Question & Answers for Solicitation 12SPEC18B0002

EWP – Streambank Stabilization – Clay P4 – Sample, Brown, Adkins & Workman Sites

Clay County, West Virginia

1. Q: When are the sealed bids due and to whom should the bids be submitted?

A: The bids are due Thursday, December 14, 2017 by 11:00 AM. Bids shall be submitted by mail or hand delivered to Laureen M. Eipp, Contracting Officer, at USDA-NRCS, 441 S. Salina Street, Suite 354, Room 520, Syracuse, NY 13202.

2. Q: Can the equipment go into the water?

A: The equipment can operate in the water, but it should only be when necessary.

3. Q: Is there a designated waste area?

A: Excess material in the stream and material from the required excavation will be used to backfill the gabion baskets and to reshape the banks within the work area.

If there is still excess material left after the work has been completed, then it will have to be hauled off to an approved work area.

4. Q: How are the sites to be accessed?

A: Construction limits and access are as shown on the drawings. The sites may be accessed other than shown, providing the contractor has received permission in writing. The written agreement should include all agreements made by both parties.

All access roads and staging areas shall be restored to pre-construction conditions or better. This includes gravel, asphalt and concrete driveways.

5. Q: Are there any utilities located within the work areas?

A: The Contractor will have to confirm the location of any utilities. A confirmation number from Miss Utility is prior to the start of work.

6. Q: Is a sub-channel required to be constructed if the stream bottom is bedrock?

A: A sub-channel will not be required if the stream bottom is bedrock.

7. Q: Is there much hand labor required when filling the gabions with rock?

A: All of the voids in the baskets will have to be filled before installing another lift of rock. This requires moving the rock around by hand to fill the voids. Voids typically form around the selvedge wires, the corners and the support wires. The front of the baskets are also expected to be faced. This involves turning the flat side of the rock out to make a smoother, more appealing surface.

8. Q: Will rebar anchoring be required?

A: Bid Item 4-A, Foundation Preparation on Shallow Bedrock (Rebar Anchoring) and Bid Item 4-B, Riprap Foundation Protection may or may not be installed. The NRCS Engineer will determine if Bid Item 4-A or Bid Item 4-B or a combination of both, will need to be installed. Contractors should bid these items accordingly. Any unbalance bids will be rejected.

9. Q: What should the final stream width be once construction is completed?

A: The stream width at the finish of construction shall be the same as the stream width prior to construction.

10. Q: Will contact information for the landowners be made available?

A: Contact information for the landowners will be made available to the successful offeror upon request.

11. Q: The plans show that Gabion Stone, Shot Rock and 18” Rip Rap but they are not in the schedule of items provided in the bid document.

A: Refer to the construction and material specifications referenced on the bid schedule to see what all needs to be included in your bid for a particular bid line item. Many things are subsidiary to specific bid items.

SAMPLES SITE

12. Q: Are the white PVC pipes sticking out of the ground part of the septic system?

A: The landowner confirmed that the pipes are part of the septic system. The line runs from the house to the leach field which is located just north of the other building.

BROWN SITE

13. Q: How much stream cleanout will be required?

A: Only what is necessary to perform the work.

14. Q: Can the above ground pool be moved?

A: The landowner stated he will be taking down the pool.

ADKINS SITE

15. Q: Will the bushes have to be removed?

A: They bushes are outside the work area and should not have to be removed.

16. Q: Is the above ground electric line active?

A: The landowner stated that the line was active. Also stated that there is an underground electric line running through white PVC conduit.

WORKMAN SITE

At the time of the job showing, the landowner stated that she did not own all the property on which work was to be performed, though she does lease it. Therefore, it has been decided to shift the entire length of the gabion baskets upstream so that all work will be on the Workman property. The quantities and wall configuration will remain unchanged.

17. Q: Will the trees have to be removed?

A: Any vegetation that would hinder construction will be removed.

18. Q: Can the work limits be adjusted to avoid the gas line suspended above the creek?

A: Work limits will not be adjusted to avoid the gas line. The successful bidder will need to coordinate work with the gas company.

19. Q: Are there any weight restrictions on the single lane bridges leading to the site?

A: Unless the bridges have a posted weight limit, the bridge should be rated the same as the road. However, it is recommended that the WV DOH be contacted to confirm bridge and road limitations.
