About this file

This is a Request for Quotation (RFQ) and Pre-solicitation Notice issued by the Naval Surface Warfare Center Carderock Division (NSWCCD) for a Lenel OnGuard physical security system upgrade. The acquisition is being conducted under simplified acquisition procedures pursuant to FAR 12.201-1(c)(2), with this announcement serving as the only solicitation and no separate written solicitation to be published. NSWCCD intends to award a brand name, minimum specifications only, firm fixed price purchase order on a FOB destination basis.

The requirement involves upgrading the existing ARD Lenel OnGuard system (system number 149064) from OnGuard 32ES (v7.6.382.52) to OnGuard PRO software with database segmentation capabilities. The system currently has 64 readers and approximately 500 cardholders. The contractor must provide personnel, tools, and equipment to perform comprehensive integration with LenelS2 physical security solutions, including four specific software upgrades: UPS-3264 (32ES to OnGuard ADV Software Upgrade), UPC-32ADV (OnGuard 32ES to OnGuard ADV), UPS-64PRO (OnGuard ADV to OnGuard PRO Software Upgrade), and SWG-1240 (Database Segmentation Software). The contractor must also configure database segmentation licensing to restrict system administration access to designated areas and establish segmentation on an existing Lenel board. Quotations are due by October 12, 2026, at 9:00 a.m. EST and must be submitted to lametria.r.smith.civ@us.navy.mil. Quote packages must include official company name, point of contact information, authorized Lenel reseller/distributor certification, delivery lead time, manufacturer specifications, and CAGE code number. All applicable freight and shipping charges must be incorporated into line items. Special qualifications require documentation of authorized Lenel distributor/reseller status, and all contractor personnel must be U.S. citizens subject to background checks at the ARD facility. Evaluation will be conducted on technical acceptability (pass/fail), past performance (via SPRS, SAM, FAPIIS), and price reasonableness, with award to the responsible quoter whose technically acceptable quote is most advantageous to the government. The NAICS code is 561621 (Security Systems Services except Locksmiths), business size standard is $25 million, and CMMC Level 1 certification is required.
