PERFORMANCE WORK STATEMENT (PWS)

FOOD SERVICE ATTENDANT SERVICES FOR USN DINING FACILITIES IN SAN DIEGO, CA

FOR

COMMANDER NAVY REGION SOUTHWEST

PART 1 GENERAL INFORMATION

1. GENERAL: This is a non-personnel services contract to provide Food Service Attendant Services for USN Dining Facilities located in San Diego, California in support of Commander Navy Region Southwest (CNRSW). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide personnel, transportation, supervision, and non-personal services necessary to perform Food Service Attendant Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: CNRSW operates five dining facilities (also known as general mess or galley) in Greater San Diego located at Naval Base San Diego (NBSD), Naval Air Station North Island (NASNI), Naval Submarine Base Point Loma (NSBPL), Naval Amphibious Base Coronado (NAB) and Harbor Drive Annex Naval Base Point Loma (HDA) Galley in accordance with NAVSUP P-486 Food Service Management.

Navy Greater San Diego galleys are "under the operational control of the Commanding Officer … of the shore activity who provides staffing and funding for that operation (NAVSUP P-486 – Food Service Management (JAN 2016), par. 1100).” This function is delegated to the Food Service Officers (FSO) – i.e. military officers or senior enlisted, assigned to each galley. Assigned FSOs are responsible for proper and efficient galley operation. FSOs sign and submit all financial returns, maintain all accountable documents, conduct inventory, maintain equipment, set Navy’s food and supply requirements, and authorize and procure food supplies. Day to day, FSOs establish the menus, ensure overall food preparation by Navy Culinary Specialists, and ensure proper storage of food. In form and fact, FSOs operate the galleys.

Under the P-486, there are four organizational branches in the general mess functions to include: Records, Food Preparation, Subsistence, and Mess Services branch. As CNRSW manning document does not provide enough billets to sustain efficient and effective operation of these dining facilities, contractual support is made necessary. Area identified that can be augmented by contractual support is the mess services branch.

1.3 Objective: The contractor shall provide Food Service Attendant services to augment Mess Services branch of CNRSW Metro San Diego Dining Facilities in support of its mission of providing wholesome and nutritious meals to military personnel in a clean, safe, and inviting environment.
