About this file

This is a Questions and Answers document related to a Hazardous Waste Management & Disposal RFP (BID 27-0627E5-008) issued by Buffalo Public Schools in New York for service across approximately 70 schools and facilities. The contract will be awarded to a single vendor on an exclusive basis for all schools, with services requested on an as-needed basis rather than on a fixed schedule. Multiple schools may be serviced within a single day. The hazardous waste categories include liquid paints, dried paint cans with associated debris, fluorescent bulbs (both loose and boxed), broken mercury-containing lamps, fuel oil, lab chemicals requiring inventory and lab packing by the contractor, and other chemical waste streams. The contractor is expected to perform on-site characterization of unknown chemicals, inventory existing waste, and complete physical lab packing of inner containers into compliant drums. Emergency response situations, defined as large volume spills, require a response time of one to two hours with limited flexibility for extension.

Pricing should itemize transportation as either a separate line item or wrapped into disposal costs. The prior awardee information is available in the RFP itself, though current waste volume data is not available and must be requested through the FOIA process. No emergency response requests were recorded in the previous year, with only a historical fuel oil spill serving as a reference point. Pickup times are preferred outside school hours and during school breaks, with loading dock and forklift availability variable—contractors may need to use lift-gates and pallet jacks for internal transport. The document does not provide information on prevailing wage requirements or associated documentation requirements, which vendors should clarify separately. The contract does not include chemical waste from school laboratories.
