1. Question: Instructions to Offerors provided in Section L, FAR 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services. (SEP 2023), (b) (1-11) is not included in either Volume I – Price/Cost or Volume II – Past Performance. Where do we provide the information requested in FAR 52.212-1 (b) (1-11)?

Answer: The information requested in FAR 52.212-1 can be included in either a cover sheet or the email at time of submission.

2. Question: Section 52.212-1 Addendum (b) (1)(i) states, “(i) Price/Cost quote must generally adhere to the pricing structure established in Section B, Schedule of Prices.”

However, there is no pricing structure in Section B. Please clarify what pricing structure we must adhere to.

Answer: This is referring to the pricing structure outlined in Attachment II, Price List.

3. Question: Section 52.212-1 Addendum (b) (1)(i) states, “(i)….The quoter shall submit one original of Volume I, marked as such.” Please clarify whether original marking is required for proposals submitted via email.

Answer: No such marking is needed for quotes submitted via email.

4. Question: 52.212-1 Addendum, Quotation preparation (b)(2)(i) states, “The quoter may provide up to three past performance questionnaires, Attachment III.” Please clarify if this is in fact Attachment IV Past Performance Information Form as Attachment III Questionnaire will be submitted by our customers.

Answer: Three past performance questionnaires are a combination between Attachment III, Past Performance Questionnaires and Attachment VI, Past Performance Information. Your customers will submit the questionnaires directly to NOAA. However, if Attachment VI, Past Performance Information is submitted with the quote, then NOAA will send the point of contact listed on the form the questionnaire and wait a response. The preferred method is to have your customers submit the questionnaires.

5. Question: 52.212-1 Addendum, Quotation preparation (b)(2)(i) states, “The quoter may provide up to three past performance questionnaires, Attachment III.” Please clarify that CPARS are acceptable in lieu of past performance questionnaires.

Answer: Yes, CPARS are acceptable in lieu of past performance questionnaires.

6. Question: Attachment IV Past Performance Information Form. The form states, “The Point of Contact or Project Manager associated with the work completed under the referenced Contract Number has been sent this form and the Past Performance Questionnaire to complete and return to Contract Specialist….” Please clarify that if there are no CPARs available, that we must send both Attachment IV Past Performance Information Form and Attachment III Past Performance Questionnaire to our customers.

Answer: You may submit one of the forms or both, as long as the total number of past performance entries is no more than three.

7. Question: FAR 52.252-1 Solicitation Provisions Incorporated by Reference. (FEB 1998) states, “The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer.” Please clarify where we are to include “the listed provisions” as they are not included in either volume breakdown.

Answer: These will be submitted outside Volumes I or II. This should be its own attachment.

8. Question: Will the government confirm that subsequent task orders are intended to be awarded as firm fixed price task orders? Are other award types contemplated?

Answer: All subsequent task orders will be awarded as firm fixed price task orders. No other award type will be offered.

9. Question: The statement of work references travel, however there is no provision for labor contained within the price list. How should labor be addressed within the offer for labor associated with travel, as an example?

Answer: All travel expenses, including time to travel (labor), will be handled at the delivery order level and should not be included with your pricing.

10. Question: The statement of work references items that are not on the provided dive team supplies price list. Is it the government’s intention to establish ceiling prices for all items to be provided or procured under this contract? How will the government address the purchase of emergent items needed, but not listed on the pricing sheet, such as replacement parts and consumables for the diver support facility small boat (SOW Section F.i.)? Should items listed in the Statement of Work that are not contained in Attachment II be added to Attachment II?

Answer: The contract itself will have a ceiling, not the individual items. Items such as replacement parts and consumables for the diver support facility will be addressed at the delivery order level. Pricing for these items be captured within a quote submitted for the Delivery Order Request for Quote. No item should be added to Attachment II, Price List.

11. Question: Please confirm that estimated travel costs include our appropriate burdens in accordance with FAR 31.201-1 Composition of total cost and our approved accounting system.

Answer: FAR 31.201-1 applies to FAR Part 15. This IDIQ contract utilizes FAR Part 12 and FAR Part 13.5.

Associated travel will be identified at the task order level. At that time, a quote will be requested for anticipated travel expenses. Allowable expenses will be reimbursed at cost.
