1 INTRODUCTION
The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS), operates water level stations in Lake Charles, LA, and its connecting channels as part of the Physical Oceanographic Real Times System (PORTS®) and National Water Level Observation Network (NWLON). The CO-OPS Field Operations Division (FOD) operates and maintains these stations, which provide data for water resource management and safe navigation. The data are used by federal, state, and local entities, private engineers and surveyors for hydrographic surveys, regulation, forecasting, construction and maintenance activities, as well as many other environmental applications.
This SOW describes the operation and maintenance (O&M) activities for the 8 stations listed in Appendix A.
The Contractor that is selected to conduct maintenance on the Lake Charles PORTS stations listed in Appendix A must have expertise in the technology implemented, including acoustic and microwave radar water level sensors, pressure sensors, current measurement sensors, meteorological sensors, water temperature sensors, satellite data telemetry systems, and data acquisition and dissemination systems.
The Contractor must also have experience with electronic test equipment, troubleshooting at the component level, use of personal computers and relevant software. The Contractor must be able to respond to station outages within 24 hours once emergency repair is authorized and equipment is received.
2 MAINTENANCE DEFINITIONS and PERFORMANCE MANAGEMENT
Two types of station maintenance visits are covered by this SOW:
● Semi-Annual Vessel Support – Activities performed on a semi-annual basis at offshore current measurement stations to maintain system integrity. These are specified in Section 5.2 Sub Task 1 Semi-Annual Vessel Support
● Unscheduled Repair – Activities undertaken as needed to restore operational status of station components. These activities are described in Section 5.3 Sub Task 2 Unscheduled Repair of Water Level/Met, Air Gap, or Current Measurement Stations.
The Contractor shall comply with all applicable state and Federal safety and health standards and regulations applicable to this work, including, but not limited to, the Occupational Safety and Health Act, 29 U.S.C § 651 et seq. When the Contractor relies on subcontractors in executing this work, the Contractor has sole responsibility for ensuring the subcontractors are qualified, appropriately trained and outfitted, and that the subcontractors comply with all applicable safety and health standards and regulations.
The Contractor shall adhere to the delivery schedule for Semi-Annual Vessel Support and Unscheduled Repair deliverables specified in this SOW, and as confirmed during the Contract Kick-Off Meeting. The
NOAA NOS/CO-OPS Page 5 of 22 time frame for Unscheduled Repair is agreed upon when a resource estimate for the specific activity is accepted by the Government. Any changes or modifications to the schedule for any type of maintenance visit or deliverable must be reviewed and agreed to in advance by the Government. Late deliverables are a reflection on performance and may serve as the basis of non-award for future tasks based on past performance.
If a station experiences an equipment failure within three (3) calendar days immediately following any type of Contractor maintenance visit, and this failure is attributed to the Contractor’s performance, the Contractor shall be responsible for returning to the station and remedying the issue at the Contractor’s expense.
3 ENVIRONMENTAL COMPLIANCE BEST MANAGEMENT PRACTICES (EC-BMP)
In order to minimize potential environmental impacts under this Contract/Task Order, the Contractor shall implement the following CO-OPS Environmental Compliance Best Management Practices (BMPs) for all fieldwork:
● If the work requires use of a vessel, the Contractor shall use a designated lookout to spot marine mammals and endangered species and maintain safe distances from them while the vessel is underway to avoid harassing or harming the species. The Contractor shall:
○ Stop the vessel if a marine mammal or endangered species is within 100 meters, and resume once it has departed;
○ All in-water work shall be postponed or halted when marine mammals or endangered species are within 45 meters of the proposed work area, and shall only resume after the animals have voluntarily departed the area. If marine mammals or endangered species are noticed within 45 meters of the proposed work area after work has already begun, that work may continue only if the activity does not adversely affect the animal(s). For example, divers performing surveys or underwater work would likely be permissible, whereas operation of heavy equipment is likely not.
○ If the work is going to be delayed by more than 1 hour due to marine mammal or endangered species presence within 100 m of the work area, the contractor should contact the COR and request additional time.
● If the work requires diving, the Contractor shall ensure that divers are certified under the OSHA safety standards and requirements to minimize any potential damage to the diver and surrounding environment.
● In order to prevent the spread of invasive species (for example zebra mussels in the Great Lakes region, Harmful Algal Blooms and pathogens in the water), the Contractor shall:
○ Sterilize gear and tools appropriate to the specific location and situation (for example, only a freshwater rinse is needed if working within the same geographic/watershed boundaries. If traveling to environmentally sensitive areas, sterilize appropriate gear with a mild bleach solution); and
NOAA NOS/CO-OPS Page 6 of 22
○ Use recommended sterilization solvent for sensitive materials (for example, Enviroguard 64 Broad Spectrum Disinfectant.)
● When using spray, sealant, degreaser, SimpleGreen®, or similar substances, the Contractor shall place paper towels or other disposable absorbent material under the work area when using these substances close to the marine environment to prevent spills.
● The Contractor shall safely remove and dispose of potential toxic substances, including, but not limited to, the following:
a) desiccant from DCP box
b) batteries
c) old plastic zip ties
d) hazardous waste
● The Contractor shall complete and submit the CO-OPS Environmental Compliance Best Management Practices (BMPs) Table as listed in Appendix B along with all other required station documentation.
4 OBSERVING SYSTEM COMPONENTS
The following sensors are components of NOS standard observing systems in Lake Charles PORTS.
Appendix A provides information about the sensors installed at each of the Lake Charles PORTS stations covered by this SOW. CO-OPS’ mention and use of particular systems does not constitute an endorsement of these systems or their manufacturers, nor does it indicate disapproval of other manufacturers’ systems.
