water intrusion. Roof leaks have created slip and fall hazards, increased the potential for mold growth and degraded indoor air quality, and threaten the integrity of Government buildings and sensitive scientific equipment. Continued water intrusion jeopardizes mission-critical operations and present health and safety risks to NOAA personnel.

Roof repair work is required to eliminate water intrusion, restore the integrity of the facilities, provide a safe working environment, and ensure uninterrupted operation of this critical national geophysical reference site. The repair work includes removal and replacement of deteriorated roofing materials and associated components where required.

2. Scope of Work The contractor shall furnish all labor, materials, equipment, transportation, supervision, permits, disposal services, and incidentals necessary to complete roof repairs on Buildings F5 and F6 and the Equipment Shed at JBGO.

The contractor shall:

• Remove existing roofing materials as necessary to complete the required repairs.

• Dispose of removed materials in accordance with applicable requirements.

• Install replacement roofing materials and associated components necessary to provide a complete, watertight roof system.

• Repair or replace deteriorated roof decking that is within the agreed scope of work.

• Provide and install flashing, perimeter metal, pipe flashings, insulation/cover board, sealants, fasteners, and other accessories required for a complete installation.

• Perform work in accordance with manufacturer installation requirements and all codes and requirements applicable to the work.

• Protect the buildings, equipment, and other Government property from weather and damage while work is underway.

• Maintain a safe work site and minimize disruption to ongoing Government operations.

• Inspect the completed work and correct deficiencies necessary to provide watertight roof systems.

• Remove project debris and leave the work areas clean and operational.

• Provide required manufacturer and contractor warranty documentation at completion.

Existing/Concealed Conditions: If the contractor discovers concealed deterioration or additional repair needs that are not reasonably included in the stated scope, the contractor shall notify the Government before performing the additional work. Additional work shall not be performed unless authorized by the Contracting Officer through the appropriate contract action.

Building F6 Lightning Mitigation System: Protect the existing lightning mitigation system during roofing work. If components must be temporarily removed or relocated to complete the roof work, coordinate the work with the Government and restore the system to its existing configuration upon completion.

Equipment Shed: Repair the existing shed roof, including the damaged area and deteriorated wood substrate as necessary, to restore the roof to a sound and watertight condition. Materials shall be new and appropriate for the existing structure.

3. Minimum Roofing Requirements Building F5 - Office Building. Provide a fully adhered, white, minimum 60-mil TPO roofing system, Versico or equivalent, including compatible insulation/cover board, flashing, perimeter metal, pipe flashings, and accessories required by the roofing-system manufacturer. Equivalent systems are acceptable when they meet or exceed these minimum requirements.

Building F6 - Gravity Lab. Remove the existing roofing layers and provide a roofing system repair or replacement appropriate for the existing roof configuration and sufficient to provide a minimum fifteen (15) year warranty against weather intrusion. Include compatible insulation/cover board, flashing, perimeter metal, pipe flashings, and accessories required by the roofing-system manufacturer.

Equipment Shed: Provide roofing materials appropriate for the existing shed and the repairs required. The completed roof shall be sound and watertight.

General Requirements. All roofing materials shall be new. Installation shall comply with manufacturer requirements and all codes and requirements applicable to the work. For Building F6, existing roofing layers shall be removed before installation of a new roofing layer.

4. Warranty Requirements

The completed roofing work for Buildings F5 and F6 shall include a minimum fifteen (15) year warranty against weather intrusion. The contractor shall also provide a minimum one (1) year labor/workmanship warranty. All applicable warranty documentation shall be provided to the Government upon completion.

5. Price Consideration This is a firm-fixed-price (FFP) requirement. The quoted price shall include all labor, materials, equipment, transportation, supervision, permits, removal and disposal, installation, cleanup, and warranties necessary to complete the work.

6. Requested Delivery/Period of Performance

The contractor shall complete all roof repair work within 90 calendar days After Receipt of Award (ARA), or as otherwise coordinated with the Government. Work shall be scheduled to minimize disruption to ongoing scientific operations. The contractor shall maintain appropriate weather protection during performance.

7. Security Requirements No security requirements apply.

8. Point of Contact for this Action TBD at time of award.

9. Delivery Address NOAA/NOS/National Geodetic Survey Attn: Derek Van Westrum Juliana Blackwell Geophysical Observatory 8600 N 39th St, Building F5 and F6, Longmont, CO 80503
