| No. | RFQ Reference Document | Question/Clarification | Government Response |
| 1 | Alternative Components | Does the Government require the use of the component sources and brands listed in Attachment I or Attachment II, or will other brands and sources be accepted if they meet the same required specifications? Preliminary review suggests that the listed components would result in solutions that would exceed the Estimated Maximum Contract Ceiling. (in particular the listed mounting hardware components) | No, vendors do not have to use the sources and brands enumerated in attachments I or II. Other sources or brands will be evaluated as to whether they meet the same required specifications and will be accepted at the discretion of the government. If alternative components are sourced and incorporated, the vendor must provide a proposal with the design to the government for comparative purposes. |
The contract ceiling is for estimating purposes only. The contractor's quote should be based on their respective quoted unit and extended prices and may exceed the estimated ceiling. As stated in the solicitation, the Estimated Maximum Contract Amount will be based on the sum total of the Contractor's proposed prices for CLIN 0001 or the Maximum Contract Amount identified in CAR 1352.216-75, whichever is higher.
| 2 | Drawing Number | ||
| S100-43030 | It appears that there is a label required (with serial numbers) to be affixed to the outside of the enclosure (Drawing S100-43030). Our experience with similar systems would suggest this is the case but we are unable to locate any drawings or descriptions of any such label, nor any discussion of serial numbers, if required. Is a label required? | Yes a label is required. The label is screen printed on the exterior provided by Polycase as part of a custom design. Information on label will be provided. Serial numbers will be assigned and the range for those will be coordinated through the government. | |
| 3 | Drawing Number | ||
| S100-43030 | Drawing Number S100-43030 references "Item 2" as "RS-485 Translator/FOM Bracket" but we are unable to locate any specific drawings, or other identifiers or descriptions, of the Translator Board or the bracket. In the past we have provided a modem bracket but the translator board was always furnished by the government. Please provide additional detail as to what is required. | The existing Fiber Optic Modem (FOM) will be a reused GFE part. The FOM will mount directly to the "RS-485 Translator/FOM Bracket". The Translator is a PCB designed to allow the FOM mounted directly to it via GFE screw hardware. The gerber files for the "RS-485 Translator/FOM Bracket will be provided but the translator PCB is the mount for the FOM. The Translator will be mounted within the enclosure via DIN-rail. No 'additional bracket' necessary. | S100-43030 |
| 4 | Part Number S100-93324 (Standard Meteo Probe ASOS) | Included in the data package there is a reference page to Part Number S100-93324 (Standard Meteo Probe ASOS) but we do not notice it being included on any of the parts lists. Should this be included in our proposal? If not, are there any other sensors that need to be included with this proposal? | Exclude Part Numbers S100-93324 and S100-2MT4-4A4 from your bill of materials and pricing in your proposal. Please disregard these part numbers as they refer to parts that will NOT be a part of the design at this time. Also, be advised, there is no requirement to provide temperature probes of any kind with this solicitation. All temperature and RH probes are GFE as are the Radiation Shields for each. |
| 5 | S100-93379 and S100-93380 | Should the two radiation shields called for as part of the hardware kits (S100-93379 and S100-93380) be shipped with the hardware or can they be shipped separately? | These parts are GFE Radiation Shields and should NOT be included in the proposal. Exclude part number S100-93379 and S100-93380 from your bill of materials and pricing in your proposal. |
| 6 | TRH Circuit Board PN S100-47004-10 | Schematic and additional info (Gerber Files) on PN S100-47004-10 circuit board will be required manufacture. Can the Government please provide this info so costs can be confirmed? | Gerber files will be provided with this update as Attachment II.b. NOTE: Please contact Contract Specialist Margaret Williams via email margaret.williams@noaa.gov if a vendor cannot download files. |
| 7 | TRH Circuit Board PN S100-47004-10 | Are you able to provide Gerber files or additional documentation and detail of the TRH Circuit Board (S100-47004)? Board manufacturers will typically require these. | Gerber files will be provided with this update as Attachment II.b. NOTE: Please contact Contract Specialist Margaret Williams via email margaret.williams@noaa.gov if a vendor cannot download files. |
| 8 | TRH Circuit Board | I had stated that there was no information regarding the translator board (TRH Circuit Board) or the FOM Bracket. We do have the information provided for the circuit board but still need the Gerber files. We're also wondering if there is a program that will need to be installed on the board. As previously mentioned, there was no information re: the Translator/FOM Bracket. | Gerber files will be provided with this update as Attachment II.b. NOTE: Please contact Contract Specialist Margaret Williams via email margaret.williams@noaa.gov if a vendor cannot download files. |
The Translator will require programming. Code to be installed along with instructions will be provided to the vendor by the government.
| 9 | Fiber Optic Modem | Can the Government confirm that it will supply Fiber Optic Modems built as per the design drawings? | Confirmed. Fiber optic modem (FOM) is GFE during install and not part of award deliverables. |
| 10 | Fiber Optic Modem | Will NOAA be providing the modems for us to install and wire or will NOAA be installing the modems? It will be nearly impossible for us to test the circuit boards without the modems. | Fiber Optic Modems (FOM) can be provided to allow for testing. |
My recommendation to AGO is for first article acceptance of the PCB only.
11 Part # MAX3162EEAI and RP2040 Can the Government provide clarification and/or re-confirmation of the DigiKey PN for MAX3162EEAI, and RP2040, as there is some ambiguity (i.e. more than one option) with the part numbers provided. The links for these parts are provided below. Additional details forthcoming if needed.
