About this file
This document contains an amendment to a solicitation for radio frequency surveys and analysis services. The National Oceanic and Atmospheric Administration requires a contractor to complete radio frequency surveys of 64 sites in the 403 MHz band and adjacent frequencies to document the electromagnetic environment and risks to radiosonde systems. Surveys must occur 4-6 months before planned installations and reports delivered within two weeks of completion. The solicitation extends the response deadline to December 10, 2019 and provides responses to vendor questions for clarification, such as confirming two to three days per site are needed, surveys must begin before operational testing, and badging is not required. Travel and equipment are included in the firm-fixed price.

1) Solicitation Amendment P20001 is issued to extend the response date to December 10, 2019 at 5:00 pm Eastern Time, update the Combined Synopsis/Solicitation and Statement of Work (SOW) as a result of vendor questions, and provide government responses to questions submitted by interested vendors.
a. Vendor Question: Please confirm that response to the Technical Capability, Past Performance, and Price factors should be submitted as three separate volumes.
i. Government Response: Yes, Technical Capability, Past Performance, and Price factors should be submitted as three separate volumes.
b. Vendor Question: Please confirm that the ten (10) page limit for the Technical Capability Volume response does not include Cover page, TOC, and/or list of Acronyms/Glossary.
i. Government Response: No, the cover page, Table of Contents, and/or list of Acronyms/Glossary are not included in the page limit.
c. Vendor Question: Please confirm that the six (6) page limit for the Past Performance Volume response does not include Cover page, TOC, and/or list of Acronyms/Glossary.
i. Government Response: No, the cover page, Table of Contents, and/or list of Acronyms/Glossary are not included in the page limit.
d. Vendor Question: Can the Government please clarify what sort of information it intends to be addressed in the first bullet, “Radio Frequency expertise” and the third bullet, “experience providing Radio Frequency surveys?” Is the first bullet meant to address a broader corporate capability vs. the third bullet, which might address experience related to physically performing the survey itself?
i. Government Response: Yes, “Radio Frequency expertise” refers to capability and knowledge of RF.
“Experience providing Radio Frequency surveys” refers to physically performing the survey itself.
e. Vendor Question: Please clarify how many site surveys are required?
i. Government Response: 64 site surveys are required.
f. Vendor Question: For planning and pricing purposes, can the Government please estimate the maximum (or average) number of days the Quoter may need to spend at any one site, given the assessment requirement minimum period of 24 hours covering the most active RF period of the week as determined by the federal task manager, especially since this information cannot be known prior to award.
i. Government Response: An estimated 2-3 days per site would be necessary including travel time, setup time, etc.
g. Vendor Question: How soon after award and prior to our furnishing of the pre-survey item deliverables may the
Quoter expect to receive point of contact (POC) information for all the local offices (sites)?
i. Government Response: The quoter can expect POC information within three business days of Contract award.
h. Vendor Question: Please advise if the Quoter should provide a completed copy of 52.212.3 as part of the Price volume or simply as a separate attachment along with the other three required Volumes?
i. Government Response: A completed copy of 52.212.3 can be included as part of the Price volume.
i. Vendor Question: Will the Government confirm if the associated Past Performance Information Forms and CPARS/Past Performance Questionnaires count towards the six (6) page allowance for this volume?
i. Government Response: The Past Performance Information Forms count towards the page allowance, but the Past Performance Questionnaires submitted by the past performance points of contact will not.
j. Vendor Question: Would the Government confirm if past performance citations are permitted from
Subcontractors as well as the Prime?
i. Government Response: Yes, past performance citations are permitted from Subcontractors as well as the
Prime.

k. Vendor Question: Will the Government confirm whether this NTE amount is inclusive of travel and equipment for the surveys needed to accomplish the scope of work?
i. Government Response: The NTE amount is inclusive of travel and other direct costs, such as equipment, needed to accomplish the scope of work.
l. Vendor Question: Instructions state that, “The quoter shall demonstrate…Infrastructure to support the travel required in the SOW”. Our assumption is that this refers to an offeror/quoter’s capability to manage and process the required amount of travel for the team to accomplish the scope of work. Will the Government confirm if this assumption is correct?
i. Government Response: Yes, this is correct.
m. Vendor Question: Will the Government confirm how far ahead of the planned installation date can a survey be performed? (our assumption is that there are downsides to performing a survey too far in advance of the installation. The risk the RF environment surveyed is no longer representative of the RF environment at the time of installation increases as the time gap increases.)
i. Government Response: Survey execution is to occur 4-6 months prior to planned installation.
n. Will the Government confirm how close to the planned installation date a survey report can be delivered?
i. Government Response: The survey report must be delivered within two weeks post survey, to give the government sufficient time to resolve noted RFI issues.
o. Will the Government confirm if the full deployment site surveys can be performed prior to formal completion of RFMP OT&E and the CCB (full fielding) decision?
i. Government Response: Site surveys must begin before OT&E begins.
p. Vendor Question: Will the Government please confirm which period of performance?
i. Government Response: April 1st, 2020 through December 31st, 2021.
q. Vendor Question: Will the Government confirm if the team can work remotely to support RFMP Radio
Frequency Survey and Analysis scope of work requirements?
i. Government Response: The Vendor will need to travel for the post Contract kick-off meeting and to all
64 sites in the performance of this requirement.
r. Vendor Question: Will the Government confirm if NOAA badging for the staff is a requirement for this solicitation?
i. Government Response: No badging is required.
s. Vendor Question: If there is a delay in the NWS approval process for a specific site which could cause schedule slips in the overall master schedule, given that this is an FFP contract, will the Government confirm that there will be assumptions made that overall schedule progress and completion is based on timely approvals from NWS?
i. Government Response: Correct.
t. Vendor Question: Will the Government please confirm if the MROS contract award will influence the RFMP Radio Frequency Survey and Analysis schedule?
i. Government Response: The MROS contract award mutually exclusive to the RF surveys.
2) Except for the changes made herein all other terms, conditions and provisions of the solicitation remain unchanged and in full force and effect.
