Amendment #1: 12SAD122Q0013 - Roll Feed Paper
Questions & Answers
1. Since this contract is 1 year do you want me to price it in a worst-case scenario for cost differences in the future, or will we be able to adjust pricing when paper is ordered?
a) The BPA is being established as a 1-year base with 4 Options (1 year each) for a total of 5 years.
The intent is to establish a Multi-Award BPA, you’ll be able to adjust pricing on each call as the Market fluctuates.
2. What would happen if we/y'all put the order in and it cannot be filled because the paper is not available, or the mill will not accept the price originally quoted? Is there an “escape clause” that will be allowed so I am not held liable for something I cannot control?
a) BPA’s are agreements and are not contracts. Vendors on a BPA are not required to quote on a call. And if a Call is awarded and then unusual circumstances come up preventing performance, the CO will review the circumstances and provide a determination based on the situation. RD CO’s view everything in a favorable view towards businesses.
3. Would you be able to accept all 200 rolls within a 4-month time period. We pre-set delivery dates ahead of time. This would help solve the upper two problems as I can get a mill to commit to hold the paper if this is an option.
a) Roll order quantity may vary and will be specified on the call order. If 200 are requested, yes acceptance of all the rolls can be taken by the government.
4. I didn’t see an attached SAMPLE CALL ORDER either…
a) Please review the RFQ, as a sample has been attached to the very end of the last two pages.
5. What do you mean by a Technical Quote? On the Price Quote, how many rolls are we quoting? Will you be taking one delivery or is this based on an annual contract for 200 rolls as it was in the past?
a) Please review the Sample Call Order (SCO), which has been attached to the last two pages of the RFQ.
On the SCO we have pre-filled the quantity to 16, this SCO is for evaluation purposes “only,” the first Call Order will be placed after the BPA is established.
