Attachment to Amendment A0002
The purpose of the Amendment is to address questions received in response to the Solicitation.
The questions and answers are listed below.
Question 1: NDC will provide manufactures annual service kits, will NDC also be supplying the air spools for the pressure gauges?
Answer 1: Yes.
Question 2: The bid is expected to be awarded by August 23rd; do you have an estimate on the first batch of regulators?
Answer 2: Regulators could start arriving as soon as the first week of September.
Question 3: Can we assume the 7-10 day turnaround is business days?
Answer 3: Yes.
Question 4: Can we assume the 7-10 day turn is from when we call that the work is complete, not when the shipment is picked up from the currier?
Answer 4: Yes.
Question 5: If we are awarded the bid, will you be able to supply us with a dataset of serial numbers and past services done on the equipment?
Answer 5: Yes.
Question 6: The service technician needs to show annual proof of certifications, does the QAQC technician also need to show annual proof of certifications?
Answer 6: Yes.
Question 7a: Attachment 1 states, “Any additional required parts and/or repairs above the provided annual service parts kits will need to be communicated to the assigned Technical Point of Contact for evaluation and approval before proceeding with the replacement of additional parts and/or repairs. “Attachment 1 also states “All items received in a shipment must be serviced and returned together.” What is the average time it will take for approval?
Answer 7a: Approval will be same day.
Question 7b: Depending on approval time this may delay the 7-10 turnaround time.
Answer 7b: This is understood.
Question 8: Attachment 1 states, “After service, if a regulator is not functioning properly, or it is determined by NDC or the NOAA diver that the equipment is not in the best possible condition, it will be returned to the service facility for repair at no additional cost to NOAA, to include shipping costs to and from the vendor. Examples include but are not limited to: dirt, sand or corrosion left in or on the regulator, incorrect pressure settings; missing, incorrect, or improperly install parts; or failure to detect/replace faulty or damaged parts.” What is the timeframe NDC and the NOAA diver have to return the equipment after service for a “Redo/re-inspection”?
Answer 8: It will depend on the situation and would vary depending on if it were an obvious issue out of the box or a problem that doesn't show itself until the diver uses it.
Question 9: What breathing gases will these regulators be used with?
Answer 9: All regulators must be Nitrox compatible up to 40%
