Questions and Answers
1. Question: In section 7.0 (Safety Plan) and 8.0 (Hazmat Plan), the Government has directed the contractor to complete these plans and submit them to the Government. Would the Government provide a due date for these plans?
Answer: These plans are due at the time of proposal.

Management (HMC&M) Program” is only applicable to Kings Bay, GA

Answer: The Contractors are required to submit separate proposals for each region.

Answer: Past Performance will not be included in the page count.

Answer: No, the government only needs either the CPARS entry or the questionnaire, but not both.
8. Question: RE: J.4 Past Performance Information Forms and J.5 Past Performance Questionnaires
a. Volume II – Technical Proposal, page 45, in addition to completed J.5 PPQ forms, are J.4 forms also to be emailed to Chris Meconnahey? Is this instead of or in addition to including the same information in the technical proposal?
b. Volume II – Technical Proposal, page 44, (ii)(a)(III) Should the RFP attachment J.4 Past
Performance Information form(s) be included as part of the technical proposal (e.g. 3 pages for 3 past performance projects).
If yes, does this count toward the 20 page maximum of the technical proposal?
If not, should that same information be included in the body of the Technical Proposal as/under
Factor 2 – Past Performance?
Answer: Past Performance will not count toward the page limit. Past Performance information does not need to be duplicated in the technical proposal. Past Performance information will be included in the technical proposal, but will not count towards the page limit.
9. Question: My Company was interested in submitting a proposal for this IDIQ. We have multiple locations around the country. May we submit 1 proposal with multiple pricing attachments for the different regions? Or do we need to submit a proposal for each region we are interested in? Greatly appreciate the information.
Answer: The Government requires that one (1) proposal be submitted for each region.
10. Question: If a CPAR is available for Past Performance, do I still need to send a J.5 to be completed as a reference rating? Also, in regard to Past Performance Evaluation Factor 2 – I don’t see where there is room for descriptions of past performance on the form so do I understand that you would like a white paper write up of the work performed under this section?
Answer: The government only needs either the CPARS entry or the questionnaire, but not both.
Please include a description of the work performed.
11. Question: Are we to provide Safety Plans (are we to provide a HAZMAT plan) with the proposal, or is this deliverable expected at another time?
Answer: These are required to be provided at the time of proposal.
12. Question: Are we to submit the J.4 for past performance and transfer that same info into Vol II?
Normally, we have a write up for each of the past performance items identified on J.4.
Answer: No, please have a separate write up for Past Performance
13. Question: The “signature authorization” is that a NOAA form or just a technical statement from the company of authorized signees?
Answer: This is a statement of the authorized signees. The proposal is also required to be signed.

Answer: No, the government only needs wither the CPARS entry or the questionnaire, but not both.
15. Question: Is there a NOAA signature authority form as required in Volume I or is a statement from company of authorized signees acceptable?
Answer: This is a statement of the authorized signees. The proposal is also required to be signed.
There is no form from NOAA.
16. Question: Volume I requires “submission of other information” via the SAM. Is there any specific documents that need submitted or is this just verification of being current in the system?

17. Question: H.6 CAR 1352.216-74 Task Orders (i) What would be the criteria that would cause the
Government to determine that bonds would be required?

18. Question: H.12 CAR 1352.271-72 AIRs (c) The clause states that Fire Watch, General Labor, Inspections and Cleaning are just some of the necessary support functions that have to be included in the Production Labor Hours for Growth Work. It is not possible for a Contractor to include these
Labor Categories in a pre-determined burdened rate for Growth Work when the location, type of work, and support personnel necessary will not be known until the time of the individual AIR pricing. These labor categories should not be included in the burdened rate for AIRs.
Answer: These prices are required as part of the growth rate in accordance with CAR 1352.271-

Answer: The Government requires that one (1) proposal be submitted for each region.
22. Question: Would the government consider past performance citations for similar work in a region other than the proposed region? Section L.9 (b) (ii) (b) (II), third paragraph says: “The offeror shall limit this information to no more than three (3) contracts performed in the region for which the proposal is for. These contracts shall have been completed within the last 3 years, each listed separately.”
Answer: Yes, only the work needs to be similar.
23. Question: Can the government clarify the requirement for past performance questionnaires to be sent to POCs for whom a CPAR has been completed? Attachment J.4, paragraph 2 has check boxes for “CPARS” and “Past Performance Questionnaire” contracts. It is unclear whether attachment J.4, paragraph 3 needs to be completed for CPARS contracts or if the Past Performance Questionnaire, Attachment L.9, needs to be sent to POCs for Past Performance contracts also.
Answer: The government only needs either the CPARS entry or the questionnaire, but not both.
24. Question: Will the government accept a past performance citation from a mother contract when a specific delivery order is used to show regional past performance? Offerors may receive periodic
CPARS for an overarching IDIQ contract, but not a CPAR for a specific delivery order under that contract. If the offeror uses a specific delivery order as a regional past performance citation, the overarching CPAR will likely not address individual specific delivery order performance. If it does not it is unclear whether a Past Performance Questionnaire, Attachment 5 need to be sent to a specific POC.
Answer: Yes, the government will accept Past Performance from a base IDIQ contract. The questionnaire only needs to be completed if there is not an entry in CPARS.
