UNDERWATER DIVING SERVICES

TO INSTALL A FIBER OPTIC CABLE

AT THE ACOUSTIC RESEARCH DETACHMENT

1. DESCRIPTION OF SERVICES/INTRODUCTION

This procurement is for contracted underwater diver services to install cable into a submerged conduit at the Naval Surface Warfare Center, Carderock Division (NSWCCD), Acoustic Research Detachment (ARD) in Bayview, Idaho. ARD personnel are tasked with installing a fiber optic cable for the Intermediate Scale Measurement System (ISMS) acoustic range upgrade.

Cable installation is from the ISMS range center location in Lake Pend Oreille to the OUTPOST shore facility, a distance of approximately three miles. At the OUTPOST shore facility, the cable shall enter an existing cable protection system (CPS) and concrete vault (see Figure 1).

The CPS extends from the vault, located on shore and approximately 8-ft above mean high water (MHW), to a location approximately 180-ft from shore and in approximately 80-ft water depth (MHW). The CPS in-water section is called the cable protection assembly (CPA) and consists of PVC pipes located inside a steel box structure. Unused CPA PVC pipes are capped where the cable exits the pipes and extend along the lake bottom (see Figure 2). Diving services are required to clean and inspect the pipe area, remove the identified cap, and attach a cable pulling line to an existing line in the pipe. Additionally, a diver will be required to assist/monitor the cable as it is pulled into the pipe while maintaining communications with the Task Leader.

Figure 1: OUTPOST Facility Plan Layout

Figure 2: Lake Bottom CPA Opening

2. BACKGROUND

The ISMS Range is the primary Structural Acoustics Measurement facility for the US Navy. A critical COLUMBIA-Class research project will be tested on the ISMS Range in early FY21.

This project requires the fiber-optic cable to transfer data from the newly installed fiber-optic hydrophones on the test range to the shore facility. If this fiber-optic cable is not installed, and pulled into the underwater vault at 80' depth by underwater divers, this multi-million dollar test cannot be fully performed with subsequent impact on COLUMBIA-Class design decisions.

3. OBJECTIVE

The contract purpose is to procure underwater diver service to support installation of a new fiber optic cable in the ISMS OUTPOST shore facility existing cable protection system. For the dive, there shall be three wet divers per day and two workdays. Workdays many not necessary be consecutive and shall consist of 14-hours maximum. Workdays shall not include holidays or weekends. Government and contractor personnel shall determine weather delays in advance to preclude contractor unnecessary site travel.

3.1. The contractor shall provide at a minimum the following services:

The contractor shall provide a qualified dive team as outlined in 29 CFR 1910.401

Subpart T.

For the nature of this dive, it is required that the divers shall have continuous topside communication.

The dive team shall provide all required diving equipment to complete the task and it must be maintained in accordance with 29 CFR 1910.401 Subpart T.

The contractor shall develop and submit a dive plan for government review.

The dive team shall have underwater video recording capability and provide all video recording equipment.

3.2. The contractor shall accomplish the following tasks:

Submit a dive plan to be approved by NSWCCD Diving Officer prior to conducting diving operations.

Remove the cap from 4-inch diameter PVC pipe as shown in Figure 2.

Connect government supplied pulling line to existing line attached to cap.

Assist and monitor fiber cable entry in to conduit and during pulling effort.

Maintain continuous communication with the Task Leader, indication if pulling operations needs halted in order to clear debris or cable entanglement.

Clear debris or cable entanglement as necessary.

Provide brief dive summary document.

4.0 SPECIAL QUALIFICATIONS:

52.212-2 EVALUATION--COMMERCIAL ITEMS

(a) Basis for Award

The Government has determined that an award to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation will represent the best value to the Government. Quotes will be evaluated to determine the LPTA quote based on the following factors:

Factor 1 Price

Factor 2 Technical Capability/Approach

A quote must be rated "ACCEPTABLE" for each non-price factor to be eligible for award. An "UNACCEPTABLE" rating for any non-price factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.

The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

(b) Evaluation Factors

Factor 1: Price Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices by adding the total proposed price for all CLINS, including all options. Quotes will be ranked from lowest- to highest-priced.

Factor 2: Technical Capability The Government will evaluate the lowest priced Quoter for acceptability of Technical Capability. If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability, at which point evaluators will evaluate of the acceptability of that quoter’s Past Performance.

Technical Capability evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

1) Must meet all technical aspects of the Performance Work Statement attached.

2) Must be able to provide a clear concise dive plan that will fulfill the requirement.

PRICE

Quoters responding to this solicitation are advised that, prior to award, the government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

QUESTIONS: Any questions in relation to this solicitation shall be submitted to Vincent Giordano by email at vincent.a.giordano@navy.mil The cut-off date for questions is COB on 8/26/2020.

(d) Contract Award The Government shall email a written notice of award to the successful quoter. Once an authorized representative of the successful quoter has signed the award, a binding contract is formed; the signature represents that the Quoter accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Please notify the Government that the contract has been signed by returning the signed contract via mail or email within 7 days of receiving the award notice.

(1) [ ___ ] Are, [ ___ ] are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;

(2) [ ___ ] Have, [ ___ ] have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property; and

(3) [ ___ ] Are, [ ___ ] are not presently indicted for, or otherwise criminally or civilly charged by a Government entity with, commission of any of these offenses enumerated in paragraph (h)(2) of this clause; and

(4) [ ___ ] Have, [ ___ ] have not, within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,500 for which the liability remains unsatisfied.

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.

Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