RP2040: https://www.digikey.com/en/products/detail/raspberry-pi/SC0914-13/14306010?s=N4IgTCBcDaIE4AcwAYAsyQF0C%2BQ
MAX3162EEAI: https://www.digikey.com/en/products/detail/analog-devices-inc-maxim-integrated/MAX3162EEAI/5396620
For the RP2040, the chip is listed under PN SC0914(13). There are three different Digi-Key part numbers tied to the descriptions below:
Cut Tape: This is a quantity of "each" and will not be provided on a reel for production type assembly by a manufacturer Digi-Reel: This is a custom quantity reel for production assembly. The quantity is still each but you can choose to place them on a reel for an additional fee at purchase.
Tape and Reel: This is a predetermined quantity of the part in question already on a reel for production assembly. This quantity must be purchased as listed.
It is at the vendor's discretion which approach they wish to take for production type assembly.
12 PN S100-93372-01 (CO-100) PN S100-93372-01 (CO-100) appears to be a custom component however there is not enough detail to reproduce. It may be possible to produce this component in-house if shop prints can be provided for evaluation so costs can be confirmed. https://www.commscope.com/product-type/structural-support-tools-accessories/structural-support-equipment/site-components-hardware/clamp-sets/itemco-100/
This is a COTS product with 4 different vendors.
Commscope, Primus, Wesco, Tessco, Talley are some companies that sell it COTS 13 S100-93371-01 S100-93365-01
| S100-93366-01 | As previously asked, depending upon any assembly that may be required for the Hardware Kits, can the metal piping requested (S100-93371-01, 93365-01, and 93366-01) be shipped on pallets separately from the other components within each kit? Or is it preferable to have all of the components, including the piping, included in a single box? | It is the desire of the government to have the least number of parcels to deliver each enclosure and mounting hardware kit. If all components can all easily fit into a single container then that is ideal but may not be practical. At a maximum, a single parcel with the enclosure and all hardware with the exception of S100-93371-01, 93365-01, and 93366-01 can be delivered. In this case, parts S100-93371-01, 93365-01, and 93366-01 shall be bundled together as one unit and then can be palletized/boxed for delivery. Breaking the Enclosure and hardware down further into additional component/parcel deliveries is not acceptable. | ||
| 14 | Delivery | Can the Power Supplies and Hardware Kits be delivered independent of each other? Does NOAA desire to have all power supplies and hardware kits that are ordered delivered as quickly as possible, or spread out through the time remaining in each ordering period? | It is the desire of the government to have the least number of parcels to deliver each enclosure and mounting hardware kit. If it can all easily fit into a single container then that is ideal but may not be practical. At a maximum, a single parcel with the enclosure and all hardware with the exception of S100-93371-01, 93365-01, and 93366-01 can be delivered. Parts S100-93371-01, 93365-01, and 93366-01 shall be bundled together as one unit and then can be palletized/boxes for delivery. Breaking the Enclosure and hardware down into additional component/parcel deliveries is not acceptable. |
The government desires delivery of these items in the most expedient, efficient and cost effective manner to receive half of the initial delivery order within six months and the remaining half delivered within nine months of order placement.
| 15 | Bill of Materials | The Bill of Materials (BOM) for the Power Enclosure (Identifying Number: PL-S100-43030-10) includes the BOM for the Mounting Hardware (S100-43033-10). Wanted to confirm that the mounting hardware should not be included in the Power Enclosure pricing, and then separately again in mounting pricing. | Temperature Relative Humidity (TRH) Power Supply Enclosure (1,350 units) and Temperature Relative Humidity (TRH) Mounting Hardware Kits (1,220 units) shall be priced seperatly. Reference Attachment III - Schedule B pricing. |
| 16 | Testing requirements | Should Contractors bid assuming a contract manufacturing approach where the Government owns the design, and no testing on the design itself is required by the contractor (to meet compliance or proving the completed units to a set of standards)? If this is not the intended approach, additional clarity from The Government is needed on the testing standard requirements. | The government will provide factory acceptance testing procedures and some FOMs to allow for testing post award. |
| 17 | Testing requirements | Note 8 on Drawing number S100-43030 mentions that after assembly the enclosure should be tested "PER S100-33927 TEST PROCEDURE, ENCLOSURE". If the Contractor is required to perform this test can the Government please provide the procedure document? | The government will provide factory acceptance testing procedures and some FOMs to allow for testing post award. |
| 18 | Label Requirements | Can the Government confirm if there are any specifications that are applicable to the label that must be applied to the power enclosure? | The label is part of the enclosure part number ordered from polycase already. That is a custom part with all labeling and holes completed. See Item#2 above for more information |
| 19 | Packaging | Are there any specific requests, or requirements, regarding the packaging of the Hardware Kits? Should there be a certain amount of assembly of the various hardware components or just include the specific components in each kit? | See item # 13/14 above. The electronics enclosure should be fully assembeled and ready for installation. Preassembly of hardware is not required. The specific components should be delivered as outlined in question 14. |
| 20 | Multiple Submissions | Is it possible for a Contractor to submit more than one submission? To allow for a submission that provides an alternative cost for an equivalent solution. | Correct, a contractor can submit more than one submission. The government will accept multiple proposals with alternative solutions from any vendor that wishes to do so. Additionally, if any vendor is proposing a solution that meets the requirements of the government's design, they must submit a proposal for the government's design regardless. This will permit a comparative evaluation between the two proposals to arrive at a quantifiable differences between the two. |
| 21 | Deadline Extension Request | We would like to request an extension to the current submission deadline from Aug 15 to Aug 25th. To provide sufficient time to address and incorporate both the responses to submitted questions and technical review of the requested specifications. The additional time will an ensure the most technically compliant and cost-effective solution is put forth to the Government. | The government will extend the proposal response date for this solicitation from August 15, 2023 at 12:00 PM |
