Boiler Replacement Project Manual for Quentin Mease Health Center
This Project Manual contains comprehensive specifications and design documentation for a boiler replacement project at the Quentin Mease Health Center (3601 N. MacGregor Way, Houston, Texas 77004), a Harris Health System facility. The project, identified as Wylie Project No. 25047.00, involves the replacement of existing boilers with stainless steel firetube condensing boilers and includes associated mechanical, plumbing, fire suppression, electrical, and building control system installations. The project manual, issued for permit and pricing as of December 18, 2025, encompasses Division 06 through Division 28 specifications covering rough carpentry, roofing, flashing, thermal and moisture protection, facility services, fire suppression systems, plumbing, HVAC equipment and controls, electrical systems, communications, and electronic safety systems. The estimated budget is $2,115,812. The document requires compliance with 2021 IBC with City of Houston amendments, 2023 NEC, 2021 UMC, and 2021 UPC codes, along with adherence to Harris Health System Infection Prevention ICRA 2 protocols throughout the construction duration.
The specifications detail extensive requirements for equipment selection, material standards, installation procedures, testing protocols, and commissioning procedures across all trades. Key requirements include variable speed packaged pumping systems for hot water circulation, condensing boiler systems with 10-year non-prorated warranties on pressure vessels and heat exchangers, comprehensive HVAC water piping with grooved or welded connections, fire suppression wet-pipe systems, and integrated building control and automation systems (BCAS) with DDC controls. Submittals require shop drawings, product data, samples, test reports, and operating manuals for all major equipment and systems. The project mandates factory testing of equipment, field startup and commissioning by manufacturer representatives, operator training, and complete documentation of all testing, balancing, and adjusting work. Coordination between all trades is emphasized, with specific precedence rules for conflicting spatial requirements and requirements for record drawings, BIM coordination, and thorough documentation of any deviations from contract documents.
