About this file

This is a Statement of Work (SOW) for troubleshooting and diagnostic services on an AVTRON Hydraulic Test Stand, Part Number H211, located at Assault Craft Unit FIVE (ACU-5) at MCB Camp Pendleton, California. The test stand is a critical maintenance asset used to pop test relief valves that regulate oil pressure on Landing Craft Air Cushion (LCAC) engines.

The contractor must provide a certified fluid power technician with specialized diagnostic tooling and technical supervision to perform comprehensive on-site troubleshooting and systems diagnostics on one inoperable H211 test stand. Technical tasks include initial system inspection of the chassis, structural welds, control panels, instrumentation, and electrical enclosures; hydraulic circuit diagnostics using specialized gauges and flow meters to test pressure lines, directional control valves, pumps, accumulators, and relief valve circuits; electrical and controls troubleshooting of the control system, power distribution, wiring harnesses, relays, and PLC components; and optional fluid sampling to check for contamination or degradation. The contractor must comply with NAVSEA S9086-C7-STM-010 Chapter 503, the AVTRON/HII manufacturer technical manual, and NAS 1638/ISO 4406 hydraulic fluid cleanliness standards.

The contractor must complete on-site diagnostics within five consecutive calendar days from mobilization and submit a Condition Found Report (CFR) within five business days of completion. The deliverable must include a root cause analysis of identified faults, an itemized parts list with OEM part numbers and quantities, and an estimated cost of repair including labor and material costs. The contractor must mobilize within five consecutive calendar days after contract award. All work is performed exclusively on-site at Donald Cook Road, MCB Camp Pendleton, CA 92055-5003. The government furnishes one inoperable H211 test stand and available Navy technical publications, maintenance logs, circuit diagrams, and wiring schematics. Contractor personnel must possess valid state-issued identification, proof of vehicle insurance and registration for Defense Biometric Identification System (DBIDS) base entry credentials. Only United States citizens or legally documented permanent residents are permitted on-site due to operational proximity to active LCAC maintenance bays.

STATEMENT OF WORK (SOW)

SUPPORT SERVICE FOR TROUBLESHOOTING AND DIAGNOSTICS OF

HYDRAULIC TEST STAND, PART NO. H211 FOR NAVY ASSAULT CRAFT

UNIT FIVE (ACU-5)

1.0 Purpose

Troubleshooting and diagnostic service support is required to identify mechanical, electrical, or fluid power faults and determine the exact replacement parts needed to repair the out-of-commission AVTRON Hydraulic Test Stand, Part Number: H211. This machine is a critical maintenance asset utilized by Assault Craft Unit FIVE (ACU-5) to pop test relief valves that regulate oil pressure on Landing Craft Air Cushion (LCAC) engines.

2.0 Scope

The Contractor shall provide a certified fluid power technician, all specialized diagnostic tooling, and technical supervision necessary to perform comprehensive troubleshooting and systems diagnostics on one (1) out-of-commission AVTRON Hydraulic Test Stand (Part No. H211). The primary objective is to pinpoint all failure modes, evaluate system integrity, and generate an itemized technical report detailing the corrective actions and replacement parts required to return the test stand to 100% operational certification.

3.0 Applicable Documents

The Contractor shall perform diagnostic services in reference to the latest revisions of the following baseline manuals and technical standards:

• NAVSEA S9086-C7-STM-010 – Chapter 503: Marine Gas Turbines and Air Cushion Vehicle Engineering

• Manufacturer Technical Manual (AVTRON/HII) – Hydraulic Test Stand H211 Operational, Troubleshooting & Maintenance Procedures

• NAS 1638 / ISO 4406 – Hydraulic Fluid Cleanliness Standards (for fluid sampling analysis, if required)

4.0 Technical Requirements & Tasks

The Contractor technician shall systematically execute the following diagnostic tasks on-site:

• Initial System Inspection: Conduct a visual assessment of the H211 test stand chassis, structural welds, control panels, instrumentation, and electrical enclosures for obvious signs of damage, wear, or fluid leakage.

• Hydraulic Circuit Diagnostics: Utilize specialized gauges and flow meters to test system pressure lines, directional control valves, pumps, accumulators, and safety relief valve circuits to identify internal bypasses or pressure drops.

• Electrical and Controls Troubleshooting: Inspect and test the electrical control system, power distribution, wiring harnesses, relays, and any built-in data acquisition or PLC components to identify open circuits, shorts, or faulty sensors.

• Fluid Sampling (Optional/As Required): Extract a hydraulic fluid sample from the reservoir to check for particulate contamination or fluid degradation that may indicate internal component scoring.

5.0 Government Furnished Property (GFP)

The Government will provide the following physical assets and data to the Contractor to service on this contract:

• One (1) inoperable AVTRON Hydraulic Test Stand (Part Number: H211, Serial Number:

[12].

• Available Navy technical publications, historical maintenance logs, circuit diagrams, and original wiring schematics.

6.0 Deliverables

The Contractor must submit a formal Condition Found Report (CFR) / Diagnostic Summary to the ACU-5 Technical Point of Contact (TPOC), Cuthbert Matthews, within five (5) business days following the completion of on-site troubleshooting. This deliverable must include:

• Root Cause Analysis: A detailed description of the identified faults causing the test stand to be out of commission.

• Itemized Parts List: A complete bill of materials listing original equipment manufacturer (OEM) part numbers, descriptions, and quantities required for repair.

• Estimated Cost of Repair (ECR): A labor and material cost estimate to execute the full repair and subsequent functional calibration.

7.0 Period and Place of Performance

• Mobilization Timeline: The Contractor shall mobilize and commence on-site troubleshooting operations within five (5) consecutive calendar days after the contract is awarded.

• Performance Window: The Contractor shall complete all on-site technical diagnostics within five (5) consecutive calendar days from the mobilization date.

• Location: All technical work shall be performed exclusively on-site at:

Assault Craft Unit FIVE (ACU-5) Donald Cook Road MCB Camp Pendleton, CA 92055-5003

8.0 Security and Base Access Requirements

• Contractor Access: The contractor shall comply with all Marine Corps Base (MCB) Camp Pendleton security, badging, and installation access requirements. Contractor personnel must possess valid state-issued identification, proof of vehicle insurance, and registration to obtain a Defense Biometric Identification System (DBIDS) credential for base entry.

• Foreign National Restrictions: Only United States citizens or legally documented permanent residents shall be permitted on-site to execute tasks under this contract due to the operational proximity to active Landing Craft Air Cushion (LCAC) maintenance bays.
