Questions and Answers Solicitation 1305M2-21-Q-00644, Amendment 0001
Vendor Question 1 Page 7 of 22 (of the Statement of Work) states contractor shall furnish all vehicles, vessels, equipment, tools, materials, and supplies necessary to perform the tasks specified in this SOW. Additionally, page 19 of 22 details consumables such as cleaning materials and supplies, lubricants, glues, sealants, adhesives, caulks, cleaners, wire ties, wire connectors, fuses, light bulbs, electrical wire, misc. screws and fasteners. (Note, screws and fasteners can be broad and costly.) Are these items out of pocket to the contractor or will the contractor be reimbursed for these items if receipts are provided?
Government Responses to Vendor Question 1 Standard items such as cleaning materials and supplies, lubricants, glues, sealants, adhesives, caulks, cleaners, wire ties, wire connectors, fuses, light bulbs, electrical wire, misc. screws and fasteners (emphasis on miscellaneous) would be out of pocket to the contractor as these are simply the cost of operational expenses. When we require specific hardware for repairs or installation we will supply these to the contractor.
Vendor Question 2 Additional items required for the contractor to provide are on page 19 of 22 (of the Statement of Work) which include all 316L stainless steel replacement fasteners, brackets, and clamps, marine quality treated lumber, and PVC or metallic conduit. Again, brackets, clamps, etc. are broad terms that could be specialized parts. Are these items out of pocket to the contractor or will the contractor be reimbursed for these items if receipts are provided?
Government Responses to Vendor Question 2 Same answer as number 1. If we require specific hardware for repairs or installation we will supply these to the contractor.
Vendor Question 3 Page 8 of 22 (of the Statement of Work) mentions the Pre-trip meeting and a least seven meetings that the contractor shall request and participate in. Is this a typo referred to seven days? Are the seven meetings mandatory?
Government Responses to Vendor Question 3 This is a typographical error and should read: “The Contractor shall request, and participate in, a Pre-Trip Meeting with the COR and TR at least seven (7) days prior to the beginning of the field trip for each visit.” YES, these meetings are mandatory.
Vendor Question 4 Page 11 of 22 (of the Statement of Work) notes in the deliverables that a monthly report is required by the 10th of each month. Is this necessary if no service or maintenance was required during particular month? Would the eSite, maintenance, and real-time reports suffice?
Government Responses to Vendor Question 4 If there is no maintenance in a given month, a response in the TOMIS entry for that month’s report stating that no maintenance was performed, will suffice.
Vendor Question 5 Page 17 and 18 of 22 (of the Statement of Work) states the items that the government will furnish on an “as needed” basis. Will the contractor receive any of the government furnished property ahead as a standard to keep in stock? YES (a spares kit will be supplied to the Contractor). If so, will the contractor be required to provide a monthly inventory account as stated on page?
Government Responses to Vendor Question 5
YES.
Vendor Question 6 The price sheet details “base year, option year one, option year two, and option year three.” With the uncertain world economy, do the optional years need to be priced out now or can this information be provided at the end of the base year?
Government Responses to Vendor Question 6 Option years must be priced within the response to the solicitation.
Vendor Question 7 The solicitation refers to various software. Will all the necessary software be provided free of charge?
Government Responses to Vendor Question 7
YES.
Vendor Question 8 The second to last paragraph on page 9 of 22 (of the Statement of Work) discusses replacing batteries, solar panels, I-beams, sleds, etc. Please confirm all the items listed in the paragraph will be provided to contractor.
Government Responses to Vendor Question 8.
Yes, these items will be provided to Contractor, if required for a repair.
Vendor Question 9 The solicitation refers to the TOMIS several times. Will training be provided?
Government Responses to Vendor Question 9
YES.
Vendor Question 10 Is there any costs associated with TOMIS training?
Government Responses to Vendor Question 10
NO.
Vendor Question 11 The rate sheet description line items details buoy mounted current meter but where is the line item for the semi-annual maintenance checks for station locations listed in Appendix A?
Government Responses to Vendor Question 11 Only the buoy mounted systems have semi-annual maintenance. All other stations are unscheduled maintenance only (e.g. as-needed). In other words, please note that the unscheduled maintenance is not guaranteed.
