PISCES Fish Handling System Replacement

May 2025

NOAA SHIP PISCES WET LAB FISH HANDLING SYSTEM REPLACEMENT

1. SCOPE:

1.1 Design, procure, and replace the Wet Lab Fish Handling System on the NOAA ship Pisces.

2. REFERENCES: Will be provided to Prospective contractors via secure email from

3. GOVERNMENT FURNISHED MATERIALS:

3.1. None

4. REQUIREMENTS:

4.1. This specification details all requirements for the design, fabrication, installation, and testing of a new Wet Lab fish handling conveyor system.

4.2. The conveyor system shall be similar in nature and design to the Carsoe unit installed on

NOAA Ships HENRY BIGELOW.

4.3. Phase 1 - Design and Material Procurement

4.3.1. Procure a new Fish Handling System to replace the old system on NOAA ship

PISCES similar to that installed on NOAA Ship HENRY BIGELOW. The Fish

Handling System includes a hopper on the after working main deck, conveyor to move the catch from the hopper though the Wet Lab roller door window located on the Wet

Lab’s aft bulkhead at Starboard Frame 83 to the interior Fish Sorting System located in the ship’s Wet Lab (1-58-1).

4.3.2. Provide detailed design drawings and specifications of the new Fish Handling System to the COR for final review and signature within fifteen (QTY 15) days of contract award. Detailed design drawings must include a system diagram showing system arrangement of all major system components as well as details for each major system component. Ordering of the new Fish Handling System must be performed within seven (QTY 7) days of COR approval of design drawings.

4.3.3. The new Fish Handling System shall be designed as shown in the below sketch taken from the HENRY BIGELOW and include the following salient characteristics:

4.3.3.1. New Fish Hopper and means to secure to existing deck sockets.

4.3.3.2. New Fish Conveyor to move samples from the Hopper to the Fish Sorting

Conveyor within the Wet Lab and means to secure to existing deck sockets.

4.3.3.3. Transition from the external Main Deck to inside the Wet Lab via the roller door on the Starboard aft Main Deck.

4.3.3.4. New Fish Sorting Conveyor with a minimum of seven (QTY 7) sorting stations as shown in the BIGELOW diagram below. Each sorting station shall have a side tray with rollers fit for buckets. The first two sorting stations must have rollers fit for baskets. Provide a small rack above the belt to store buckets.

4.3.3.5. Scientific Analysis Conveyor with three (QTY 3) associated counter top sampling work stations.

4.3.3.6. One (QTY 1) sampling location with an electrically operated lift table interfacing between the Sampling table and the Sampling scientific analysis

Conveyor.

4.3.3.7. Discharge samples overboard the existing Overboard Fish Chute.

4.3.3.8. Belts shall be continuous and not provide any gaps or connections for samples to fall through.

4.3.3.9. Minimize the use of different size belts. Provide the maximum amount of belt redundancy possible. Belts shall be white in color.

4.3.3.10. Provide means to readily clean the belts (top and bottom) including brushes/scrapers and/or water jets.

4.3.3.11. Conveyors shall be constructed with sufficient sides to prevent sampling catches from falling off the conveyors (minimum 6-inch height).

4.3.3.12. All components constructed out of 304L Stainless Steel. Utilize already installed bulkhead Unistrut and deck sockets for belt mounting and means to secure to the deck using existing deck sockets (see Reference 2.3).

4.3.3.13. Provide electrical connections, equipment, and control panels to power the fish handling system. Assume two control panels, connection to belt motor, system grounding, and four emergency stop controls stations.

4.3.3.14. Provide new counter top locations.

4.3.3.15. Provide all belts and means to secure all belts in place.

4.3.3.16. Coordinate shipment receipt & storage with the COR and ship the new system to the below address. Provide a crane to offload the new system.

4.4. Phase 2 – Installation

4.4.1. Contractor is responsible to provide all labor, materials, oversight, supervision, technical expertise, technical manuals, foundations fabrication, banding, cable penetrations, joiner work, welding, penetrations, and all other work associated with system installation.

4.4.2. In conjunction with the Ship's force, follow tag-out / lock-out procedures for all circuits and systems affected by fish handling system.

4.4.3. Remove existing fish handling system, electrical control boxes, and counter tops in way of new fish handling system.

4.4.4. Install new fish handling system in accordance with design drawings. This is a turnkey solution and therefore the contractor is responsible for all electrical connections, foundation fabrication, conveyor and fish hopper installations, rigging, and mounting of the new fish handling system.

4.4.4.1. Provide the use of a crane to remove the old system and install the new system on the ship.

4.4.4.2. Secure the new system to the existing deck tie downs using new 316 stainless steel hardware. Submit a CFR for any missing deck tie-downs shown on

Reference 2.3.

4.4.4.3. Fabricate and install foundations for the new Fish Handling System electrical control panels and Emergency Stop switches.

4.4.4.4. Connect all electrical connections to existing wiring. Government is handling providing electrical power to meet the new installation, but the contractor must handle all connections and verify incoming power and the new system are compatible.

4.4.4.5. Paint all new and disturbed surfaces steel surfaces and repair any disturbed insulation.

4.4.5. Inspect entire system for completion of installation including cable tags, banding, equipment mounting, repacking & testing of all penetrations, joiner work reinstallation, insulation, and painting.

4.4.6. Verify system installation, commissioning, programming, and testing of the system.

Performance tests shall be done in the presence of the COR and Ship’s ET and include the following:

4.4.6.1. When the system installation is completed, and deemed ready for commissioning, demonstrate system operation to the COR and vessel scientists.

4.4.6.2. Provide four (QTY 4) hours of crew training for new system feminization, maintenance, and troubleshooting guides.

4.4.6.3. Contractor shall attend a one (QTY 1) day sea-trial to certify satisfactory operation of the complete system while at sea. Depending on ship schedules, at-sea test may not immediately follow the system commissioning and may require a separate trip. Submit a CFR if a return trip is required.

4.5. Provide “as-built” PDF and CAD drawings to the COR based on the approved installation drawings.

4.6. Provide a technical manual that includes all technical documentation, drawings, service, troubleshooting, and maintenance information, as well as recommended spare parts and contact information. Technical manual shall be provided to the COR in PDF and one (QTY

1) hard paper copy.

5. QUALITY ASSURANCE:

5.1. Inspect operation of all electrical and rotating components with the COR.

5.2. Inspect deck connections and validate that the new system is secured to the deck and free from vibration & movement.

5.3. Demonstrate system operation of the new Fish Handling System to the COR. Pierside, demonstrate transportation of a minimum of twenty (QTY 20) items weighing a minimum of ten (QTY 10) lbs each from the Hopper to the last inspection station in the Wet Lab.

5.4. Conduct at-sea demonstration of the new Fish Handling System.
