About this file
This document summarizes an amendment to a solicitation for environmental field services. The National Oceanic and Atmospheric Administration requires services including installation and removal of water level stations on a time and materials basis, routine maintenance visits for Physical Oceanographic Real-Time System stations, and operation and maintenance of National Water Level Observation Network stations. The amendment provides responses to contractor questions, clarifies pricing should be per visit for maintenance, adds a station, and defines a basic water level station. The solicitation includes hybrid firm-fixed price and time and materials contracts with a goal of reserving three awards for small businesses. The North American Industry Classification code is 811210 and the small business size standard is $30 million.

1305M223RNCNT0001 AMENDMENT 0001
1. The VDATUM tab of attachment J.2 Schedule of Items and Prices has an asterisk in cells A14 and A25, but no explanation on this worksheet as to what the asterisk is for. Could the Government please provide an explanation of what these asterisk represent?
Government Response: The asterisk notes that each section is to be priced on a per station basis, not a total summation of stations in the US Territories nor a summation of stations in NJ, NY, HI, RI, AK, the Great Lakes, and the West Coast. An asterisk was added to A39 for clarification.
2. In column P of the PORTS O&M tab in attachment J.2 Schedule of Items and Prices do we provide the price per Routine Maintenance visit or do we provide the total price for Routine Maintenance in a calendar year?
Government Response: The prices should reflect the pricing per Routine Maintenance visit. “Per visit” was added to the column title of the PORTS O&M tab in J.2 Schedule of Items and Prices.
3. On the NWLON O&M tab of attachment J.2 Schedule of Items and Prices all of the NWLON stations in Alaska are listed except for the NWLON in Juneau. Is the Juneau NWLON station intentionally omitted from the list?
Government Response: The Juneau station is added and J.2 Schedule of Items and Prices is updated to include the Juneau station in row 30 of the NWLON O&M tab.
4. The VDATUM tab of attachment J.2 Schedule of Items and Prices requests pricing for a Basic VDatum Station. We were unable to find a definition of a basic VDatum station in the RFP. Could the Government please provide an example of a basic VDatum station that has been installed in the past?
Government Response: A VDATUM station is a basic temporary water level station that is installed. VDATUM stations historically stand alone, are generally located near tidal bodies of water, or installed on existing structures when available. The VDATUM station needs to be temporary but stable enough to gather the required number of months of continuous data, which is historically three (3) continuous months of data. The PWS is updated to include this definition on page 4.
5. Does a small business need to provide a Volume IV - Small Business Subcontracting Plan?
Government Response: A small business is not required to provide a Volume IV- Small Business Subcontracting Plan.
6. Section 6.1 of attachment J.1 Performance Work Statement is titled "Installation and Removal of Water Level Stations (T&M)". The title of this section suggests the installation and removal of water level stations will be performed as time and materials (T&M). Historically the installation and removal of water level stations was performed as firm fixed price (FFP). Is the title of section 6.1 correct and will the installation and removal of water level stations be performed as T&M?
1305M223RNCNT0001 AMENDMENT 0001
Government Response: Yes, the title of PWS Section 6.1 is correct and the installation and removal of water level stations will be performed as T&M.
7. Item iii on page 84 of SF33 requiring “double-spaced” formatting. This differs from past submittals, and would substantively affect the amount of technical information submitted.
Government Response: Page 84 on the Standard Form 33 has been updated to remove the reference to double spacing.
