About this file

This is a Request for Proposal (RFP) issued by the City of San Angelo, Texas Purchasing Division for the sale or exchange of city-owned property located at 505 South Chadbourne (Lots 11-19, Block 69, Fort Concho Addition). The city is soliciting proposals for the surface estate only of the described parcel and will consider cash offers, property exchanges, or combinations thereof. Respondents must submit proposals in writing detailing the purchase price, including any cash portion and the value of property offered in exchange. Proposals must include evidence of legal title to any exchanged property or proof of sufficient funds to complete the transaction within five business days of City Council approval. The submission deadline is available through the City's e-Procurement Portal (Bonfire), and all questions must be submitted through this platform at least one week prior to the deadline. Proposals received after the advertised closing time will be rejected. Within ten business days of City Council award, the winning respondent must execute a Real Estate Purchase/Exchange Contract in substantially the form attached to the RFP.

Evaluation of proposals will be based on four criteria totaling 100 points: net value received including fair market value of exchanged property and cash consideration (35 points), suitability and strategic value with priority given to properties along the Concho River in downtown San Angelo (25 points), development potential (25 points), and transaction feasibility and other relevant factors (15 points). The city retains sole discretion to determine best value, considering factors such as fair market appraisal, strategic location benefits, development potential, and transaction feasibility. Property is being sold "as is" subject to all leases, easements, rights-of-way, covenants, conditions, and zoning restrictions. The city reserves all oil, gas, and mineral rights and all groundwater and water rights associated with the property. The sale will not involve seller financing, and respondents are responsible for all inspection costs, environmental assessments, and utility availability determinations. The city will not reimburse any expenses incurred in proposal preparation.
