Deer-Proof Fenceline Installation Natural Resources Conservation Service (NRCS)

Plant Materials Center, Hoolehua, Hawaii

Statement of Work

MAY 2018

Deer pressure at the Hoolehua Plant Materials Center (HIPMC) located at 4101 Maunaloa Highway, Hoolehua, Hawaii 96729, has increased drastically within the last couple of years due to the installation of deer-proof fencing by neighboring land managers. The HIPMC needs to ensure the integrity of ongoing plant studies and prevent property and plant damage from the increased deer pressure. These needs can be satisfied by installing a deer-proof fence. Installation costs can be reduced significantly by fencing only the portion of the HIPMC where plant studies are conducted. Costs to meet HIPMC needs can be reduce further by taking advantage of existing neighboring deer-proof fence lines that already protect a considerable amount of the HIPMC’s property. By connecting to these existing fence lines, the needs of the HIPMC can be fulfilled at a substantially lower cost. There are [2] options for this project. The HIPMC will determine which option is most suitable depending on the final cost of each option. OPTION A puts a fence through the center of the HIPMC running east-to-west. This option still has a risk for deer intrusion since there is an off-site gate that the HIPMC has no control of. OPTION B includes OPTION A in addition to a second length of fence on the south boundary of the HIPMC to mitigate this risk.

I. Project Options:

A. OPTION A (see Figure 1 and 2)

1. Removal and disposal of existing fenceline, posts, and fencing debris.

2. Fence line ground prep

3. Installation of 8 foot deer-proof fence.

a. Total length approximately 2,300 linear feet

b. [3] Gates.

4. Connect 8ft fence line to existing 4ft fence lines.

B. OPTION B (see Figure 3 and 4)

1. Removal and disposal of existing fenceline, posts, and fencing debris.

2. Fence line ground prep

3. Installation of 8ft deer-proof fence.

a. The total length is approximately 3,400 linear feet

b. [4] Gates.

4. Connect 8ft fence line to existing 4ft fence lines.

A pre-construction meeting is required on-site to review specifications, fence layout, and to answer any questions. Project must be approved as satisfactorily completed within 120 calendar days of bid award date. Access to work area will be during regular business hours, 7am to 3:30pm, Monday through Friday.

No work on Saturdays or Sundays nor on fedewral holidays. Upon completion of the fence installation, a site inspection will be made to determine if the materials and design and installation adhere to the specifications documented in this Statement of Work.

CONTRACTOR RESPOSIBILITIES

• The contractor must furnish all materials, equipment, tools, and labor to accomplish the fence construction.

• Contractor must be responsible for any permits needed, responsible for any damages caused to site or facilities during construction, and for removal any construction debris.

• Contractor must allow access to work by PMC staff for purpose of inspection.

• Contractor must receive prior approval from the Contracting Officer before any alternatives to the

• The Contractor must have a Project Manager available to the Contracting Officer Technical

Representative (COTR) during normal work hours Monday through Friday 7:00a to 3:30p, excluding federal holidays, and be on site at all times when work is in progress.

• The Project Manager must:

o Be the central point of contact (POC) with NRCS for performance of all work under this contract.

o Be responsible for overall management/coordination of matters pertaining to this contract.

o Have a cell phone and be accessible to NRCS at all time during business hours.

• The Contractor is expected to maintain set production goals and complete the project no later than projected Performance Time. Contractor will provide NRCS a construction schedule.

• Work schedule must be in accordance with the Contractor’s submission.

• The Contractor is responsible for locating any underground utilities and will repair any damage done to any underground utilities or surrounding buildings.

• The Contractor is responsible for their equipment on the PMC grounds. The Government is not liable for damages or losses of equipment due to theft or vandalism.

• Any damage to NRCS property or equipment will be repaired or replaced at the Contractor’s expense.

• The job site will be considered a hardhat area. All persons, including operators, are required to wear hardhats while operations are in progress.

• Contractor must provide a WARRANTY STATEMENT for completed work.

• Vendor must be a licensed and insured contractor in the State of Hawaii and follow all regulations and guidelines when fulfilling a U.S. Government contract.

