14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

Amend Soliciation 1305M219QNCNL00295 as follows:

1. This amendment encompasses all changes made to this solititation during the Partial Government Shutdown (as shown on the attached pages) and Answers vendor submitted question(s).

2. The due date for quotes has been changed to February 11, 2019 at 5:00 p.m. Eastern Time.

3. Except for the changes made herewith, all other terms, conditions, and provisions remain unchanged

1. The due date for the submission of quotes has been changed from February 8, 2019 at 5:00 p.m. Eastern Time to February 11, 2019 at 5:00 p.m. Eastern Time.

2. Changes Paragraph 4 From -

The Government will award a Firm Fixed Price Contract based on the best value considering technical capability, past performance, and price.

Changes Paragraph 4 To –

The Government will award a Firm Fixed Price Contract based on the responsible offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA) offer.

3. Changes FAR 52.212-2, Evaluation – Commercial Items (Oct 2014) - (1) Technical (Pass/Fail) Changes From -

(1) Technical (Pass/Fail)

The Government will evaluate the offeror’s ability to provide the Trimble (TSC7) Ergonomic TSC7 Ergonomic controller and Pole Mount IAW attached statement of requirement. Offers that cannot specifically address their ability to provide the equipment IAW the statement of requirements or that do not submit a Technical Section with their offer may be rejected without further consideration.

Changes To -

(1) Technical (Pass/Fail)

The Government will evaluate the offeror’s ability to provide the service to create captions and transcripts to video content (mp4 files) Video Captions for 94 videos containing 3,847 minutes that will be posted on geodesy.noaa.gov to educate the public about geodesy, costal mapping and other National Geodetic Survey (NGS) activities. Offers that cannot specifically address their ability to provide the service IAW the statement of work or that do not submit a Technical Section with their offer may be rejected without further consideration.

4. Update the following clause dates:

FAR 52.212-1, Instructions to Offerors (Oct 2018) instead of (OCT 2018)

FAR 52.225-25, Prohibition on Contracting with Entities Engaging in Certain Activities or Transactions Relating to Iran—Representation and Certification (AUG 2018) instead of (OCT 2016)

5. The following vendor submitted questions and answers are provided.

1. Can companies from outside the United Sates apply for this solicitation (like India or Canada)? This procurement is a Total Small Business Set-Aside and as such must meet the requirements of FAR Clauses 52.219-6 and 52.219-28 which are a part of this solicitation. The Small Business Administration states that a Small Business must be physically located and operate in the United States (U.S.) or its territories. It further states that businesses outside the U.S. may still be counted as small if they have an operation in the U.S. that makes a significant contribution to the U.S. economy through payment of taxes or use of American products, materials, or labor.

2. Can tasks (related to the RFQ) be performed outside the United States (like India or Canada)? This procurement is a Total Small Business Set-Aside with FAR Clauses 52-219-6, 52.219-28 and 52.225-13 incorporated in the solicitation. Contractors submitting offers must meet the requirements of all clauses in the solicitation to be considered for award.

3. Can quotes be submitted via email? Yes, submit email quotes to Wendy.Culbreth@noaa.gov

4. Will an on-site meeting be required? No an on-site meeting is not required.

5. Is this a new requirement or has it ever been performed before? New requirement for Geodetic Services Division.

6. Is there an incumbent contractor currently performing these services? Geodetic Services Division has not contracted for this requirement in the past.

7. If there is an incumbent or if the service has been performed before please provide the contract number. New requirement.

8. For 508 Compliance, please confirm this requirement is only for captioning and does not include audio description or keyboard controls for sight-impaired. No captioning only, this requirement is for 508 compliance.

9. Regarding this sentence: NGS will also provide the accompanying slide decks (e.g. PowerPoint slides) that were used in the webinar to assist with "perfecting" the content because a lot of the words are technical in nature. Please confirm these PowerPoints are only for reference in ensuring transcript accuracy and the contractor is not expected to insert these PowerPoints into the final videos. We would like the slides to correlate with the transcripts but it’s not mandatory as long as they are time stamped and accurate.

10. Regarding this sentence: NGS will provide the unedited mp4 file with the video and audio recording. Is there is any video editing required to bring these programs into spec? If there is video editing, how do we budget for this? No, the videos are fine we just want time stamped transcripts in VRT format.

11. Is the CEA-608 caption format acceptable or are you looking or another format for captioning? No, this is not acceptable.

12. In addition to the creation of .SRT files, is "burning" the captions into the videos part of the scope? (As you may know, an .SRT file is a file that contains the captions for a video. It can be uploaded along with a video, on YouTube for example and the captions will appear during the timestamps specified in the .SRT file, if the video is viewed via the YouTube link. If the video is uploaded elsewhere, on a website, for example, those captions will not automatically appear when the video is viewed on the website [unless via a link to the YouTube video which pulls the captions from the .SRT file]. Hence we are asking if part of the request is to "burn" the captions into the videos so that they appear whenever and wherever the videos are played. The only downside to this is that the captions can then not be shut off). No, Burning is not a part of the scope.

13. Can you tell us the average duration and size of the video files to be captioned and transcribed, please? 60 Minutes Except as provided herein, all terms and conditions of the document referenced in item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.
