Question 4.) Has the government (NOAA) already purchased the EOT as stated in the SOW from Prime Mover Controls?

Answer 4.) NOAA has the EOT in its facilities. Section 3.8 The EOT units at the

Machinery Control Station, Pilothouse Starboard, and at the local control station shall be removed and replaced by new (Prime Mover Controls (PMC) EOT system being provided as GFE by NOAA.

EMS can and does supply EOT and POT.

Question 5.) For ABS testing, the SOW section 5.1 mentions that ABS fees are to be paid by

NOAA. Later in Section 9, it is written that the contractor is responsible for acquiring the services of the regulatory bodies. Section 9 is for the schedule and NOAA will pay for the services.

Answer 5.) Correct.

Question 6.) Confirm that the CLIN0001 Engineering design, software, documentation and

ABS approvals. No hardware included?

Answer 6.) Hardware is required. Please see section 4.4 “The Contractor shall design and furnish the CMCS Replacement System as a complete system and shall be responsible for design, selection, assembly, programming, ABS certification, shipboard installation, testing, commissioning, and supportability of all components comprising the CMCS.”

Question 7.) Confirm CLIN 1001 cost include supply and cost of material and installation.

Answer 7.) CLIN 1001 is to include the supply and cost of material and installation.

Question 8.) It may be assumed the spec. is very heavily written around the Allen Bradley product? Is this the only considered manufacturer or will others be acceptable?

Answer 8.) The equipment must be widely accepted throughout the marine industry and meets or exceeds what is stated in the SOW Section 3.1. “...The PLCs shall have a history of supportability greater than 20 years. The PLC make and model shall be supportable for 10 years after it is installed on the vessel…”.

Question 9.) Could Sect 3.1 read “manufactured in US or its allies”

Answer 9.) This section has been amended to remove “manufactured in US”. However, FAR Clause 52.225-1, Buy American-Supplies applies to this contract.

Question 10.) The spec. states the new CMCS must be manufactured in the US. How much of the CMCS needs to be produced-assembled or designed in the US? Is this “Buy America”

Answer 10.) Yes, this is “Buy America”. FAR 52.225-1(a) defines a Domestic end product as –

(1) An unmanufactured end product mined or produced in the United States;

(2) An end product manufactured in the United States, if-

(i) The cost of its components mined, produced, or manufactured in the United

States exceeds 50 percent of the cost of all its components. Components of foreign origin of the same class or kind as those that the agency determines are not mined, produced, or manufactured in sufficient and reasonably available commercial quantities of a satisfactory quality are treated as domestic. Scrap generated, collected, and prepared for processing in the United States is considered domestic; or

(ii) The end product is a COTS item.

End product means those articles, materials, and supplies to be acquired under the contract for public use.

Foreign end product means an end product other than a domestic end product.

United States means the 50 States, the District of Columbia, and outlying areas.

Question 11.) The spec. Implies that a failure of any module will not impact CMCS and modules can be hot replaceable. (3.1 pg9). I do not see a requirement for redundant sensors and

I/O points so is the failure only referring to the CPU’s or power supplies?

Answer 11.) NOAA has local sensors, gauges, thermometers, etc, as required by ABS.

Nevertheless, ABS rules for the system still need to be met.

Question 12.) There is a datalogger in the MCS but what data is it collecting?

Answer 12.) See paragraph 3.18.6 for data logging requirements.

Question 13.) Where is the location of the current UPS and is this where the new UPS will be?

Answer 13.) Multiple dedicated small UPS power sources.

Question 14.) What is the capacity of the current UPS?

Answer 14.) No central UPS is currently being utilized. The existing CMCS 24VDC Power

Supply Unit shall be removed and replaced with a new CMCS UPS and redundant 24 VDC

Power Supplies as detailed in Section 3.6.

Question 15.) The new CMCS requires logging of the sensor and alarm data for later retrieval, but how long should the data be kept?

Answer 15.) This is dictated by ABS requirements. See additional requirements in section

3.18.6.

Question 16.) Are we to assume that the EOT & throttle design are not part of our supply of design. Please confirm?

Answer 16.) Currently two pairs of Engine Order Telegraph (EOTs) units exist on the ship. One pair connects the Pilothouse Starboard Console to the MCS Console. The second pair allows the MCS Console to send orders directly to the engine room. These four EOT units will be removed and replaced with three 8202 series units manufactured by Prime

Mover Controls Inc. (PMC). These three units will all be interconnected thus eliminating the need for two EOT units in the MCS Console. This EOT unit will be GFE but the

Contractor will be required to integrate this system into the new CMCS. Section 3.8 The

EOT units at the Machinery Control Station, Pilothouse Starboard, and at the local control station shall be removed and replaced by new (Prime Mover Controls (PMC) EOT system being provided as GFE by NOAA. The existing Mathers Throttle Control Units at the

Machinery Control Station and Pilothouse Starboard Consoles shall be retained and re-installed in the new MCS face panels. Additional details are provided in Section 3.12.

Question 17.) Do all operator interface panels need to be 19” or larger?

Answer 17.) “HMI display may be either LCD or LED and shall be a minimum of 19-inch viewable image size.”

Question 18.) Please confirm that the expectation is to re-use existing enclosures.

Answer 18.) Please see paragraph 3.2 which reads “The Machinery Control Station (MCS)

Console enclosure shall be retained and re-purposed for the new CMCS components.” in addition on page 11 “The TLI enclosure located to the right of the MCS console... shall be retained and reused”.

Paragraph 3.3. reads “The Pilothouse Starboard Console which includes CMCS equipment is being re-designed by another Contractor as part of this overall Technology Refresh program”

Question 19.) No copies of the GFI technical manuals found in bid documents, stated in section

9.4.2 (page 42)

Answer 19.) Technical manuals to be provided with Amendment 0003.

Question 20.) Software will/ will not be using ladder logic as stated in section 3.18.1 (pg 19), will this be an issue?

Answer 20.) Existing system states: “Automatic shutdown of the Main and Auxiliary

Propulsion Engines are accomplished with SLC-150 and SLC-100 Programmable Logic

Controllers (PLC). The programs for the PLCs are standard ladder logic programs stored on an EPROM.”
