This amendment 0001 is to provide answers to questions received in regards to the solicitation for a short-term office rental space in Pierce Co, WA.
Question 1: Section 5.1 requires contractor personnel with routine access to federally controlled facilities and information systems to complete background investigations (Tier 1
/ FBI fingerprint check). Does this requirement apply to the property lessor/prime contractor in a passive landlord capacity, or only to personnel who will have recurring physical access to USDA IT systems and case files within the leased space? If it applies to the lessor, please clarify the expected timeline and process for the quoters personnel.

USDA space unaccompanied, like Cleaning Personnel and Maintenance Personnel with full access to
USDA secured spaces.
Question 2: The solicitation requires the space to be fully furnished (7 workstations, 2 private offices). May furniture be provided through a third-party furniture rental or leasing agreement
(with quoter responsible for ensuring delivery and setup), or must the furniture be owned or directly managed by the quoting vendor? If a rental/leasing arrangement is acceptable, is documentation of the furniture agreement required at quote submission or only upon award?
Answer 2: Expectations would be that vendor provides at a minimum fully furnished 7 workstations, 2 private offices, conference room table and chairs that would accommodate at least
10 people, and reception area be furnished for one employee and a seating arrangement for a few visitors. The office space shall be furnished at the time of quote submission.
Question 3: The solicitation requires a dedicated server room of at least 100 square feet. Is a lockable, climate-controlled room (e.g., a converted storage closet with adequate ventilation and a dedicated circuit) acceptable to satisfy this requirement, or does the government require a purpose-built server room with raised flooring, specialized cooling, or other data-center-grade features?
Answer 3: The Server Room just needs to be a dedicated room that is lockable with access only to our USDA IT personnel. This space must be climate-controlled, preferred to have its own climate-control but not required. USDA IT will need to run network lines to each workstation connected to this server room, if not already in place.
Question 4: The solicitation states the space must be move-in ready by July 1, 2026, with no renovations needed. Does this prohibition extend to minor non-structural improvements (e.g., installation of additional network drops, addition of a locking door to a storage room, or mounting of security cameras not currently in

If not, may the vendor use a standard commercial real estate letter of intent signed by the property owner, confirming the space will be held exclusively pending award and that the space meets the stated requirements?

Must these spaces be physically secured (e.g., gated, individually chained, or otherwise restricted), or is it sufficient for the spaces to be designated/marked as reserved for government vehicles with appropriate signage and covered under the lease terms?
Answer 6: The 4 dedicated, reserved government vehicle parking spaces (available 24/7) need to be assigned, marked, and dedicated for USDA
Government Vehicles only. This space needs to be covered with security lighting for the safety of
USDA Employees. All other requested parking spaces do not need to be dedicated and marked, but these spaces need to available to employees and visitors and must also be covered by security lighting outside of daylight hours as well.

furniture, NNN costs, and all utilities. Please confirm: does "all utilities" include internet and telephone service, or are those excluded, given that the government will procure those services separately per the solicitation? We want to ensure our pricing is neither over-inclusive nor under-inclusive.
Answer 7: Internet and phone service should be excluded from the all-inclusive monthly price since USDA will procure those services separately.
Question 8: The SOW requires the office to be fully furnished for a minimum of 7 workstations and 2 private offices, with a conference room that can host at least 10 people. Can you please confirm if the Government has any specific furniture quantities, layout preferences, or minimum furniture expectations beyond what is listed in the SOW? For example, should we include only the required desks/chairs/workstations, private office furniture, conference room furniture, and reception/break room furniture, or are there any additional items the Government expects to be included?
