Questions

1. What detail needs to be looked at when cleaning and inspecting the pipe area?

1. What does (3 wet divers per day) mean? Only 1 diver will be in the water at a time but 2 divers need to be on standby? Will a total crew size of 4 be sufficient?

1. If the 2 days are not consecutive, will the days be planned in advance so we can schedule other work in between?

1. When is the work expected to take place?

1. You will be posting the Q&As to Beta.SAM.gov? Yes

1. How are we supposed to submit a clear and precise dive plan to fulfill the requirement without a site visit?

Answers

1. The area that has the pipe cap needs cleaned and inspected in order for them to remove the cap. There is no additional need to clean and inspect beyond that. It is circled in figure 2 and labeled, "Conduit for new FO Cable."

2. It is up to them to determine the dive team; usually it would be one diver, one standby, a tender, and a supervisor. I would think that 4 would be acceptable, some of the positions can be interchangeable.

3. The days will be planned as best as the weather and conditions allow

4. September 9th 2020 is on the current schedule

5. Yes

6. The contractor will need to submit a dive plan (safe practices manual) as it pertains to this dive. The plan needs to address their Safety Procedures, Assignments and Responsibilities, Equipment Procedures, and Emergency Procedures. (It is outlined in the 29 CFR Subpart T 1910.420)
