14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

This amendment is issued to provide questions and answers as follows:

Question #1: The solicitation is classified with NAICS Code 712120 - Historical Sites. We believe this work may be incorrectly classified, and we would like you to reconsider the

NAICS code. Sector 71 is for services related to Arts, Entertainment and Recreation, and we believe 712120 is intended for businesses that maintain and operate Historical Sites

(admissions, tours, membership services, etc.) We believe the more appropriate Sector for this solicitation is 54, which is for Professional, Scientific and Technical Services, which more closely aligns with the requirement for research and investigation. We respectfully request that you consider 541620: Environmental Consulting Services, 541690:

Other Scientific and Technical Consulting Services, or 541720 Research and

Development in the Social Sciences and Humanities as a more appropriate NAICS code classification for this work.

Answer #1: The Government has reviewed your suggestion and took that into consideration. A

Solicitation amendment has been issued correcting the NAICS code accordingly.

Question #2: In performance of this contract, how does one move from a Phase IA investigation to

Phase IB? That is, in the scenario that a site visit does not result in observation of features or surface artifacts, and yet background research suggests the possibility that a site is present.

Would such a background research result automatically trigger shovel testing?

Answer #2: Yes, in most all cases if background research suggests a site is possibly present and

State Historic Preservation Office (SHPO) concurs with the finding, that would lead to a Phase 1B, shovel testing. Please refer to -Attachment

9_Archaeological Survey in Delaware 2015_SHPO for additional details pertaining to Delaware SHPO review process.

Question #3:Regarding the RFP document

"Attachment 3_Price Schedule Cultural Resources

BPA" the sheet has the word "TOTAL" beneath each year of the multi-year RFQ. What is required for that total? The prices are structured on a per-acre basis, such that a total per year price will be both misleading and vary only according to escalation.

Answer #3: For the TOTAL value, please add all the rates for Line Items 0001-0006.

Question #4: In Section A/I/B - Phase IB -section paragraph. This section specifies establishing a datum using GPS but then also requests site mapping with a total station. Can an accurate GPS unit be used for site mapping?

Answer #4: Yes, an accurate GPS unit can be used.

Question #5: In Section IV/A -B. The Scope requests a copy of the final report will be provided electronically within seven federal business days. But the table in Section IV/C indicates the Final Deliverable is 10 Business

Days? Which is correct?

Answer #5: The table in Section IV. Deliverables

/ Schedule is correct. Attachment 1_SOW has been revised accordingly.

Question #6: Attachments 5, 6, and 7 - Wage

Determinations indicate a 3.02 to 4.19 wage differentiation between New Castle and Kent

Counties vs. Sussex County for Occupations 30021

- 30023, Archaeological Technicians I - III.

Particularly in field investigations these employees represent a high percentage of the labor force. But Attachment 3 - Price Schedule does not allow for a county differential. Is there an estimate of how many of the tasks would be in which counties in order to come up with a reasonable average for the Price Schedule?

Answer #6: Since June 2019, approximately 19 field investigations were required by DE SHPO (5 in New Castle, 7 in Kent, and 7 in Sussex). NRCS provides majority of Farm Bill Program financial assistance through a competitive ranking process so the location of ground disturbing practice in the state varies.

Question #7:Will all orders/calls be issued at the beginning of the five-year period of performance, or will they be issued throughout the period of performance of the BPA?

Answer #7: Orders/calls will be issued against the master BPA throughout the five-year period of performance, subject to annual review/parties right to terminate.

Question #8: Will the Government be issuing revised Provisions (Attachment 4) to reflect the change in NAICS code to 541?

Answer #8: Attachment 4 - Contract Clauses and

Provisions. NAICS code in Clause 52.219-1 has been updated accordingly.
