About this file
This is a Questions and Answers document for solicitation 12FPC426Q0058, an Areawide Market Analysis procurement by USDA NRCS Mississippi.
The solicitation addresses an existing service requirement previously procured under contract 12FPC24P0119 (also referenced as 12FPC421P0119), with no current incumbent for the needed period. Prospective contractors can access prior contract award information through SAM.GOV and US Spending portals. Key clarifications provided include: personal inspection of comparable sales is not required for the Areawide Market Analysis Statement of Work, and analysis may be conducted using county tax records, GIS records, aerial photography, Google Earth/Maps, and other reliable data sources. For evaluation purposes, all CLINs—including the conditional Annual Recertification Amendment CLINs—will be evaluated based on aggregate total value under the Lowest Price Technically Acceptable (LPTA) evaluation criteria, meaning prices for all CLINs, whether ultimately ordered or not, are included in the total evaluated price.
