Uninhabitable Period Lodging FY20 Dry Dock/ Dockside Repair Package NOAA Ship Gordon Gunter
Statement of Work
Introduction & Scope The NOAA Ship Gunter is a research vessel owned by the National Oceanic and Atmospheric Administration. The purpose of this Statement of Work (SOW) is to detail the Government requirements to provide temporary lodging during alongside repairs on the Gunter for up to 17 crew-members in single rooms while the ship is deemed uninhabitable. See attached estimated rooms by date.
The lack of certain systems while the ship is alongside during these repairs is the primary cause for the ship to be uninhabitable. The ship is responsible to provide suitable quarters for personnel living aboard, both Wage Marine and NOAA Corps. Hotel accommodations provide suitable accommodations according to union agreements when other NOAA ships are not available for berthing, as is the case.
Minimum Requirements
At a minimum, contractors shall include the following standards:
1. Properties need to be located no greater than 30-minutes commute time (driving) from 1616 Penny Street, Tampa, FL, 33605, the location of the repair contract. It is imperative that the crew be lodged in a safe environment.
2. Up to X17 single rooms with private bathrooms. Average expected occupancy is 14 rooms per day.
3. Flexible check-in/check-out during the estimated period of performance 14-November 2019 to 30 January 2020. As there are variable days and a variable number of rooms required during the estimated period of performance, vendor/contractor is to provide this flexibility at no additional cost to the government. However, the maximum number of rooms will not exceed 17 at any one time. The Government will only be charged for rooms actually occupied on a per day basis.
4. A microwave and refrigerator are required in each room.
5. On-site parking should be included in the rate. Charge rates at or below established Federal Government Max lodging per diem rate per night for your location. These rates can be found at:
http://www.gsa.gov/portal/category/100120
6. Guaranteed reservations for late arrival accommodations. Properties will accept mission critical early departures without additional costs or penalties of any kind. Ship’s crew may depart for leave, training, or temporary assignments to other ships. Rooms will be adjusted accordingly.
7. If contractor cannot honor a confirmed reservation, the contractor shall at its own expense, secure a guest room at another equivalent or better room. Transportation to and from the alternate property will be provided at no expense to the federal employee or the Government.
8. Properties shall be listed on the Federal Emergency Management Administration (FEMA) National Master List of certified hotels compliant with the 1990 Hotel and Motel Fire Safety Act (PL101-391) found at http://www.usfa.fema.gov/applications/hotel/
9. Properties shall be compliant with the Americans with Disabilities Act (ADA).
10. Properties shall maintain a minimum 2 star/diamond rating from either the American Automobile Association (AAA) or by an industry equivalent.
11. Property shall be clean, presentable and with a working heat / AC system, private showers, furniture, and TVs at the time of arrival.
12. Rooms shall be cleaned daily and provided with fresh linens and towels at least weekly.
13. Rates must exclude state and/or local taxes.
14. All hotel room discrepancies must be resolved within 24-hours.
Payment:
| Provide copies of all room billings by person with each submitted invoice for verification. |
| Send invoices to: “applicable parties” Provided at time of award. |
Contracting Officer:
The Contracting Officer is the sole person authorized to make or approve any changes in any of the requirements of this contract and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.
Coordination:
Close coordination is required with NOAA Ship Gordon Gunter personnel to ensure correct timelines, billings and last minute updates. All room assignments, check-ins and check-outs must be coordinated through the NOAA Ship’s Point-of-Contact (POC), not the Contracting Officer or Contracts Branch.
The POCs after award are as follows:
Primary: To be named at time of award
In case of emergency or unable to reach the above contact the Officer of the Day at: Given at Time of Award
