About this file
This document contains Responses to Solicitation Questions for NOAA Ship Oregon II Rescue Boat Replacement (Solicitation 1305M226Q0051). The questions and answers address key specifications and compatibility requirements for the replacement rescue boat.
The document clarifies that the Statement of Need does not restrict offerors to a specific manufacturer; alternate brands are acceptable provided they meet all specifications and are compatible with the existing Schat-Harding Miranda MRT 3900 davit system. The replacement boat must be SOLAS-certified under Specification 3.1.7.1 US Coast Guard requirements, have similar dimensions to the current rescue boat for davit compatibility, and fall within a 17-19 foot length range. The maximum allowable weight for the replacement boat is 2500 kilograms under SOLAS Condition B per Specification 3.1.7.2.D. Additionally, the replacement boat must fit within the current davit's operational envelope as specified in Specification 1.1.3. Offerors are directed to reference Attachment 3 (Oregon II Davit Operation & Maintenance Manual) for complete davit specifications and dimensional constraints. All questions were received on 3/8/2026, with responses due by 11:00 AM EST on 03/12/2026.

The Statement of Need references the current rescue boat as a Viking Norsafe Midget-530 MKI. Would a SOLAS-certified rescue boat from an alternate manufacturer (brand-name-or-equal) be acceptable if it meets all specifications and is compatible with the existing Schat-Harding Miranda MRT 3900 davit system?
The Statement of Need does not require a specific name brand (or equal) or manufacturer. The replacement boat must be SOLAS certified under Specification 3.1.7.1 US Coast Guard SOLAS Certification. As per
3.1.7.2. B. the boat "Must be of similar dimensions as current rescue boat in order to be compatible with current davit. Length overall must be within 17-19ft range." Please refer to Attachment 3 Oregon II Davit Operation & Maintenance Manual for davit specifications.
2 3/8/2026
Could NOAA confirm the maximum allowable weight for the replacement rescue boat to ensure compatibility with the existing davit and winch system?
Please refer to Spec 3.1.7.2. D. "Not to exceed 2500-kg SOLAS Condition B." Please refer to Attachment 3 Oregon II Davit Operation & Maintenance Manual for davit specifications.
3 3/8/2026
Are there any dimensional restrictions beyond the stated 17–19 ft length requirement that offerors should be aware of to ensure davit compatibility?
Please refer to Spec 1.1.3 "The replacement boat must be able to fit within the current Schat-Harding Miranda Davit used for deploying current Rescue Boat." Please refer to Attachment 3 Oregon II Davit Operation & Maintenance Manual for davit specifications.
