About this file
This is Amendment 0001 to a Request for Quote (RFQ) issued by the USDA FPAC Business Center for short-term rental space in Greeley, Colorado. The amendment provides clarifications and answers to nine contractor questions submitted during the solicitation process. The solicitation number is 12FPC426Q0009, dated January 20, 2026, and the suspense date has not been extended. The period of performance is February 9, 2026 through February 8, 2027.
Key clarifications from the Questions and Answers include: a single all-inclusive monthly rental rate covering utilities, janitorial services, and snow removal is preferred, though line-item breakouts are acceptable; the contractor must provide only physical capability for internet and telephone services, with USDA procuring the actual services; building owner research regarding satellite mounting restrictions is required; no access control or alarm systems are required, though parking lot cameras are preferred; USDA can accommodate facility availability up to two weeks before or after February 9, 2026, but proposals for dates after February 23, 2026 will not be considered; minor improvements such as signage are permitted during the lease term if minimally disruptive; parking spaces do not need to be exclusively dedicated to USDA provided 22-24 spaces remain available; and at minimum, one parking space must accommodate trailers within 1,000 feet of the facility. The Contracting Officer is Lizabeth Kuhaneck (Lizabeth.Kuhaneck@usda.gov) and the Contract Specialist is Jill Craft (Jill.Craft@usda.gov).

1. Question: Utilities and Services - Can the Government confirm whether utilities, janitorial services, and snow removal must be priced as a single all-inclusive monthly rate, or if line-item breakout is acceptable for evaluation purposes?
Answer: A single all-inclusive rental rate, to include all utilities, janitorial services, and snow removal, is preferred. If this is unattainable a breakout is acceptable, but an all-inclusive rate may score higher.

services, with USDA procuring the services directly.
Answer: That is correct, USDA will procure any needed internet and telephone services. The contractor only needs to provide the capability.
3. Question: Satellite Mounting - Are there any building or zoning restrictions the Government is aware of that could limit the ability to mount a satellite receiver, if proposed?
Answer: USDA expects the building owner to research that information and their insurance.
4. Question: Security Requirements - Beyond exterior locking doors, are there any additional security features (alarm systems, access control, cameras) that the Government prefers or requires?
Answer: No access control or alarm systems are required. Parking lot cameras would be preferred but not required.
5. Question: Occupancy Date flexibility - If a facility can be made available slightly before or after February 9, 2026, how will this be evaluated relative to proposals meeting the exact date?
Answer: USDA can provide flexibility of up two weeks availability. If the date available is after February 23rd, the proposal will not be considered.
6. Question: Facility Modifications - Will minor tenant improvements (e.g., partitioning, paint, signage) be permitted during the lease term if coordinated with the Government?
Answer: Signage can be permitted during the lease term. Other minor improvements can be permitted if it allows for minimal disruption to the employees during work hours.
7. Question: Parking Requirements - Please confirm whether parking spaces must be dedicated exclusively to USDA, or if shared parking is acceptable provided capacity requirements are met.
