RESPONSE TO VENDOR(S) QUESTIONS

RFQ 1305M2-19-Q-NWWG-0331

AMENDMENT 0002

A. This amendment is issued to respond to the following question:

B. Question #1: The buoy seems to be hung up at 100ft, 90ft and 45ft before landing on the island itself. The buoy and chain both look to be in shallow water. Is it expected that the contractor will dive outwards of 90fsw or 100fsw to recover any mooring equipment that was left during each of those hang-ups? OSHA regulations require a chamber for diving operations at 100fsw.

Response: The mooring components to be recovered are all located in the shallow water near the shore. Specifically, the 75ft of 1" Open Link Chain and attached thimble which is described to be in 2-3ft of water. A follow up survey of the other areas by NOAA divers confirmed that there’s no mooring remnants at those other locations. There is a requirement to provide vessel and small boat support for the State of Hawaii to use their video class ROV (16" x 12" x 4") to conduct a damage assessment of the other areas mentioned.

C. The closing date remains unchanged, August 23, 2019, by 5:00 PM Eastern Time.

D. All other terms and conditions remain unchanged and in full effect.
