About this file
This file is a Questions and Answers (Q&A) document for solicitation 1305M226Q0136, issued by the National Oceanic and Atmospheric Administration (NOAA) on August 4, 2026, addressing vendor inquiries regarding the procurement of one new, unused Class II research vessel for operations in American Samoa with a 15-month delivery requirement.
The Q&A clarifies nine key contract requirements and terms. Notably, the GHS stability evaluation is required only post-award, and design certification by a licensed Naval Architect is acceptable without formal classification society review. Local OEM support in Pago Pago is mandated for both electronics and outboard engines. The vessel must accommodate 12 persons for capacity purposes, though cruise speed and range calculations may use 9 persons with a 2,800-pound payload, resulting in a 630-pound capacity reduction when fully occupied. Air-tight compartments for positive buoyancy are required with closable hull vents permitted for condensation control, provided access hatches remain water-tight. A 30-ampere shore power connection is acceptable. For optional CLIN 0005 (shipping to American Samoa), vendors may revise shipping quotes if the optional trailer CLIN 0002 is not ordered. Progress payments based on contractor-proposed milestones are acceptable, with both parties to clarify and agree upon specific milestones as part of contract language. The primary delivery location on the mainland may be vendor-proposed if CLIN 0005 is not selected.

Vendor Questions and Responses
Question 1: Do you want the preliminary GHS stability evaluation submitted with our Volume 1 proposal, or is that only required post-award?
Response 1: This is only required post-award.
Question 2: SOW Section 6.1 mentions classification society standards (ISO, DNV GL, etc.). Is formal class review required, or can a licensed Naval Architect certify the design?
Response 2: A licensed Naval Architect can certify the design. No Class review is required.
Question 3: Section 6.4 mentions needing local OEM support in Pago Pago for electronics. Does this requirement also apply to the outboard engines?
Response 3: Yes, there must be OEM support in Pago Pago for the outboard engines.
Question 4: Option CLIN 0005 (shipping to American Samoa) isn't selected, where is the primary delivery location on the mainland?
Response 4: This can be proposed by the vendor.
Question 5: SOW 6] Vessel Specifications | Base Boat – (CLIN 0001): The live load requirement states “12 persons @ 210 (lbs.) each max. (1890 lbs. total).” 12 people at 210 lbs. each equals 2,520 lbs. All other references in the SOW are for a total of 9 persons (1890 lbs.) Please confirm if the total for the boat is 9 people (at 1890 lbs.) or 12 people (at 2520 lbs.).
Response 5: The boat must be outfitted to carry 12 persons, but the cruise speed and range may be calculated using 9 persons and a payload of 2800. In practice, the payload capacity will be reduced by 630 pounds when 12 persons are aboard.
Question 6: SOW 6.1] Structures – Buoyancy: The requirement for air-tight compartments risks harmful condensation in the bilges of the vessel. Will closable hull vents for compartments aft of the collision bulkhead be acceptable? The collision bulkhead will not be vented in either case.
Response 6: The intent behind this requirement is for the air-tight compartments to provide positive buoyancy if the vessel is swamped. All compartments must have access for inspection and maintenance as specified in 6.7: Access to spaces and equipment. Access hatches must be water-tight if they are in one of the air-tight compartments. Closable hull vents will be acceptable.
Question 7: SOW 6.4] Electrical and Electronics: Shore power cords are typically 30A of 50A. Please confirm if 30A will be acceptable.
Response 7: 30A is acceptable for the shore power connection.
Question 8: SOW 9] Optional Items | Shipping – CLIN 0005: The shipping quote includes the trailer from optional CLIN 0002. If the trailer CLIN is not ordered, the shipping quote for CLIN 0005 may need to be revised to adjust for moving the vessel without its own custom trailer. Please advise if this approach is acceptable.
Response 8: Yes, this is acceptable.
Question 9: The payment clauses included in this section are vague regarding whether progress payments will be made as the vessel is constructed. Will progress payments be acceptable under this contract? If so, how will the payment milestones and amounts be established?
Response 9: Incremental payments based on accepted milestones are acceptable. Milestones should be proposed. Both parties will clarify and agree to these milestones, and they will become part of the contract language.
