The vessel must be constructed to ABYC and USCG standards and designed to carry up to nine persons while conducting missions including water sampling, reef and fish surveys, coral restoration, mooring buoy operations, education and outreach, and emergency response. The contractor must complete all construction, testing, and acceptance procedures within fifteen months of contract award.

The vessel specifications require a catamaran configuration with marine aluminum 5086/5083 all-welded construction, capable of sustained cruise speeds of 25 knots minimum while fully loaded with nine persons and 2,800 pounds of payload, with a minimum range of 220 nautical miles and preferred range of 270 nautical miles. Propulsion shall consist of two 300 HP four-stroke gasoline outboard engines with electronic controls, and the vessel must maintain positive buoyancy with three water-tight bulkheads in each hull. The electrical system requires 12VDC ship service and 120VAC shore power, with a 2,000-watt sine wave inverter and marine-grade navigation electronics including chart plotter, radar, GPS, fathometer, AIS, dual VHF radios, and EPIRB. The contractor is responsible for design approval, pre-construction and construction review meetings, deadweight survey compliance with ASTM F1321-21, ABYC marine survey inspection, sea/dock trials with full documentation, and delivery of comprehensive as-built drawings, operations manuals, stability booklet, and all OEM equipment documentation. Optional items include a trailered transport system, canvas sunshade, suspension seats, and shipping/delivery to Pago Pago, American Samoa.

NATIONAL MARINE SANCTUARY AMERICAN SAMOA

Attachment 1

The Government requires the construction of a fully outfitted “turn key” research vessel 31-35’ in length that will be used for research in the National Marine Sanctuary of American Samoa (NMSAS) which is managed by the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of National Marine Sanctuaries (ONMS). The ONMS is mandated to carry out the laws and regulations of the National Marine Sanctuary Act. The ONMS operates and maintains a large fleet of NOAA small boats in service throughout the United States and in American Samoa. These vessels are the essential tools conducting the research, monitoring, response, and education missions of the ONMS. This particular new and unused vessel will carry science and dive parties of up to nine persons total. The vessels will conduct the following missions:

Monitoring Water sampling Reef & fish surveys Education & outreach Coral restoration Mooring buoys Partner missions Emergency response

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

1] Building Standards To ensure a quality built vessel that is both safe and reliable the vessel shall be built to ABYC (Mechanical and electrical) and USCG or equal (structural) standards. Copies of this report will be given to the Government for review.

2] Scheduled Meetings The contractor shall be responsible for arranging meetings and providing updates, materials, and submittals to the Government stakeholders. The contractor will be responsible for updating the construction schedule on a regular basis.

2.1Pre-construction Meeting
2.2Construction Review Meetings
2.3Dead weight Survey (in-person)
2.4Sea/dock trials (in-person)
2.5Performance trials (in-person)
2.6Acceptance (in-person)

4.1.5Recommended Engine Information
4.1.6“An estimated lightship shall be used determined through 3D modeling software and evaluated within GHS (General Hydrostatics) or other USCG approved software to determine if the proposed vessel design will meet the criteria for exposed waters IAW 46 CFR 170 Subpart E (intact stability criteria) prior to construction.”

4.2] Construction Phase Construction of the vessel shall not proceed until the final design/layout has been approved by the Government.

4.3] Acceptance Phase The following requirements shall be completed prior to acceptance of the vessel by the Government.

4.3.1] Dead Weight Survey A deadweight survey conducted IAW ASTM F1321-21 shall be conducted after construction and outfitting is completed. The Government or its appointed representative shall be present to witness this measurement. Based on this measurement the contractor shall create a stability booklet. The contractor shall demonstrate compliance with 46 CFR 170 Subpart E (Intact Stability Criteria) for all loading models in Exposed Waters using GHS (General Hydrostatics) or other USCG approved software.

4.3.2] ABYC Inspection Once construction and outfitting are complete the contractor shall be responsible for having Marine Survey done. The survey shall be done by an Accredited Marine Surveyor (SAMS, NAMS, etc.), to ensure the vessel is built to required standards and any deficiencies shall be noted in the survey report. A copy of this report shall be submitted to the Government for review within 5-days of receiving the report.

4.3.3] Sea/Dock Trials Prior to acceptance, the contractor shall perform a sea/dock trail in the presence of the Government or its appointed representative at the contractor’s facility.
