Attachment to Amendment A0003

The purpose of this Amendment is to address questions received in response to the Solicitation

The questions and answers are listed below.

Question 1a: “The Vendor will be required to store and track these items.” If awarded this contract, is there a requirement for recurring reconciliation of on hand Government Provided Material held at the vendor with NOAA records – if so, how often, and what is the expected format.

Answer 1a: No current plan for reconciliation; however, this can be discussed further after award. Vendor will confirm the number of units received and units used should be documented as used. Vendor will be responsible for all units received.

Question 1b: If present, how will discrepancies be between actual on hand at the Vendor and NOAA records be reconciled, and if there is a disagreement in the source of the discrepancy, what will the process be to reach agreement.

Answer 1b: Vendor will confirm the number of units received and units used should be documented as used. Vendor will be responsible for all units received. This too can be discussed further after award. Documentation and communication will be important in tracking inventory and reporting discrepancies.

Question 2: If a shipment of regulators is received with insufficient packaging, who is responsible for the costs of additional packaging material?

Answer 2: NOAA will supply additional packing material as needed.

Question 3: If a shipment of regulators is received with contents not matching container manifest, how is this to be identified, and what will the process be to adjust records to reflect actual equipment received?

Answer 3: The divers will include a form, similar to the shops standard regulator service form that they already use for the public. It will include a list of items with serial numbers to be serviced. The vendor should contact NOAA’s Point of Contact (POC) with any discrepancies.

Question 4: If a shipment of regulators is received with suspected shipment related damage, how is this to be identified, and documented?

Answer 4: Contract NOAA’s POC to discuss damage.

Question 5: Cleaning: If a regulator set requires additional cleaning/extra ordinary efforts to disassemble, due to end user not performing manufacturers recommended end user maintenance actions, how is this to be identified and additional labor charged?

Answer 5: This should be noted on service form. Extreme cases should be brought to NOAA’s POC’s attention so that proper care can be discussed with the Diver. However, this is not common. There will be no separate line item for labor. All anticipated costs should be built into the quoted unit prices and markup rates.

Question 6a: Pressure Gauges: Since pressure gauges are sealed units, is cleaning referring to the exterior body of the gauge?

Answer 6a: Yes, the exterior. Specifically removing any salt and corrosion from the attachments and ensuring the threads are clean and in good shape.

Question 6b: At what range of the pressure gauge scale does the >10% reading apply?

Answer 6b: The master gauge. A calibrated master gauge must be used when testing/comparing the gauges.

Question 6c: Are there specific points of the scale that are required to be tested?

Answer 6c: Depth gauges specific points are called out every 100ft.

Question 6d: If the gauge face is marred as such to limit the reading of the gauge, is this condition an acceptable rejection criterion?

Answer 6d: If the gauge cannot be read in the water, yes.

Question 6e: What is the maximum pressure that the pressure gauges are to be tested to?

Answer 6e: 3000 psi

Question 7a: Depth Gauges: Is the +3 ft error criteria applicable to the entire range of gauge measurements? If not, what range is the +3 ft value applicable to?

Answer 7a: Yes, thru the entire range.

Question 7b: What is the criteria for “discrepancies in time, temperature readings, etc”? e.g. is a 1 degree difference acceptable, but a greater than 5 degree difference considered failure criteria?

Answer 7b: All discrepancies in time and temperature to be noted on service form. Any discrepancy in dive time should be brought to the attention of NOAA’s POC. If warranted a replacement gauge with be supplied by NOAA dive Center.

Question 7c: Must checks of time and temperature be specifically identified in supporting documentation?

Answer 7c: No, unless there are discrepancies. In which case, they should be noted.

Question 8a: Post Service return criteria: If dirt/sand/and or corrosion is embedded in soft/plastic regulator parts (this occurs quite frequently at interface points of metal and plastic), and is not removed with standard cleaning, but does not normally impact the operation of the regulator, should the part be replaced? What will be the process to identify this so as to not cause a “return”?

Answer 8a: Contract NOAA’s POC to discuss damage.

Question 8b: If the container that the regulators are shipping in is contaminated/dirty, who is responsible for cleaning/replacing the container prior to return of cleaned/serviced regulators?

Answer 8b: If the container requires more than emptying out some excess sand contract NOAA’s POC to discuss damage.

Question 8c: Is normally wear and tear that does not impact the operation of the regulator considered replacement criteria? E.g. the front cover of the SS1 has printing on it, over time this printing wears off, if worn off, should the front cover be replaced?

Answer 8c: No - normal wear and tear is cause for replacement.

Question 9: Can you provide an example of the minimum amount of documentation expected to accompany serviced equipment and expected format? Can documentation data be handwritten (e.g. documentation form filled out by hand), or must all data/documentation be in the same general font and printed out? Is any electronic data/documentation required?

Answer 9: A sample regulator service that is currently used is attached. We will provide an update version for the vendor to use with each regulator. A copy will be included with the regulator (to the diver) and a copy to NOAA’s POC for each regulator serviced. Hand written is acceptable.