II. MATERIALS SPECIFICATIONS

A. Wood Posts

1. Must be new material, straight and free of splintering, sound, and free from decay.

2. Pressure treated with a minimum of 0.4 lbs./ft3 copper chromate arsenate (CCA) in accordance with Federal Specifications.

3. Horizontal Brace (H-Brace) upright posts

a. Length: 12 feet

b. Diameter: 6-7 inches

4. H-Brace horizontal compression member

a. Length: 16 feet

b. Diameter: 5-6 inches

5. Line posts

a. Length: 12 feet

b. Diameter: 5-6 inches

B. Galvanized T-Posts

1. Length: 10 feet

2. Must be of new Class 3 galvanized material.

3. Must conform to ASTM standards.

C. Woven Wire: 2096-6-330

1. Minimum height: [96] inches

2. Mesh Opening Width: 6 inches

3. Minimum 12 gauge wire

4. Must be of new Class 3 galvanized material.

5. Must conform to ASTM standards.

D. Brace Wire

1. Minimum 12.5 gauge high tensile wire

2. Must be of new Class 3 galvanized material.

3. Must conform to ASTM standards.

4. Galvanized wire strainers must be utilized to tighten all brace assemblies (Figure 8)

E. Fence Staples

1. Minimum 9 gauge steel

2. Must be of new galvanized material.

3. Must be at least 2 inches long.

F. Gates

1. Minimum Length: 16 feet

2. Minimum Height: 90 inches

3. Must be steel construction tubular steel not less than 1.5 inch

4. Must be of new Class 3 galvanized material

III. CONSTRUCTION SPECIFICATIONS

A. H-Braces

1. Required locations

a. Position H-braces (Figure 5) at terminal points of the fence.

b. If the spacing between H-braces is greater than 200 feet, position double H-braces

(Figure 6) at terminal points of the fence.

c. If the length of pull between terminal points is greater than 700 feet, install an in-line double H-brace (Figure 7) between terminal points of the fence.

1) The distance between terminal points shall be split evenly and the in-line double H-brace must be positioned at that point.

2) The center post of the in-line double H-Brace must be utilized as a terminal point for both lengths so it can take tension from both directions.

2. H-Brace Assemblies

a. Upright posts:

1) Must be buried at a minimum depth of [42] inches.

2) Must be spaced apart at least [16] feet on center.

b. H-Brace horizontal compression members:

1) Both ends must be attached between the H-Brace upright posts by 3/8” galvanized pins or spikes that penetrate the horizontal compression member at least [4] inches deep.

2) Must be at least [6 ½] feet from the ground level to the bottom of the compression member.

c. Brace Wires

1) Refer to Figures 3-5 for Brace Wire configuration based on H-Brace type.

2) [2] Attachment Points

a) [2-4] inches above ground level

b) [0-4] inches above the center of the H-Brace compression member

3) Staples may be used for attachment points

4) Each Brace Wire must form a double “figure-8” loop around the upright posts.

5) Brace Wire must be tensioned with a wire strainer (see Figure 8: EXAMPLE) positioned away from the woven wire.

B. Line Posts

1. Wooden line posts must be set at no more than [60] feet apart.

2. Wooden line posts must be buried at a minimum depth of [42] inches.

3. [3] Steel T-Posts must be set between wood line posts at no more than [15] feet apart.

4. Steel posts must be driven to a minimum depth of [18] inches.

5. Must be set in straight a line as possible.

C. Woven Fence Wire

1. The fence line ground surface should be smoothed or bladed before construction begins to eliminate any gaps between ground level and the bottom of the fence.

2. Must be tensioned according to manufacturer’s recommendations

3. At least [8] of the horizontal wires must be stapled on wooden line posts.

4. At least [8] of the horizontal wires must be clipped on steel T-Posts.

5. Top and bottom wires must be nailed or clipped on each line post.

D. Gate Assemblies

1. Fabricated Option: If a gate with the required specifications is not available commercially, the contractor may fabricate one from standard 16 foot gates:

a. [2] Standard 16 foot gates are required for each gate assembly. The [2] gates must be stacked and securely attached one on top of the other to form a single gate panel not less than [90] inches tall and [16] feet wide. (see example in Figure 9)

2. The gate should be installed with bottom rail 4-6 inches from ground level when closed.

3. Gates must open freely at a minimum of 90 degrees from the closed positon.
