About this file
This document is Addendum No. 1 for a Request for Qualifications (RFQ) issued by the City of San Angelo Purchasing Division for the Santa Fe/Downtown River Parks Master Plan/Design Services, solicitation number PK-04-25. The project involves developing a master plan focusing primarily on Santa Fe Park (65-70% of effort) and improving connections to downtown, with the Concho River Legacy Trail (CRLT) sculpture project as a key component. The RFQ was issued on July 31, 2025, with submissions due on September 11, 2025 at 2:00 p.m. local time via Zoom. The tentative timeline includes presentations by selected firms on September 25, 2025, council approval for contract execution in October, and services beginning on October 29, 2025.
The anticipated project budget ranges from $80,000 to $120,000, with additional costs for landscape construction documents incorporating sculptures. The City seeks a consultant to provide a comprehensive master plan that addresses compatibility with surrounding areas, stakeholder engagement (with the City leading the approach), and local service connections. Evaluation criteria include points for local participation, defined as firms or professionals based in San Angelo or Tom Green County, and diversity of participation, emphasizing inclusion of small businesses, minority-owned, women-owned, veteran-owned, and historically underutilized businesses (HUBs) in subcontracting and employment opportunities.

Questions and Responses
Q: Is there an established or anticipated budget allocated for this project? If so, could you please share the details or breakdown of the budget, if available?
A: There is no established budget for the project. Anticipated would be in the range of $80,000-$120,000, more for the actual landscape CDs for incorporation of all the sculptures.
Q: We respect and appreciate the City’s timeline to evaluate the responses to this RFQ, we are encountering that many potential project partners (sub-consultants) are away for summer vacation.

Q: 1. Since you're not asking for fees, can you give us an idea of the range of budget you've set aside for the master plan effort? The reason we ask is it tells us the right amount of services, steps involved, etc.
to recommend as part of our approach. 2. Will the master plan focus primarily on Santa Fe park or is the intent for a true river corridor master plan that will link all the parks between Central High School and Rio Concho Drive. 3. Could this master plan blur the lines and also focus on connecting downtown to the the river?
A:
1. Answered earlier.
2. Yes, most effort should be on Santa Fe Park (maybe 65-70%).
3. Yes, improved connection to downtown should be included.

Q: On page 10, the RFQ states: “Incorporate CRLT elements across connected zones.” Could you please clarify what the acronym CRLT stands for in this context?
A: “CRLT” is short for “Concho River Legacy Trail,” the large sculpture project described earlier in the project description.
Q: On page 10, the RFQ states: “Provide compatibility statement with surroundings.” Could you elaborate on what is expected in the compatibility statement?
A: This means the consultant should describe how the proposed designs will harmonize with the existing physical, cultural, and historical context of the site. It should address alignment with adjacent land uses, preservation of significant views or features, integration with the architectural character of surrounding neighborhoods, and respect for existing environmental conditions and community identity.
Q: On page 9, section 4.2, can you confirm whether the consultant team or the City will be responsible for determining the stakeholder engagement approach at key milestones?
A: Yes, the City will be responsible for determining the stakeholder engagement approach at key milestones with facilitation with, and assistance from, the consultant.
Q: On Page 11 in section 5.2, under Format: Technical Section, the requirements state to include “team description with roles, office locations, leadership, legal status, and staff resumes.” Could you clarify what is meant by legal status in this context?
A: “Legal status” in this context is whether the entity is a corporation, partnership, LLC, sole proprietorship, non-profit, etc.
Q: On page 12 in the evaluation criteria, section 4, “Additional” bullet (c) references Local service connections and diversity of participation (15 points). Could you clarify: How is “local” defined for purposes of local service connection? What is meant by diversity of participation in this context?
A: For the purposes of this RFQ, “local” refers to firms, subcontractors, or individual professionals based within the City of San Angelo or Tom Green County, or those with an established office or significant ongoing operations in the area. “Diversity of participation” means meaningful inclusion of a wide range of businesses and professionals—such as small businesses, minority-owned, women-owned, veteran-owned, and historically underutilized businesses (HUBs)—in subcontracting and employment opportunities related to the project.
