STATEMENT OF WORK
1.0 - BACKGROUND
Furnish and Delivery of Propane Cooperative Oxford Laboratory
Oxford, MD
The NOAA, National Ocean Service, National Centers for Coastal Ocean Science (NCCOS) Cooperative Oxford Laboratory (COL) 904 South Morris Street, Oxford, MD 21654 operates an approximate 18,000 sq. ft. research facility with three 1,000-gallon propane tanks that provide fuel to the facility boiler and facility generators. Propane tanks are owned by COL and are in good condition.
All furnished products shall be in conformance with all applicable federal, state, and local regulations and the NOAA Environmental Management System (see below).
2.0 – PURCHASE DESCRIPTION
The Contractor shall on an as needed basis furnish and deliver propane to 904 South Morris Street, Oxford MD to prevent the facility from running out of fuel at any time throughout the contract period.
The contractor shall furnish and deliver propane for efficient and safe burning of the fuel by facility equipment. Average propane usage is approximately 9,000 gallons per year depending on winter temperatures. The Federal Government shall not provide any labor or components to fulfill the terms of this contract.
3.0 - OBJECTIVES - GENERAL REQUIREMENTS
- Contractor shall provide a continuous uninterrupted supply of propane fuel for delivery and safe use of propane fuel by the NOAA Cooperative Oxford Laboratory.
4.0 - REQUIREMENTS
- Contractor shall provide a “not to exceed” price cap for the purchase of up to 9,000 gallons of propane over the course of the contract period.
- Contractor shall furnish and deliver up but, not to exceed 9,000 gallons of propane during high use winter months and on an as needed basis throughout the contract period based upon usage to prevent the facility from running out of propane. As needed, the Facility Operations Specialist will call to request a delivery once tanks register 40-50% capacity during the winter period.
- Contractor shall maintain tanks to display required Propane identification and associated safety labels.
- Contractor shall observe all safety requirements for the proper handling, delivery, and use of propane fuel.
- Contractor shall provide itemized billing of fuel by usage location (tank number, main lab, generator, etc.)
5.0 – REQUIRED QUALIFICATIONS
- The Contractor shall provide trained personnel with hands-on experience in safely and efficiently filling propane tanks, ensuring compliance with all relevant industry standards, including proper valve handling, pressure testing, and adherence to local safety regulations.
6.0 - SPECIAL REQUIREMENTS - CONFORMANCE WITH ENVIRONMENTAL MANAGEMENT
SYSTEMS
- As an environmental organization, NOAA has developed an Environmental Management System (EMS) to guide day-to-day work practices and planning for staff, volunteers, visitors, contractors and vendors. The contractor shall accomplish all work under this contract in such a way as to minimize the potential of environmental impact by operating in an environmentally responsible manner and to the extent possible using environmentally friendly procedures, services, and products.
