1. Is there a Wage Determination? UT18

2. What permits are required to be provided by the contractor, if any? The contractor is responsible to obtain all permits necessary to prosecute the work with two exceptions. The first is permission to install the pipe along 11th north. That permission has already been obtained by the local sponsor. The second is permission to install the pumping plant next to the pond as that permission was also gotten by the sponsor. However, any need to close the road for construction safety or preference would need to be approved between the City and contractor, as would the utilization of any other areas/roads in the vicinity for construction staging or use.

3. Can the Gov provide an asphalt specification for the roadway restoration? Per note on Sheet 2 of 5, the damage shall be repaired to like kind. In this instance it will likely end up better than the current condition. The asphalt is to be replaced to like thickness found. Asphalt installation to follow standard road practice. Also see Detail TR-3 on Sheet 3 of 5.

a. What is the Government’s expectation for repair of consequential damage to the road which is in very poor condition; it is our opinion that the road may not be able to withstand basic and necessary construction traffic without further deterioration The government recommends that the contractor coordinate with the City to gain approval in writing regarding approved construction loads. Contractor may also consider video or survey documentation and consultation with the City prior to and after installation if desired. Installation alongside the paved roadway for all but the crossing is likely, although not guaranteed. Utility locations will determine final alignment.

4. The provided Construction Specifications section CS-UT-201 / 5 “Items of Work and Construction Details describe the installation of 605’ of 10” 100psi HDPE pipe to connect supply pipeline to existing B-P pipeline. It also includes 200’ of 2” 100psi HDPE pipe for supply line to individual landowner”. This description is not consistent with the SOW described within the issued drawings, please clarify. (Also reference specifications page 24, item 8) Page 21/48 in the Specification, CS-UT-201 Section 5 is amended as follows: This item consists of installing approximately 770’ of 10” 100psi HDPE pipe to connect supply pipeline to existing B-P pipeline. Page 24/48, CSUT-252 Section 8 is amended as follows: This item consists of installing approximately 770’ of 10” 100psi HDPE pipe.

5. Based on the alignment clearances it is anticipated that the majority of new pipeline will be located within the footprint of the existing road (Main Street). Sheet 2 of the provided drawings indicate that existing roadway may have 1 to 2 layers of concrete roadway beneath the existing asphalt and concrete may be 2’ thick. Not knowing the extent and or conditions of the concrete the contractor will have to provide monetary provisions to account for the maximum potential extent of concrete removal and roadway restoration. Can the Government provide additional information in regards to the concrete? No additional information as to the existence or extent of the concrete is available.

6. The pump stations, earthen fill necessary to create a pad location, retaining of said fill on slope, and security shelter are not defined, interpreted as owner intends them to be contractor design-build.

a. At the site visit the representative stated that the security shelter would be acceptable as similar to an existing adjacent enclosure of a chainlink fence with gate and a corrugated basic roof. Please confirm if these are the guidelines. Shelter is contractor design-build. Existing pump shelter is an acceptable minimum guideline.

b. While the XXXXX team was the only attendee of the site visit, we discussed with the representative that a built-up, compacted pad was necessary at the pump station location (existing slope), and that some retainage of the fill would be necessary to resist erosion. Please provide any guidelines for this fill and retainage. Fill should be minimized and based on the final pipeline grades established in the field. The pad and any necessary slope shoring for the contractor selected fill material must maintain a safe and stable slope that fully supports the pumping plant. It is to be contractor design/build. Foot path access to be maintained along edge of pond.

7. During the shutdown of the 36” line, will the irrigation line owner handle the drainage volume?

Is there provisions approved through environmental to drain any residual water from the line? Pipeline to be shut down at the source and gravity drained. Any localized water to be handled by contractor.

8. Confirm that the seam bead on the interior of the HDPE is NOT considered an obstruction. It is normal and customary in water lines for this to be true. Standard industry performance methods are acceptable. Work is to be done in a neat and professional manner without interior protrusions in excess of the necessary seam bead.
