Preventative Maintenance
I. Purpose One of the primary missions of the National Weather Service’s (NWS) Sterling Field Support Center (SFSC) is the testing and evaluation of meteorological sensors and related equipment.
The SFSC has an extensive testing laboratory equipped to test items under a variety of simulated environmental conditions.
The National Weather Service is seeking a contractor to perform annual preventive maintenance to keep this equipment running at maximum efficiency. During the performance of the annual preventative maintenance, a corrective maintenance action may be required to maintain full operation.
II. Additional Work Outside the Statement of Work NWS understands that other issues may be discovered during the annual preventative maintenance. Additional repairs or parts shall be addressed separately. Contractors shall not perform work outside the scope of the annual preventative maintenance without approval from a Contracting Officer if above $2,500.00 or the Government Contact Point for under $2,500.00.
III. Period and Place of Performance These tasks shall be performed 60 days from date of award and shall reoccur every 12 months. Place of Performance: National Weather Service, 43741 Weather Service Rd., Sterling, VA.
Certification Deliverable Timeline
Base Award +60 days
Option-1 + 12 mo.
Option-2 + 12 mo.
Option-3 + 12 mo.
Option-4 + 12 mo.
Scheduling: The contractor shall contact the Government Contact Point (GCP) 30 calendar days prior to performing tasks to schedule a date for the preventative maintenance. Hours of performance shall fall within 8:00 AM to 4:30 PM Monday through Friday, excluding Federal holidays and weekends. If the contractor is a no-show on the scheduled date, the contractor shall ensure preventative maintenance is completed within 10 working days of the originally scheduled date in coordination with the Government Contact Point.

IV. Annual Preventative Maintenance Requirements The contractor shall provide all labor, parts, materials, tools, and services required perform annual preventative maintenance on the environmental chambers listed below.
1. ‘Silver’ Tenney Environmental Chamber (WITR, s/n 27800): operated with Synergy Controller
2. ‘Blue’ Tenney Environmental Chamber (WITR-7.65, s/n 21964): operated with Synergy Controller
3. BTRC Tenney Environmental Chamber (BTRC, s/n 26887-09): operated with Synergy Controller
4. Bemco Salt Fog Chamber (SS-30(F), s/n 2309)
5. Thermotron Altitude Chamber (FA64CH3030RAC, s/n 43570)
The annual preventative maintenance of each of the systems shall include:
1. Run the chamber through its entire operational range to check the operation of all functions after the completion of all preventative maintenance.
2. Check the refrigerant system for leaks and the operation of the safety switches.
Verify the various refrigeration pressure readings, including oil pressures, on both the high and low stage meet the manufacturer’s specifications. Record these values for inclusion in a Preventative Maintenance Report. Recharge the refrigerant for each system based on readings taken during preventative maintenance when necessary.
3. Measure voltage and amperage readings where required. Inspect all electrical connections and tighten if needed. Record all voltage and amperage readings.
4. Clean the air-cooled condensers units.
5. Clean out the steam generator and humidity systems components. Record the heater resistance values on the steam generator heater elements.
6. Inspect all solenoid valves and record the findings.
7. Inspect door seal integrity and record findings.
8. Check the calibration of the chamber’s reference sensors (temperature, humidity, pressure) and adjust the output if necessary. The service technician shall use calibration instruments that are traceable through N.I.S.T. (National Institute of Standards and Technology). The Government may request copies of calibration certificates for the equipment used.
9. Attach a calibration sticker (near the system controller) showing the date of the calibration; the next calibration due date; and the name of the technician who performed the calibration.

Additional Maintenance Required for Specific Chambers:
The table below includes required additional maintenance that shall be performed as part of the annual preventative maintenance for specific chambers.
Chamber Type Chamber Specific Maintenance Items
Silver Tenney Environmental Chamber Check the operation of the desiccant dryer system and clean the air filters
Thermotron Altitude Chamber Clean the air-cooled condensers units
Change the vacuum pump oil, check the operation of the vacuum pump, and record the amperage values when running
Check the oil level in the circulating fan bearings and add oil if required
Check the function of the dive valve and adjust if necessary
Bemco Salt Fog Chamber Clean out the air saturator, spray tower, and solution atomizing devices
At the completion of all preventative maintenance, the contractor shall run each chamber through a short pre-programed profile for the equipment’s entire operational range to verify that the stability continues to meet the following parameters:
1. Blue Tenney Environmental Chamber (WITR-7.65, s/n 21964)L: ±1°C & ±5% at steady state conditions
2. Silver Tenney Environmental Chamber (WITR, s/n 27800): ±1°C & ±5% at steady state conditions
3. BTRC Tenney Environmental Chamber (BTRC, s/n 26887-09): ±1°C & ±5% at steady state conditions
4. Thermotron Altitude Chamber (FA64CH3030RAC, s/n 43570):
a. ± 1.1 °C for pressures greater than 100 hPa
b. ± 2.0 °C for pressures less than 100 hPa
c. ± 2.66 hPa (better at constant temperatures and pressure)
After the contractor has completed the final check for all annual preventative maintenance, the contractor shall provide a Preventative Maintenance Report for each piece of equipment serviced. This report shall list the maintenance activities performed, present system parameter measurements, and describe any recommended improvements or repairs. The report shall also include Certificates of Calibration that identifies the chamber’s model number, serial number, sensor types, and the actual readings at zero and span prior to the calibration. This report shall be delivered via email to the Government Contact Point within 10 business days following the annual preventative maintenance.
